LOGCAP V Industry Day Q&A Session 23 May 2017
1. Can you expand on your requirements/desires for technology insertion/production capabilities? Will approaches/solutions for new logistics skill sets (green box on S#12) be a heavily weighted component of our technical approach?
How that will be included in the RFP is still under staffing, however the USG’s current thoughts are to ask for a narrative summary. The USG currently does not plan to weight the narrative response.
2. What current stand-alone contracts do you believe will be added to LOGCAP, NTC, JRTC…?
The USG is reviewing base operations and sustainment services contracts in all theaters using a portfolio management approach, implementing DASA(P)’s strategic sourcing initiatives. The USG anticipates having performance task orders in each
GCC/ASCC.
3. Afghanistan – Do subcontractors need to be registered as a business or can they utilize a local sponsor?
All OCONUS contracts require compliance with local law. The USG does not intend to provide interpretation of local laws for contractors.
4. How confident are you that DASA(P) will approve the current acquisition strategy, particularly as it relates to added scope: medical, technology insertion, and point of production capabilities?
The LOGCAP V team has briefed DASA(P) on the acquisition strategy however it has not yet officially been approved.
5. If security is a Government provided service, what will the mechanism be to have private security companies available for planning and rapid response?
Sourcing and providing security services to contractors is specific to the theater.
Security will either be provided by US Forces or through a contracted solution (e.g., CENTCOM, with follow-on expected). Current AR 700-137 prohibits LOGCAP contractors from providing security services. USG will re-look at allowing contractors to provide security services inherent to sustainment operations to preclude need for future J&As.
6. In light of the multi-domain battle being joint services combined nation-oriented, can you speak to how requirements for these will be addressed in “setting the theater”?
The USG recognizes the draft PWS lacked a level of effort detail needed by contractors;
the next draft of the PWS will contain more specific details on level of effort required for country books (priority list with timeline for deliverables).
7. Does ACC-RI see a requirement in growth in personnel & expertise to absorb this potentially huge in workload, and when will they begin to ramp up?
ACC-RI is looking to optimize resources. There is a reorganization to collapse Reachback, EAGLE, and LOGCAP divisions to one directorate for one focal point and bigger pools to leverage workforce. ACC-RI doesn’t foresee an increase in 1102 workforce.
8. In “setting the theater”, the thrust seems to be to have a warm base in place;
does the command see any current developed theater as a template to go by, or shall we start with a bottom-up blank sheet approach?
Yes and no. There are initiatives going on in some theaters; some have vendor lists and research done. There may be some bottom up requirements, however the USG will provide LOGCAP format.
9. A senior leader commented that “scale” was important in “setting the theater”.
Can this be expanded upon? Does this suggest that only large entities or complex teams need apply?
When the senior leaders addressed scale, they were making a reference to post-award operations. Upon award, expectation will be that contractors will scale operations based on what’s going on in the theater, being able to expand and contract sustainment operations in synchronization with theater operations; operating as part of the theater sustainment team - anticipatory rightsizing. Example: Contractor is operating a three brigade camp; two brigades move forward without backfill. USG wants a contractor to approach the COR/ACO/Mayor and ask ‘do you really want me to keep cleaning unused latrines five times a day and maintain infrastructure, or is it time to drawdown the base camp?’
10. Are you still working through levels/degrees of standardization by theater for “setting” the theater, or will the level of standardization be so unique that the standardization be at a very high level?
The objective is to standardize the format and content of deliverables. The next draft of the PWS will contain more specific details required for ‘setting the theater’ deliverables.
11. Reporting – Will CDRLs reflect the new reporting or will there be CDRLs plus optional reporting requirements? If separate, will you specify the operational reporting?
Yes, both will be required and the USG will specify program/contract reports as well as theater specific reporting.
12. Small Business Participation – Is it 15% to include the restricted suites? Or is it SB 15% plus the restricted suites (which adds up to 27%)?
The 15% encompasses all subcategories.
13. When or will the Govt publish a list of current non-LOGCAP opportunities that are being considered for inclusion in LOGCAP (i.e., KBOSSS, NTC, Kwaj…)
The USG anticipates having performance task orders in each GCC/ASCC. The USG is reviewing base operations and sustainment services contracts in all theaters using a portfolio management approach, implementing DASA(P)’s strategic sourcing initiatives.
