About this file
This memorandum outlines the Department of Defense Human Intelligence Training - Joint Center of Excellence's policy regarding travel voucher timelines. Key details include: travelers must submit vouchers within five days of completing travel or face escalating notifications, with zero dollar vouchers filed after 46 days to settle advances and place travelers in a "Due U.S." status. Supervisors must ensure compliance, and the J8 will notify travelers and chains of command of delinquencies.
The related sources sought notice seeks responses to questions to finalize the acquisition strategy and performance work statements for the Huachuca Training and Support Contract (HTASC). Assumptions provided include the contract being a single-award IDIQ for seven years with over 500 contractor man-year equivalents required and a small business set-aside under NAICS 611430 for professional and management training. Questions address the firm's ability to perform as prime contractor or support through subcontracts, financial constraints, accounting systems, information needed to propose, small business participation goals, transition concerns, and facility clearances. Responses are due by December 28, 2016 to the Army Contracting Command Orlando for consideration.
