About this file
This memorandum establishes procurement and acquisition policy for the Department of Defense Human Intelligence Training - Joint Center of Excellence (HT-JCOE). Only warranted contracting officers or approved Government Purchase Card holders may commit HT-JCOE to acquire goods or services from commercial sources. All procurement requests must be approved by course or staff leads and coordinated through authorized logistics personnel. Personnel are prohibited from soliciting contractors directly and must route all supplier requests through the designated contracting officer's representative or contracting officer.
This sources sought notice requests industry responses to support the Huachuca Training and Support Contract (HTASC) for HT-JCOE. Responses are due by December 28, 2016. The HTASC will be a single-award, indefinite delivery/indefinite quantity contract with a seven year ordering period. The final solicitation is planned for release in May 2017 and contract award is scheduled for March 2018. The notice provides assumptions regarding contract type and period of performance. It also requests information on ten topics including the firm's ability to serve as prime contractor, financial constraints, accounting systems, subcontracting plans, and concerns regarding transition from the incumbent contract.
