About this file

This document outlines an organizational standard operating procedure for key and lock control at the Department of Defense HUMINIT Training - Joint Center of Excellence. It defines responsibilities and procedures for managing keys that access various facilities and areas, including offices, buildings, storage rooms, and areas with classified information. A primary key control custodian and alternate are appointed to oversee the system and conduct semi-annual inventories. Keys are assigned to authorized personnel on a DA Form 5513-R and strict accountability measures are in place for lost keys. The document provides various appendices that include templates for appointing key control custodians, documenting inspection findings, and maintaining a key/lock destruction ledger.

This federal contract opportunity notice seeks industry responses to support the Huachuca Training and Support Contract (HTASC) at Fort Huachuca, Arizona. Responses are requested to ten questions by December 28, 2016 regarding capabilities to serve as prime contractor, financial constraints, accounting systems, subcontracting plans, and security clearances. The opportunity involves a single-award IDIQ contract over seven years, with estimated spending of $11 million annually and over 500 contractor staff. The acquisition will be either full and open competition or a small business set-aside. Final solicitation is planned for May 2017 and contract award in March 2018.
