Summary of Acquisition Strategy
Basic Contract:
• Full and open competition
• Award minimum of four and up to six multiple award indefinite delivery/indefinite quantity contracts
• No more than two GCC/ASCCs to a single Contractor
• 5 year ordering period and options for 5 additional one year ordering periods
Source Selection:
• GCC/ASCCs awards are a mix of operational considerations and business opportunity
• Best Value Tradeoff of the following Evaluation Factors:
Technical/Management, Past Performance, Small Business Participation, and Cost/Price
• Proposals evaluated and rated for each GCC/ASCC
Future Orders:
• Competed
• Urgent requirements sourced to the GCC/ASCC aligned Contractor (requires JEFO)
• Re-compete initial performance task orders no later than Year 5 among the LOGCAP V Contractors
• Government retains the ability to compete among LOGCAP V Contractors at any time, with any requirements
Initial Task Orders:
• Awarded simultaneously with basic contract
• 10 year task order for ‘Set the Theater’ (one year base + nine one year options)
• 5-year performance task orders ’ (one year base + four one year options); recompete at year 5
• Planning in support of assigned GCC/ASCC to set and mature the theater logistics requirements in anticipation of future operations, and existing requirements in GCC/ASCC

Planning Support – Pre-Activation:
o LOGCAP Contractors will provide preparatory planning for the integration of LOGCAP capabilities into existing OPLANs, CONPLANs, and areas of emerging threat.

• Offeror may shall submit up to 3 project/contract references based on its own performance; any proposed joint venture shall submit up to 2; may submit up to 2 references for major subcontractor(s)
