1 Solicitation Do you have any update on the pre‐meeting (site visit)? Please review Attachment 0013 of the solicitation in regards to information on the site visit. 1‐Mar‐21 4‐Mar‐21

2 Solicitation Where specifications revised from the tender documents in 2019. Will you please provide a list of the changes, if a list is available?

Some of the specifications have changed from the National Crane Center’s (NCC) solicitation, however, the Government does not have a complete list of those changes to provide with the solicitation.

2‐Mar‐21 4‐Mar‐21

3 Solicitation Will a proposal with a mono‐girder, instead of a twin box girder, be accepted? A twin box girder is the Government's requirement, and as a result, is the only version that will be accepted.

9‐Mar‐21 11‐Mar‐21

4 Solicitation Is there a bond requirement? No, no bonding will be required. 9‐Mar‐21 11‐Mar‐21

5 Solicitation

The solicitation makes various references to mechanisms of application for payment, and of issuing payment. However there does not seem to be a reference to schedule (frequency) of payments but for 52.212‐4 for Items Accepted. Is the Government considering allowing Installment Payments, Progress Payments, or another means of financing throughout the 36 months project schedule?

The CLIN structure established in Section B allows for payments throughout the period of performance.

36 Specification

The Technical Specification alternates using International Electro technical Commission (IEC) and National Electrical Manufacturers Association (NEMA) standards when addressing electrical components. Are we to understand that said components ‐motors and transformers included, could be selected according to the corresponding IEC standards for them? Motors according to IEC standards would certainly weigh less and contribute more favorably to keeping within the allowable pier loads.

Specification 1.2.4 Substitution of Codes, allows for either code to apply, except for NEMA & NFPA. If IEC standards meet the requirements of NEMA and NFPA, then IEC standards are acceptable.

26‐Mar‐21 8‐Apr‐21

37 Specification para 2.4.12

Technical Specification 2.4.12 MOTORS FOR THE MAJOR MOTIONS requires that they be sized “… and in accordance with FEM1.001 for continuous operation”. However, the Boom Hoist (which duty cycle duration is estimated at 10 min) and Gantry motors (estimated at 6 min) are the type that never see continuous operation for any extended period of time. Thus, can those be sized using motor ratings: S2‐30 minutes?

The boom and gantry motors may be sized S2‐30 minute rating.

26‐Mar‐21 8‐Apr‐21

38 Specification para 2.4.2 Technical Specification 2.4.2 MAIN AND SORE POWER SUPPLY: Please, advise the short circuit current (or power) at the pit connection box.

This information is not available at this time. For design purposes, use 6000 amps @ 12kV as the maximum short circuit current for main power and 10,000 amps @ 480v for the shore power maximum short circuit current.

26‐Mar‐21 8‐Apr‐21

39 Specification para 1.3.5

Attachment+0001+‐+STS+Crane+Specification in Para. 1.3.5 Performance Requirements, indicates: “Performance requirements for the Cranes shall be as follows:

Minimum Hoist High Speeds:

No Load under spreader 490 ft/min (150 m/min) Rated Load under spreader 250 ft/min (76 m/min)” Specification does not provide any other point in between as to the relationship between hoisting speed and load, nor does it specify any criteria such as keeping constant‐power for any speed‐load combination. Please, clarify the intent of the specification in this regard.

The intent of the specification is to maximize performance of the crane by utilizing the maximum allowable available speed based on torque. Thus, in keeping within the machine ratings based on the specified base speed load, and the no load maximum speed, the speed/torque curve should maximize the speed of the hoist based on utilizing concept of constant horsepower.

30‐Mar‐21 8‐Apr‐21

40 Specification para 2.4.9

Attachment+0001+‐+STS+Crane+Specification in Para. 2.4.9 Converters states:

“There shall be at least two fully regenerative converter sections to provide the main DC bus”; and later on “…The converters shall dump excess power to resistors. The resistor bank shall be located outdoors, exterior of the machinery house. The resistors and their enclosures shall be stainless steel.

