RADFORD ARMY AMMUNITION PLANT

PERFORMANCE WORK STATEMENT (PWS)

PWS 2: Facility Plans, Strategies, and Analyses April 2026

1. Scope and Objectives

The Contractor shall provide the planning, analysis, and management necessary to support the RFAAP facility modernization and investment strategy. This includes capacity planning, strategic modernization planning, and investment analysis to support the Production Base Support (PBS) program. The Contractor shall support three project types:

1.1. Provision of Industrial Facilities (PIF): New capabilities, capacity expansion, or modernization for efficiency, safety, and environmental compliance.

1.2. Layaway of Industrial Facilities (LIF): Transitioning equipment to long-term storage, including decontamination and demolition of excess property.

1.3. Maintenance of Inactive Facilities (MIF): Maintaining inactive facilities in a laid-away state for future readiness.

2. Technical Requirements

2.1. Strategic Execution Plan: The Contractor shall submit an annual PWS 2 Execution Plan (CDRL A02-001) 30 calendar days prior to each calendar year. This plan acts as the operational bridge between the long-term modernization roadmap and current-year execution. This plan must include:

2.1.1. Current modernization strategy, production capacities/constraints, and strategic goals.

2.1.2. Project prioritization methodology, estimated funding requirements, and sequencing/phasing recommendations for the upcoming year.

2.1.3. A Critical Path Schedule and summary of pre-planning efforts (conceptual designs, studies).

2.1.4. Risk assessment of single-point failures, operational availability, and environmental/safety constraints.

2.2. 15-Year Long-Term Modernization Roadmap: To inform Government prioritization and secure future Production Base Support (PBS) funding, the Contractor shall maintain and annually update the comprehensive 15-Year Strategic Modernization Roadmap incorporated at contract award.

2.2.1. Budget Envelope & Dependencies: The roadmap shall plan against a notional long-term budget of $3.5B to $4.5B (assuming no single year exceeds $1B in funding). The roadmap must map critical-path project dependencies, sequencing, and utility constraints to prevent long-term disruptions to active energetics production.

2.2.2. Acquisition Strategy: The roadmap shall recommend optimal acquisition approaches (e.g., Design-Build versus Design-Bid-Build) for future major capital projects to maximize cost efficiency and schedule adherence.

2.2.3. Funding Adaptability: The roadmap must maintain logical "decision gates" allowing the Government to accelerate or defer projects based on actual annual PBS funding availability.

2.3. Annual Production Base Support (PBS) Call Letter Submission: The Contractor shall utilize the 15-Year Roadmap to provide a complete, actionable response to the Government’s annual PBS Call Letter. (CDRL A02-002) If no formal letter is received, the Contractor shall independently submit the package by 31 May. Submissions must include:

2.3.1. P-25 Log: A high-level history and status of all current, prior, and candidate projects.

2.3.2. 1-N Project List: A prioritized list of candidate projects ranked by Contractor-determined priority, including estimated costs, GFY execution recommendations, and scoring results.

2.3.3. Annual Review Briefing: A summary briefing in June (including quad charts for each project) provided 15 business days prior to the review meeting. (CDRL A02-003)

2.4. Annual P-25 Project Documentation: The Contractor shall submit ten (10) P-25 project planning documents annually. (CDRL A02-004) A submission schedule must be provided within 45 calendar days of the start of each calendar year. Each P-25 must include:

2.4.1. Detailed justification (safety, quality, environment, cost avoidance) and a Risk Management Analysis.

2.4.2. Cost Estimation Maturity: Estimates must align with AACE International Classifications (Class 3 for Near-Term 0-3 years; Class 4 for Mid-Term 4-7 years; Class 5 for Long-Term 8+ years).

2.4.3. Quarterly Planning: A Quarterly P-25 Plan summarizing the status and submission schedule for the year’s P-25s.

2.5. Program Management Reviews (PMR): The Contractor shall host PMRs at RFAAP a minimum of three times per year.

2.5.1. Deliverables: Draft agenda due 30 calendar days prior; briefing charts due five business days prior; final charts and action item log due five business days after the PMR. (CDRL A02-005)

2.5.2. Scope: Reviews must cover organizational updates, production/quality metrics, safety/environmental performance, KPI status for all PWS areas, and modernization project execution updates.

2.6. Industrial Preparedness Planning (IPP) & Database Management:

2.6.1. Capacity Inquiries: The Contractor shall review industrial base capacity (utilization, bottlenecks, critical skills/materials) and provide information to the government as requested.

2.6.2. Project Requirements Database: The Contractor shall maintain a prioritized database of all new requirements and ROM cost estimates. The Contractor shall host bi-weekly meetings with Government stakeholders and provide monthly database exports by the first business day of each month. (CDRL A02-006)

2.7. Government-Funded Support: The Contractor shall support Government-contracted third-party efforts (design, demolition, construction) by providing facility data, onsite coordination, and issuance of RFAAP-specific permits. This includes providing personnel from safety, security, and engineering to ensure successful execution of Government-funded initiatives.

2.8. Project Financial Reporting and Status: The Contractor shall implement and maintain a robust financial tracking system capable of isolating and reporting costs associated with specific funded projects, completely separate from baseline facility operations and production activities. The Contractor shall compile this data and submit an annual Project Status Report to the Government. (CDRL A11-007)

3. Key Performance Metrics (KPI)

3.1. The Contractor shall track and report performance monthly via the PWS 2 KPI Report. This report must include all mandatory KPIs and at least three Contractor-identified KPIs evaluating the efficiency of RFAAP facility planning and management. The initial report is due 30 calendar days post-operational control. (CDRL A02-008) Mandatory KPIs include:

3.1.1. Call Letter Response: Completeness, compliance, and timeliness of the annual submission.

3.1.2. P-25 Submissions: Delivery of ten (10) complete and compliant P-25s annually.

3.1.3. Project Database Management: Accuracy and timeliness of the project requirements database exports.

3.1.4. Contractor-Proposed Metrics: A minimum of three (3) additional KPIs measuring planning effectiveness.

3.2. KPI Management: The initial report shall define the calculation methods and establish performance targets (justified by industry standards or baseline data) for Government approval. If any KPI trends negatively or falls below the target for three consecutive months, the Contractor must submit a Corrective Action Plan detailing mitigation steps, timelines, and the personnel responsible for achieving the target.
