About this file
This is a Performance Work Statement (PWS) for the Armament Retooling & Manufacturing Support (ARMS) Program at Radford Army Ammunition Plant (RFAAP), effective April 2026. The PWS establishes the contractor's objectives to reduce government ownership costs at this Government-Owned, Contractor-Operated (GOCO) facility while maintaining military readiness. The contractor is authorized to utilize RFAAP assets for commercial, non-government, and third-party use under FAR Part 45. Key contractor responsibilities include actively marketing RFAAP capabilities for commercial use, promoting small business utilization and job creation, tracking all costs and revenues within the Facility Contractor Account (FCA), and ensuring compliance with applicable Army Regulations and ARMS taskers.
The PWS establishes processes for Tenant Use Agreements (TUAs) and Requests for Use of Facility (RUFs), requiring contractor submission to the Procuring Contracting Officer for approval. Contractors must verify tenant creditworthiness, conduct facility condition assessments, and provide annual status reports by September 30. For third-party commercial use, consideration is calculated at 4 percent of total contract value. The Contractor Incentive Fee (CIF) ranges from 15 to 30 percent of annual ARMS consideration based on revenue growth against baseline, with the remaining balance reserved for government facility repairs and upgrades. The contractor must execute its Strategic Investment and Commercialization Plan as incorporated at award, track self-funded investments post-award, submit monthly activity reports detailing FCA balance and marketing activities, and participate in monthly ARMS Integrated Product Team meetings and annual ARMS Validation efforts. Upon contract transition, the incumbent contractor must transfer all TUAs and FCA balances to the new operating contractor.