The resistors shall be mounted in substantial enclosures designed to permit the free flow of air sufficient to cool the resistors by natural convection when operating within their current rating. The resistors shall be sized based on the duty cycles and load spectra contained in this specification”.

Note that fully regenerative converters do not dump excess power to resistors because excess power is regenerated to the main power supply. Thus, please remove “The converters shall dump excess power to resistors. The resistor bank shall be located outdoors, exterior of the machinery house. The resistors and their enclosures shall be stainless steel. The resistors shall be mounted in substantial enclosures designed to permit the free flow of air sufficient to cool the resistors by natural convection when operating within their current rating.

The resistors shall be sized based on the duty cycles and load spectra contained in this specification” from the paragraph.

The intent of the specification is to have no regenerative power returned to the power line through regeneration. Regenerative power should be dissipated by a resistor bank connected to the drive DC bus. If this can be accomplished by using a reversing, non‐ regenerative drive arrangement, and the regenereative energy is dissipated by the resistor bank, then a 4 quadrant regenerative converter is not required.

41 Solicitation Has the government established a Rough Order of Magnitude price for this solicitation based on the previous, recent & directly related solicitations and can you provide us this price?

No, the Government will not providing its internal Government estimate to Industry for this effort. 30‐Mar‐21 8‐Apr‐21

42 Solicitation Have 2021 funds been appropriated for this project for the full amount of the ROM (or any amount)?

Assurance of funding for this anticipated contract has been received. 30‐Mar‐21 8‐Apr‐21

43 Solicitation and Q&A #5

Can you check FAR 52.232‐30 and include in the contract clauses? Firm Fixed Price Payments for acceptance of priced CLINs 1‐6 (i.e. CLIN Structure) at destination creates a significant financial burden ‐ as we are performing extensive work off‐site and are accumulating large costs early in the project with payments at the end of the project. This financial burden may reduce the number of vendors willing to participate in this Solicitation or result in finance / interest costs that will be passed to the government. Specifically, CLIN 1 includes Solicitation Section 2.3.10 ‐ “Field Notice of Revisions” ‐which cannot be completed and accepted until the very end of the project after delivery and site testing. Also, specifically, CLIN 2 states that ‐ delivery at destination is required for acceptance ‐ and further states that all of the technical requirements of Section 3.0 (i.e. Section 3.3) are fulfilled which also states that the crane needs to delivered at the destination. The term “Fabrication” is not defined in Section 3.0. We request that FAR 52.232‐30 is checked and included for these CLIN’s in the contract clauses so that we can receive installment payments toward the costs incurred on the items and services that are continuously performed throughout the project to complete the Work.

The Government has reviewed over applicable financing clauses and it does not plan to add them to the Solicitation.

30‐Mar‐21 8‐Apr‐21

44 Solicitation Are there any penalties or liquidated damages for late delivery? FAR Clause 52.211‐11, Liquidated Damages ‐ Supplies, Services, or Research and

Development have been added via Amendment 0003 to the solicitation. 30‐Mar‐21 29‐Apr‐21

45 Specification para 1.2.4 Regarding ‐ Substitution of Codes, are we correctly understanding that AISC, ASTM, AWS, NEMA, NFPA and OSHA cannot be substituted with other codes – because they are governing codes?

The Contractor is required to demonstrate compliance with these standards.

30‐Mar‐21 29‐Apr‐21

46 Solicitation Are these cranes, located on MOTCO’s Pier, used strictly for the purpose of supporting DOD missions? Are the cranes used for any commercial shipping involving commerce / trade activities?

The STS Cranes are strictly for DoD missions and will not be involved in commercial shipping.

30‐Mar‐21 8‐Apr‐21

47 Specification

It has been noted in the provided Word document, “Attachment+0001+‐ +STS+Crane+Specification.docx” there are multiple areas where changes have been tracked within Word, but are not fully accepted and updated. This can be viewed when print preview or printing to any device. Will a revised specification be provided with all tracked changes accepted and fully updated cross references be supplied?

