• Setting the Theater task orders are the minimum guarantee
• Current requirements – All GCC/ASCC
• NOTE: Current requirements are subject to change
Multiple Award, Indefinite Delivery Indefinite Quantity (IDIQ)
• Contract type will be determined at task order level
• Based on requirements and operational considerations
Award up to six base contracts
• Task orders regionally aligned to each GCC/ASCC
• Dedicated contractor for each GCC/ASCC
• May result in less than six if not enough qualified offerors submit proposals
Base contract is a 10 year ordering period
• Service performance task orders – 5 years (base year plus four one year options)
• Setting the Theater task orders – 10 years (base year plus nine one year options)

• Government retains the ability to compete among LOGCAP V contractors at any time, with any requirements, if determined to be in the USG’s best interest

Future Operational Environment The emerging operational environment indicates future operations will be significantly different than those of the recent past.
Sensor-rich militaries of peer states and proxies:
• Employing precision-guided munitions on highly lethal battlefields
• Restrict freedom of maneuver and action
• Degrade key capabilities by limiting access to space, cyberspace, and the electromagnetic spectrum (EMS)
• The Joint Force can no longer assume continuous superiority in any domain
• US Forces will create and exploit temporary windows of advantage
• As adversaries contest joint forces in one area, U.S. Forces will either:
o Fight through o Endure enemy actions; or o Bypass these effects by rapidly moving to another area where a temporary window of advantage has been created

Future Logistics Operational Environment
• The U.S. Army must operate at a pace and tempo the enemy cannot sustain
• They will maneuver quickly and operate semi-independently from large formations
New logistics skill sets required:
• 3D printing/additive manufacturing
• Semi-autonomous/autonomous aerial and ground delivery o Unmanned ground and air vehicles
• Alternative energy, tactical power generation, and micro-grid technology
• Point of production water
Resulting Sustainment Environment:
• Austere environments
• Extended lines of communications
• Vulnerabilities inherent in deployment and sustainment operations
• Support will be required to smaller dispersed units far away from well established military posts

• No breakdown required, but may be requested if needed.
• Cost Reimbursable portion:
• Offerors required to submit costs and prices using Government provided formats.
• A general format has been specified for the offeror’s detailed calculation of costs.
• Offerors may add columns as needed to accommodate their proposal structure.
• Subcontract proposals will need to provide cost or price breakdowns that show resources and their quantities.
• Applies even in the case of FFP subcontracts
• Government needs visibility into the resources being proposed.

Past Performance
• The Government will evaluate the offeror’s record of past and current performance to ascertain the probability of successfully performing the required efforts of the PWS.
• Must be recent and relevant
• Within 3 years of issuance of LOGCAP V RFP
• Performing services that are same or similar scope, complexity, magnitude of effort and meets objectives as outlined in PWS…
• Offeror may submit up to 3 project/contract references; any proposed joint venture, partnerships, or major/critical subcontractor(s) are allowed up to 2 references each
• No limit for adverse past performance
• The Government will focus its inquiries on the offeror’s record of performance as it relates to all solicitation requirements, including cost, schedule, performance, and management
• NOTE: Includes major/critical subcontractors, Joint Venture members, partnerships, and new entities
• One overall Confidence Assessment
