3 Solicitation Will a proposal with a mono‐girder, instead of a twin box girder, be accepted? A twin box girder is the Government's requirement, and as a result, is the only version that will be accepted.

The solicitation makes various references to mechanisms of application for payment, and of issuing payment. However there does not seem to be a reference to schedule (frequency) of payments but for 52.212‐4 for Items Accepted. Is the Government considering allowing Installment Payments, Progress Payments, or another means of financing throughout the 36 months project schedule?
The CLIN structure established in Section B allows for payments throughout the period of performance.

6 Specification
Technical Specification item 3.9.9 Certificates – CDRL A010 states, in part:
“The Crane shall be certified in accordance with the regulations of the U.S.
Bureau of Labor Standards under Title 29, Subtitle B Part 1919 (latest edition) and any local codes as applicable” Is it correct to understand that even though located in a military facility, these cranes will not be subject to any particular certification program (such as the Navy’s P‐307) but instead a commercial certification as above required?
That is correct, the NAVFAC P‐307 is a Navy requirement. This requirement is now an Army requirement.

7 Solicitation
Solicitation paragraph C.1.2 item 5) states “Scale model and souvenir models;
refer to Attachment 0001 MOTCO STS Crane Specifications, Section 2.5.15”.
Attachment 0001, while showing an item 2.5.15 Scale Models in its index, when searching for it, it does not exist. Instead, item 2.5.15 refers to Stairs, Ladders, Platforms, and Walkways (page 170 of 204). The Scale Models paragraph seems to have been deleted from Attachment 0001. Are the scale model and souvenir models actually a requirement in this solicitation? If so, please provide the details of scale desired and materials to be used.
The scale and souvenir requirement has been removed from the solicitation and an amendment is forthcoming to remove the language in C.1.2.