The Government recognizes the tracked changes that appear when Attachment 0001 is in print preview mode; however, those tracked changes have no bearing on the technical requirements and seem to be an error within the document. 30‐Mar‐21 8‐Apr‐21

Attachment 0007, Appendix A, Page

Additional clarification is needed for the design loads for the pier and trestle.

Design load B.1 states that the maximum design load on the main pier structure is 600 PSF. Does this value include the trestle? This value seems unrealistically low (i.e. can’t drive a car or truck or walk on the pier). What is the intent of this design load limitation?

The Pier 2 drawing sheets S‐002 and SR‐001 [to be included] show the design loading criteria for the Pier/West Trestle and the East Trestle (following repairs) respectively. The 600 PSF Uniform live load conforms with the UFC criteria for Ammunition Piers. 30‐Mar‐21 8‐Apr‐21

Attachment 0007, Appendix A, Page

Regarding the design loads for the main pier and trestle ‐ what are the maximum loads allowed for temporary installation equipment and staging?

a. Maximum wheel loads (live loads) for Rubber Tire Self‐Propelled Modular Transporters or other closely spaced wheeled carts.

b. Maximum uniformly distributed ground loads (live loads) for support of outriggers, temporary jacking, skidding, rolling or sliding equipment and their associated mats.

c. Uniformly distributed ground loads (dead loads) for staging components in containers, pallets or on dunnage.

d. Is the main pier and trestle suitable for legal over the road truck loads (live loads)? If not please provide the load limits.

See response to Question 48. Offerors should use the pier structural design drawings for any load conditions that require additional analysis. (Full structural drawing set to be added to solicitation documents).

30‐Mar‐21 8‐Apr‐21

50 Specification para 1.12.10

Crane specification requires Contractor to submit a Duty Cycle Analysis (Section 1.12.10). Does this analysis require the use of 3rd party software, or can Contractor use their internal computer process / methods?

The Contractor may use internal computer processes and methods provided sufficient information is submitted to allow independent verification of results. The use of specific third party software is not required by specification.

30‐Mar‐21 8‐Apr‐21

51 Specification para 1.13.7

Crane specification Section 1.13.7 requires crane to operate in Limping Mode should one or more systems not work as intended. Can Government provide a better definition on conditions which would trigger the Limping Mode functionality? What specific systems which when not working would trigger this mode?

The intent is to design the crane and controls such that if a single system fails, the crane can continue to function at lower speeds, powers, or capacities where possible; recognizing that in many, but not all cases, it may not be advisable or possible to continue operation depending on what fails. An example of an intended limping mode is if one of the hoist inverters fails, the crane must be designed to still operate at reduced power using the remaining hoist inverter. The intent is not to add additional redundant systems unless otherwise specified.

30‐Mar‐21 8‐Apr‐21

52 Specification What is the Main Power Supply available short circuit current at the primary side of the crane’s medium voltage transformer?

This information is not available at this time. For design purposes, use 6000 amps @ 12kV as the maximum short circuit current for main power and 10,000 amps @ 480v for the shore power maximum short circuit current.

30‐Mar‐21 8‐Apr‐21

53 Specification para 2.5.13 Since Arc Flash Warning Labels per NFPA 70E are required per Section 2.5.13, will Government require a formal Arc Flash Hazard Analysis be a submittal document for all control enclosures?

Yes, a formal Arc Flash Hazard Analysis must be submitted and all warning labels installed as specified. 30‐Mar‐21 8‐Apr‐21

54 Specification para 2.4.11 To get to the required Power Factor criteria in Section 2.4.11, is it acceptable to utilize an Active Front End (AFE) with Line Regeneration in place of using converters and dynamic braking resistors?

If AFE converters are required to meet the power factor and harmonic filter functions, they may be used. However, no regenerative power can flow to the MV power supply. 30‐Mar‐21 8‐Apr‐21

55 Specification para 2.4.23

Per section 2.4.23, PLC Communications to remote I/O is to be provided using “standard bus protocol approved by Government.” Can Government provide a list of these approved communication bus protocols?