The USG is currently reviewing the K-BOSSS, Q-BOSS, bulk fuel, and wash rack requirements, as well as other theater requirements.
14. My company provides perimeter protective solutions (e.g., fencing, wall structures, access control, PIDS, etc.). Must each of our product is be on an “approved” DOD list for procurement? If so, what is this list called and what office manages it?
LOGCAP contractors will use government sources/distribution networks when available as first choice, however, contractors will also be able to source independently in support of their operations. The USG recommends this vendor network with likely primes that will submit proposals for LOGCAP V. Additionally, USG recommends vendor reference the GSA webpage “How to Sell to the Government” https://www.gsa.gov/portal/content/105344 .
15. Can the USG explain how it intends to use the capping of indirect rates in this procurement?
The contractor would not be allowed to bill in excess of that cap, however this is still in development.
16. Are there any restrictions on subcontractors being on multiple teams?
There are no restrictions on subcontractors providing services or materials to multiple LOGCAP prime contractors in a traditional prime contractor/subcontractor relationship.
The USG does not see any way, however, that a contractor could be a member of multiple joint venture teams that were each competing for a LOGCAP V contract.
17. Re: Award “flow” chart. What is the basis for allocating GCCs to each section? Is it potential value or expected workload or national security strategy or perhaps something else?

Based on operational considerations as well as creating viable business opportunities.
18. Will you require the contractors to use the Army’s automated information systems at the exclusion of any other contractor provided systems? Which systems? Or is it sufficient to interface with the Army’s systems?
The USG will direct the use of Standard Army Management Information Systems (STAMIS)/Army Information Systems (AIS) when available. The purpose is to support maintenance of a common operating picture within the supported theater. When a STAMIS/AIS is not available, the contractor can use a corporate/commercial information system, but that data within that system will be provided to the government upon request, or as directed in the reporting technical exhibits. The next draft of the PWS will include the legacy systems currently in use.
19. How is the Army addressing the FAR 52.245-1 managing “Government property”?
The USG is developing policy and instructions on how contractors will maintain accountability of Government Furnished Property. The next draft of the PWS will contain content on GFP property management in line with that policy.
20. Enterprise ETSC - IDIQ. How does this overlap/mesh? PEO-STRI
There is a difference in that one is PEO versus ASC focused. The USG will look into further.
21. Follow on – re: EAGLE vs. LOGCAP – how divided w/ LOGCAP in
NORTHCOM?
ASC will address this during the ASC portion of the APBI. Conceptually though, use of LOGCAP in NORTHCOM will be in support of mobilization, deployment or force projection. Generally, if EAGLE is not already in place at an installation, then LOGCAP may be looked at to provide support, assuming it is within scope.
22. Re: IMCOM-facilities based (e.g., power projection w/in NORTHCOM). Intent to do facilities based in NORTHCOM?
The USG does not currently intend to use LOGCAP to meet IMCOM Base Operations Support Services (BOSS) requirements in CONUS.
23. With KBOSSS encompassed under LOGCAP, will security be removed?
K-BOSSS is currently an active contract and there is no intention of removing from the current K-BOSSS contract. Current AR 700-137 prohibits LOGCAP contractors from providing security services. USG will re-look at allowing contractors to provide security services inherent to sustainment operations to preclude need for future J&As.
24. Why can’t fixed site armed security be included on existing sites with contracted security under LCV?
Current AR 700-137 prohibits LOGCAP contractors from providing security services.

25. Does the directed use of Government AIS take into consideration the current restrictions on other foreign nationalities on these or future systems?
Yes, the importance of maintaining a common operating picture within the supported theater is of great importance to the USG. However, there are procedures being developed to allow TCNs to use GCSS-A through a sponsor or the COR.
26. With 15 cost volumes and 1 300 page plus M&A volume, does the USG still being that 60 days to propose is correct? Isn’t at least 90 days more accurate?
The USG plans to maintain a 60 day proposal timeframe.
27. Will the USG consider having all KTRs propose a standard work week to which all labor rates are applicable?
No, the USG is not considering this.
