Impact Study Template
• The Impact Study shall be submitted on a quarterly basis and should be organized in a general report structure (i.e. Introduction/Executive Summary, Major Contributors/Significant Factors, WBS/Requirement Detail, Summary) and should include any necessary supporting documentation.
• The Offeror shall utilize cost accounting techniques and metrics to measure and track cost variances across the Task Order as compared to the Task Order budgeted cost base.
• The Impact Study will address the cost variance by major contributor and be prepared to a sufficient level of detail to allow DCAA audit and Government Technical Evaluation.
The techniques should include, but not be limited to, cost element breakout, cost and workload data fluctuations, Government caused changes, or otherwise changed conditions throughout the quarter.
• The Impact Study is not intended to be an all inclusive analysis, but shall identify and explain the significant factors and their contributing relationships to the Task Order cost variances.
• In determining the level of depth for this study, the 80/20 concept should be applied to addressing the major contributors.