The Government response is forthcoming to this question.

30‐Mar‐21 ‐

56 Solicitation

Solicitation Section C.1.2 item 4) indicates that the test weights are to be part of the scope of supply as per Attachment 0001 MOTCO STS Crane Specifications, Section 2.5.14. Yet Section H.3.8 Government Work and Material states “The Government will provide the test weights, rigging gear, and power, to perform the tests at no cost to the Contractor.” Please, clarify whether those test weights are to be included in the scope of supply.

Section H.3.8 will be revised in Amendment 0002 and will read, "The Contractor will perform the final acceptance tests of the crane as described in the contract. The Government will provide the power to perform the tests at no cost to the Contractor."

63 Solicitation

Due to the nature of the materials handled, some of our suppliers may not want to participate in or be able to participate in suppling technology for this project. We feel that full disclosure is appropriate in order to work with our compliance department to provide proper identification of technology used on these cranes. Are any of the items handled by the crane, (e.g. in containers or break bulk), identified on the Commerce Control List?

The Government response is forthcoming to this question.

66 Solicitation A0001 Narrative

Is there a waiver and can you provide the written waiver granted in accordance to DFARS 225.403 so we can see exactly what it states? Also, specifically, what section (i.e. exact paragraph) of DFAR 225.403 is the bases of the waiver. We do not believe a waiver is valid for this solicitation for a Domestic Purchasing Activity.

ACC‐DTA does not have a waiver to provide. In accordance with DFARS 225‐403(c)(ii) the basis of the waiver comes from 19 U.S.C. 2512(b)(2). The Government recommends reviewing that statute to see if applies to your organization. 15‐Apr‐21 29‐Apr‐21

67 Solicitation A0001 Narrative

The government has stated that “pier 2 at MOTCO is responsible for 25% of the nation’s total ammunition supply”. The importance of these cranes for national security can be logically concluded. Therefore, DFAR 225.401 statement holds true that this is – “an individual acquisition of a product to be indispensable for national security or national defense purposes and appropriate for exclusion from the provisions of FAR Subpart 25.4”. Please confirm that the exclusion in DFAR 225.401 is applicable to this solicitation?

The Government has not determined this procurement to be an exception to DFARS Subpart

225.4 and the end product is subject to Trade Agreements in accordance with DFARS 225.401‐70, as stated within the solicitation.

15‐Apr‐21 29‐Apr‐21

68 Solicitation A0001 Narrative

After reviewing the details of the Product Services Groups in the WTO agreement, these cranes are not covered in the WTO agreement. Any reference to World Trade Agreements should be deleted from the requirements. Any waivers dealing with the WTO agreements are therefore not applicable.

The cranes are considered Materials Handling Equipment and therefore are covered by the trade agreements.

69 Q&A Log #43

Specific clarification is required for payment on CLIN 2 – “Fabrication”. Provide governments definition of fabrication that will fulfill this requirement.

Because fabrication is performed at our fabrication facility, please confirm that the Government will pay Firm Fixed Price for CLIN 2 at the Suppliers fabrication facility when all items are fabricated? Will the government accept a schedule of values totaling the amount of CLIN 2 and allow the supplier to submit invoices for each item in the schedule of values when they are fabricated? We feel, that without payments for completed fabricated items, it will create undo burden to suppliers for complex cranes that need to comply with a 200+ page technical specification.

CLIN 0002 is in accordance with Specification (Attachment 0001) Section 3.0 and can be invoiced once the Factory Testing, as described in Specification 3.2.3, has been completed.

The Government is not clear on what "schedule of values" means; however, if this question is referring to performance based payments, then no. This effort is not subject to performance based payments and CLIN 0002 will remain as is. 15‐Apr‐21 29‐Apr‐21

70 Q&A Log #43 Will the government also consider a schedule of values for CLIN 1 and provide payment for items on the schedule when completed?

Please refer to the response for Q&A #69. This effort is not subject to performance based payments and CLIN 0001 will remain as is.

