About this file

This document is a collection of Contract C Requirements forms containing engineering exceptions and technical specifications for various military propellant and ammunition procurement actions.

The document encompasses multiple procurement records (PRON numbers M1XEX5ED01 through M1XEX5ED42) with TDPL dates ranging from December 2024 to February 2025. Key products specified include solid propellants (M1, M2, M6, M9 flake, M10, M14, M64 single-perforated and multi-perforated, M65 double-base), nitrocellulose, benite strands, propellant grains, and related ammunition components. The procurements are issued by various procuring activities with AMSC codes and NSN designations. Engineering exceptions document canceled military standards (MIL-STD-100G, MIL-STD-105, MIL-STD-1235 replaced by MIL-STD-1916) and material specification updates, including the transition from MIL-DTL-193B to MIL-DTL-193C (potassium sulfate), references to commercial item descriptions (A-A-59256, A-A-59302, A-A-59342), and laboratory exceptions for test methodologies conducted by RFAAP. Safety requirements include additions and deletions of Safety Data (SD) specifications. Multiple documents reference packing and marking requirements per MIL-STD-129 and Title 49 CFR, with detailed TDPL (Technical Data Package List) entries specifying which documents should be added, deleted, or substituted. Several procurements include detailed product engineer notes documenting lab exceptions for moisture determination, alkali soluble matter testing, and viscosity testing methods that deviate from standard specifications due to facility capabilities.

Cellulose, Cotton – MIL-C-206A with Interim Amendment 2 Lab exception 1: Moisture: MIL-C-206A refers to the Tappi Method T412 for moisture determination. The Tappi method indicates that the sample should be dried and weighed repeatedly until two successive weighings do not differ by more than 0.10% of the sample weight. In RFAAP's procedure, the sample is dried and weighed once.

Lab exception 2: Alkali Soluble Matter: MIL-C-206A indicates that a glass –stoppered weighing bottle is to be used in all weighings involving the crucible. RFAAP's procedure does not require the weighing bottle.

Lab exception 3: MIL-C-206A specifies a falling sphere viscometer with a cuprammonium solution be used in viscosity determination. RFAAP's procedure uses the instructions from MIL-C-216B for Wood Pulp which uses cupriethylene-diamine solution.

Wood Pulp, Sulfite (MIL-C-216), which may be a constituent in Nitrocellulose (MIL-DTL-244) is in the updating process to address RFAAP lab exceptions. An ECP will be submitted.
