About this file
This is a Performance Work Statement (PWS) for facility operations and production reporting at Radford Army Ammunition Plant (RFAAP). The PWS outlines the contractor's responsibilities for managing day-to-day facility operations and maintaining comprehensive production reporting systems for the ammunition production facility. Key operational requirements include facility maintenance, safety and security compliance, workforce management, equipment operation and upkeep, utilities management, and inventory control. The contractor must establish and maintain detailed production reporting systems that track output metrics, quality assurance data, equipment performance, labor utilization, and material consumption across all production lines.
The PWS specifies that the contractor must provide real-time or near-real-time reporting capability with regular submissions to government stakeholders, maintain compliance with all applicable federal, state, and local regulations, and coordinate with government facility representatives on operational decisions. Reporting requirements include daily production summaries, weekly performance reviews, monthly trend analysis, and quarterly comprehensive facility status reports. The contractor is also responsible for documenting process improvements, safety incidents, environmental compliance activities, and maintenance scheduling. This PWS is part of Draft RFP #3 (W519TC-26-R-A046) issued by the Department of the Army Materiel Command Contracting Command Rock Island Arsenal for production of propellants and operation/modernization of RFAAP, with industry feedback due by July 20, 2026.

PERFORMANCE WORK STATEMENT (PWS)
PWS 11: FACILITY OPERATIONS AND PRODUCTION REPORTING
April 2026
1. Global Data and Formatting Requirements
1.1. The Contractor shall ensure all reporting complies with the following baseline standards:
1.1.1. System Exports: All production, cost, and schedule data must be exported directly from the Contractor’s Enterprise Resource Planning (ERP) or production accounting systems. Manual data entry is strictly prohibited.
1.1.2. Format: All data deliverables shall be submitted in a tabular Microsoft Excel format unless otherwise approved.
1.1.3. Cost Breakdowns: Whenever cost reporting is required, the Contractor shall provide a full itemized breakdown of direct labor, materials, Other Direct Costs (ODCs), and subcontracts. Submissions must include actual indirect rate burdens (e.g., fringe, overhead, G&A) with the running rate displayed, total direct/indirect hours, and references to the relevant Work Breakdown Structure (WBS) and cost centers.
1.1.4. Format Approval: Within 120 calendar days of award, the Contractor shall conduct iterative working meetings with the Government to refine and finalize all report formats (e.g., dashboards, pivot tables) and obtain formal Procuring Contracting Officer (PCO) approval.
2. Required Reports and Schedules
2.1. The Contractor shall generate and submit the operational, production, and financial reports detailed in the table below:
Table 1
Report Title
Frequency & Deadline
CDRL
Description & Specific Requirements
Daily Production Status
Daily (NLT 1000)
A11-001
Status of all facilities (Acids, Legacy/New NC, NG, Rolled Powder, Rocket, Greenlines, Finishing). Includes planned vs. actual production (previous day and current week) and justifications for any shortfalls (maintenance, staffing, weather, etc.).
Weekly Production Report
Weekly (Tuesdays NLT 1000)
A11-002
Previous week’s production by line and product (including part numbers and descriptions), grouped by production area.
Production Goals & Deviations
Monthly
A11-003
Updated annual production goals by area and product type. Any monthly deviation exceeding +/- 5% from the projected burn rate requires a root cause description and a corrective action plan.
Production & Delivery Schedule
Monthly
A11-004
Encompasses all Government, third-party, and commercial orders. Includes facility use reference, PO number/date, customer, delivery location, CLIN, delivery dates (contractual vs. actual), quantities, and price.
Actual Production Costs
Monthly
A11-005
Total pounds/units produced and actual production costs for all contracts. Includes part number, description, and item type (e.g., single/multi-base, NC). Must follow the Global Cost Breakdown requirements (Section 1.1).
Facility Operations Cost Report
Annual
A11-006
Actual incurred costs for all facility operations and production activities, itemized by PWS and Department of War production item. Must follow Global Cost Breakdown requirements.
Utility Consumption Report
Annual
A11-007
Monthly consumption with daily roll-ups (where frequency permits) for all metered utilities (natural gas, steam, water, electricity, compressed air, wastewater). Metering data must be derived from operational, calibrated meters.
Maintenance Cost Report
Annual
A11-008
Costs categorized by maintenance type (preventative vs. corrective) and operational capability (NC, NG, Greenlines, Water Filtration, etc.). Must follow Global Cost Breakdown requirements.
Operational Availability (OA)
Annual
A11-009
Monthly OA for all manufacturing and utility areas. Broken down by process equipment, categorizing downtime drivers (maintenance, staffing, material planning) and incorporating all raw calculation data.
2.2. Key Performance Indicator (KPI) Reporting:
2.2.1. The Contractor shall track, measure, and report a minimum of three (3) KPIs that evaluate the performance, effectiveness, and efficiency of Facilities Operations and Production Reporting.
2.2.1.1. Submission and Targets: The KPIs and their designated calculation methods shall be submitted for Government approval 30 calendar days after assumption of operational control, and monthly thereafter (CDRL A11-010). Improvement targets must be justified by industry standards or first-quarter baseline data and may be adjusted annually with PCO approval.
2.2.1.2. Corrective Action: If any KPI trends negatively or falls below the established target for three consecutive months, the Contractor must submit a Corrective Action Plan detailing specific mitigation tasks, timelines for improvement, and the personnel responsible for achieving the target.