71 Q&A Log #48 & 49

In Q&A #48, it was stated that the 600 PSF load is in alignment with the UFC criteria. During the walk‐down it appears that the pier is a significant structure capable of much higher design loads and maybe it better aligns with UFC classification for “container” loads and is suitable for 1000 PSF loading or even higher loads. Can the government review the pier design and allow higher pier loadings for installation of the cranes?

The Government response is forthcoming to this question.

15‐Apr‐21 ‐

72 Q&A Log #48 & 49 Likewise, can a larger mobile crane be used with higher outrigger float loads? The Government response is forthcoming to this question. 15‐Apr‐21 ‐

73 Q&A Log #48 & 49 What is the applicable year / version for the UFC and where can the document be obtained?

The Government response is forthcoming to this question. 15‐Apr‐21 ‐

74 Solicitation C.2.1.1 & C.2.1.2 Will the Government amend the solicitation to allow for a peer review engineer company, as opposed to having an engineer of record, design and certify the cranes?

No, the Government is not amending the solicitation to allow for a peer review engineering company to design and certify the cranes. 19‐Apr‐21 14‐May‐21

75 Specification

The government requires the Platform Live Load (PLL) be included when the boom is raised to 45 or 80 degrees. This requirement will decrease the stability of the crane and may require additional ballast be added at or near the waterside rail for the crane to comply with the specified stability criteria. The additional ballast at or near the waterside rail, if required, would increase the waterside wheel loads during cargo operations, which may result in the waterside wheel loads exceeding the specified allowable wheel loads. It may be impossible to comply with the specified wheel load requirements if PLL is included in the boom raised stability combinations.

Please confirm PLL will be removed from the boom raised stability requirements.

The Government response is forthcoming to this question.

77 Specification

Attachment 0001 MOTCO STS Crane Specifications, Para.3.3 Delivery stated “The Cranes may be partially disassembled to achieve transportation height restrictions and to provide options for vessel and/or barge selection.”

Solicitation Section C.2.6.5 Transport Manual, item 9. states “Shipment of Cranes via a barge is prohibited”.

Please, remove this item 9 from the solicitation in order to allow offeror to choose the best arrangement for delivery of the cranes according to its project plans.

C.2.6.5 will be removed in a forthcoming amendment.

83 Solicitation

Is it forbidden to have a foreign government directly finance a project of this nature – considering national security is strategic in nature? We recommend that the Army add a clause to protect itself against foreign interests financially and also prohibit non‐designated countries from providing components and structures for a crane that will handle munitions for the United States Military for the Pacific theater.

This action is subject to the Trade Agreements clause and how a contractor finances the project is a business decision as long as 50% of the cost of all the components being provided are from designated countries.

84 Q&A Log #69

We are finding it difficult to receive quotes from our vendors to supply products for this crane (i.e. structural steel, motors, controls, brakes, etc.) that will accept delayed payment for delivery of their components because of the Army’s requirement for payment tied to completion of fabrication. Many of these companies are small business companies. It seems that if an SBA program / goals are required to be met it should be structured so that small businesses can actually participate. We are not requesting government financing, but we are requesting that the government pay for partial delivery of CLIN 2 once the STS items/components are fabricated (completed) and prior to assembly. This still requires that the manufacturer of the STS crane finance a significant amount of CLIN 2 (and all of CLIN 1), but at least we will be able to pay many vendors and small businesses in a timely manner in accordance with commercial business practices.

The Government will issue payment once all of the fabrication is completed in accordance with the current CLIN structure.

85 Q&A Log #44 Unlimited Liquidated Damages is unrealistic for a project that includes a 200+ page specification and numerous components / submittals. We request that the LD’s are capped at 3% of the contract value?

The Government intends to leave the liquidated damages as is in order to ensure timely delivery. 3‐May‐21 14‐May‐21

86 Q&A Log #77 Please remove item 9 from C.2.6.5 – “Shipment of Cranes via barge is prohibited”?
