About this file

This is a Performance Work Statement (PWS) for the transition and start-up phase of operations at Radford Army Ammunition Plant (RFAAP), effective July 2026. The document outlines the requirements for the Successful Offeror (incoming contractor) to manage a comprehensive transition from the incumbent contractor (BAE Systems) during a contract change. The Successful Offeror must develop and submit an Incoming Transition Plan within 45 calendar days of contract award for PCO approval, with Government comments addressed within 10 working days. The Transition Plan must address personnel training programs, on-site office space and utilities, procurement and storage of long lead-time materials, personnel record access procedures, coordination with the incumbent on non-interference basis, Personal Protective Equipment (PPE) provisions, and transfer or novation of licenses, permits, leases, agreements, and subcontracts related to production, maintenance, safety, security, fire protection, environmental, and real property operations.

The PWS specifies that the Successful Offeror will receive an Incumbent Outgoing Transition Plan containing extensive operational documentation, including Standard Operating Procedures, Technical Data Packages, control system logic, historical operating data, training plans, production line training, analytical lab procedures, CAD and technical drawings, safety reviews, environmental compliance records, maintenance records covering five years, utility system documentation, security procedures, property records, and AEWRS account data. Additionally, the Successful Offeror must develop a Production Start-Up Plan within 60 days of contract award, aligned with a "Hot-Cold Transition" model detailed in Attachment 0002, which designates certain operations (Nitrocellulose, Cotton Prep, Acids Processing, Burning Ground) as "Hot Transitions" that continue operating during contractor changeover, and others (Rocket Area, Solvent Propellants) as "Cold Transitions" that are cleaned and paused. The Successful Offeror must lead biweekly Integrated Process Team meetings with the Government, providing status updates on transition activities, schedule performance, and risk assessments. Final acceptance occurs after all deliverables are reviewed and Government determines PWS requirements are satisfied.

Hot transition: The associated RFAAP operation is not idled or paused during the transition between operating contractors. All associated equipment and infrastructure is actively used throughout the transition period. Relevant process chemicals, Work In Process (WIP), and standard process wastes are present within the operation.

Cold Transition: The associated RFAAP operation has been cleaned by the Incumbent and there are no or limited chemicals, WIP, or waste material present within the direct production equipment for that area. This should be brought to contractor clean state. The equipment and infrastructure is maintained by the Incumbent during the transition, and until the new operating contractor activates the operation in a controlled and coordinated manner per its timeline.
