SECTION 1 GENERAL.

Paragraphs in this Task Order (TO) correspond with the same paragraph number in the Huachuca Training and Support Contract (HTASC) Indefinite Delivery Indefinite Quantity (IDIQ) Performance Work Statement (PWS). The IDIQ PWS will be referred to as the Basic PWS in this document.

1.1 Organization Mission/Background.

The TRADOC Culture Center (TCC) is the Army’s culture center and is a subordinate of Army University. TCC provides relevant and accredited cultural competency training and education to Soldiers and DA Civilians in order to build and sustain an Army with the right blend of cultural competency capabilities to facilitate a wide range of operations, now and in the future. TCC develops and instructs the Army’s Culture Training and Education Curriculum; a scalable, flexible, outcomes-based program of instruction; making culture training and education relevant to Soldiers, and nested in the Army’s Leader Development Program. In developing the Army’s Culture Curriculum, the TCC established the baseline standard for culture training across TRADOC Centers and Schools, institutionalizing culture training across TRADOC from pre-commissioning and Initial Military Training through the Captains Career Courses. TCC reaches out to the CoEs to provide Train-the-Trainer events to familiarize instructors and training developers with proponent-approved culture training material and model student-centric training strategies to provide insight on how to train and develop culture material in a manner consistent with the Army Learning Model (TP 525-8-2). Additionally, TCC fields Distributed Learning content extending the reach of the TRADOC schoolhouse. Building on the foundation of core cultural competency taught in the institution, TCC provides region/area-specific training for deploying troops, tailored to unit training objectives, for all geographic combatant commands (Africa Command, Central Command, European Command, Northern Command, Pacific Command or Southern Command).

1.2 Objective/Scope.

The Contractor shall provide personnel for non-personal services in support of quality assurance and graphic design of training development materials, as well as training developers and instructors in all capacities related to this training in support of core culture, regional expertise and cultural leader/influence requirements. The ultimate objective is to enable TCC to provide relevant cross-cultural competency and region-specific training and education for the Conventional Force in the institutional, operational and self-development learning domains in support of all geographic combatant commands. All curricula developed and instructed will be staffed and approved by Government personnel and in compliance with the learning objectives and requirements listed in the Combined Joint Chief of Staff Instruction 3126.01A (CJCSI 3126.01A), the Army Culture, Regional Expertise and Language Strategy (ACRELS, as updated), its supporting documents, and Army and DoD guidance as applicable.
