About this file
This document contains a Department of Defense policy memorandum outlining requirements for supporting research and development efforts at the Human Intelligence Training - Joint Center of Excellence (HT-JCOE). Entities requesting to conduct research or obtain subject matter expert input must submit a memorandum to the HT-JCOE Commander through the J7 division. The memorandum must identify the requesting entity, outline the scope and purpose of the research, explain why HT-JCOE is the proper venue, identify required resources, and explain gains to the Intelligence Community and HT-JCOE. Research must support HT-JCOE's mission of providing advanced HUMINT training and certification in interrogation, debriefing, and military source operations. All research entities must submit proposals to an external Institutional Review Board for approval and comply with DoD and American Psychological Association ethical standards. The USAICoE Operational Psychologist provides oversight of the HT-JCOE research effort to ensure compliance with this policy.

MEMORANDUM FOR HT-JCOE, ALL
SUBJECT: Policy 20 – Support to Research and Research Validation
1. REFERENCES.
a. Ethical Principles of Psychologists and Code of Conduct, American Psychological Association, 1 Jun 2010.
b. DoD Directive 3216.02, Protection of Human Subjects and Adherence to Ethical Standards in DoD Supported Research, 8 Nov 2011.
c. HT-JCOE Policy 17 – Release of Information, 13 January 2016.
2. POLICY.
a. Entities requesting to conduct research at Human Intelligence Training - Joint Center of Excellence (HT-JCOE) facilities; and/or obtain Subject Matter Expert (SME) input to, and/or feedback, on their Research and/or Development effort using HT-JCOE assets must communicate their request in a memorandum with organizational letterhead addressed to the HT-JCOE Commander through the HT-JCOE J7. The memorandum must:
(1) Identify the requesting entity.
(2) Outline the scope and purpose of the research and/or development effort.
(3) Explain why HT-JCOE is the proper venue to support the research or why HT-JCOE SMEs are needed to provide input and/or feedback.
(4) Identify the resources required of HT-JCOE to support the research and/or development effort.
(5) Identify the gains of the research and/or development effort to the Intelligence Community in general, and HT-JCOE in particular.
b. The HT-JCOE mission and training priorities are the foundation for the validation of research proposals submitted to HT-JCOE. Research must support the HT-JCOE mission to provide advanced, experiential-based, joint HUMINT training, professional development, and certification in interrogation, debriefing, and/or military source operations in support of the requirements of the Defense HUMINT Enterprise.
c. Research must also support the HT-JCOE training priority to provide the best and most efficiently educated and trained professional HUMINT war-fighters with the confidence and skills to operate anywhere in a volatile, uncertain, complex, and ambiguous environment.
d. HT-JCOE recognizes that there are HUMINT research subject matter experts from within the DoD, Interagency, and civilian academic research centers available to provide research proposal validation consultation. HT-JCOE will retain the prerogative to consult with these subject matter experts on the merits of research proposals. HT- JCOE recognizes Dr. Susan Brandon and Dr. Jujeeta Bhat from the HIG, Dr. Chris Meissner from the University of Texas at El Paso (UTEP), and Dr. Andy Morgan as such experts, among others, as vetted by HT-JCOE to provide this consultation.
e. HT-JCOE requires that all research entities requesting to conduct research submit their research proposals to an outside Institutional Review Board (IRB) for approval prior to the initiation of the research project. This approval process conforms to DoD Directive 3216.02 and applicable APA ethical standards for conducting research as noted in the Ethical Principles of Psychologists and Code of Conduct. The UTEP, Office of the Vice President for Research and Sponsored Projects, is the current IRB approving authority for HT-JCOE research proposals.
f. The United States Army Intelligence Center of Excellence (USAICoE) Combat Development Operational Psychologist provides significant guidance and oversight to the HT-JCOE research effort. As such, the Operational Psychologist is directly involved in the validation of research proposals and the oversight of ongoing research. The Operational Psychologist adheres to the guidance contained in this policy and consults on a regular basis with the HT-JCOE Commander concerning all proposed and ongoing research.
g. Research entities will support the institutional values of the Department of Defense and have a genuine interest in HUMINT training and education. The HT-JCOE J3, J7, Course Directors, and Operational Psychologist will assess the motivations of each research entity to conduct research at HT-JCOE and adhere to HT-JCOE policies and any applicable directives prior to recommending to the HT-JCOE Commander to approve or disapprove research proposals.
h. The HT-JCOE Commander will review all research support requests and concur or non-concur to provide the necessary access and support. Once approved, the
HT-JCOE Commander and his staff will oversee the research protocol during all phases of the research contract to ensure it meets standards in accordance with this policy.
i. If and when the HT-JCOE Commander agrees to support the requesting entity with its research and/or development effort, individual researchers must:
(1) Sign a standard non-disclosure statement,
(2) Gather all data from HT-JCOE at HT-JCOE facilities, and
(3) Not remove any training material without the approval of the HT-JCOE Commander (see reference c).
3. PROCEDURES. As outlined in paragraph 2 above.
4. This policy supersedes Policy 20 – Support to Research and Research Validation, 15 April 2014.
5. PROPONENT. HT-JCOE J-7, Educational Services at 538-6685.
