Fall Restraint System
Submit a systems manual and training video including the following information:
a. Maintenance Procedures: Including parts list and maintenance requirements for all equipment.
b. Operation Procedures: Indicating proper use of equipment for safe operation of the systems.
c. As-Built Drawings: A copy of as-built drawings shall also be included in the systems manual.
1.3 GENERAL REQUIREMENTS
Provide a complete, usable, and certified Rigid Rail Fall Restraint System
(RRFRS). Cable supported fall restraint systems are not acceptable. The fall restraint system design and installation shall be designed for the F-35A aircraft and integrated with mechanical, electrical, fire protection, and all other building systems installed in the hangar facilities.
Entire system shall conform to current OSHA fall restraint system requirements and specifically with 29 CFR 1910, Subpart I, Personal
Protective Equipment, sections 1910.128 and 1910.129. Additionally, the fall restraint system shall be designed and constructed in accordance with Air
Force Instruction (AFI) 91-203, Air Force Consolidated Occupational
Instruction, ANSI Z359.1 Safety Requirements for Personal Fall Arrest
Systems, Subsystems and Components.
Design and install fall restraint sealed self-retracting lifelines with full body harness for systems as noted in the contract documents. The self-retracting lifeline (SRL) unit capacity shall be 75 to 310 pounds.
1.4 DESIGN REQUIREMENTS
Provide a new fall protection system over each indicated aircraft position as follows:
a. A continuous system over the length of the fuselage which shall support
2 users on a single rail.
b. A system over each (left and right) wing oriented perpendicular to the fuselage system. Each wing system shall support 2 users on a single rail.
c. Provide 6 trolleys, 6 SRLs, 6 body harnesses, and associated carabiners and tag lines to support 6 workers on each aircraft fall arrest system.
PART 2 PRODUCTS
2.1 RIGID RAIL FALL RESTRAINT SYSTEM
2.1.1 Rail
Section 11 94 10 Page 3
Rigid rail shall be utilized as shown on the structural drawings and the manufacturer shall provide final design for proprietary rails where indicated, including attachment. The bottom of rail elevation as shown on the drawings shall be held to maintain aircraft clearances.
2.1.2 End Stops
Trolley end stops shall be of the bolted type and shall be capable of withstanding the impact of a fully loaded pendant operated trolley.
2.1.3 Trolley
Trolley shall be approved for fall restraint usage and type of rigid rail being provided. Trolley shall meet all OSHA and ANSI requirements for fall restraint systems including ANSI Z359.1. Trolleys for wide flange rigid rail shall be designed to fit beam widths from 3 to 8 inches wide with adjustments in 1/8 inch increments. Wheels shall have non-corrosive double-shielded bearings. Provide guards to clear beam from debris in advance of trolley.
Provide dual adjustment dials to center trolley on support beam. Trolleys for patented or proprietary track rigid rails shall be compatible with the track and wheels shall have non-corrosive double-shielded bearings.
2.2 SELF-RETRACTING LIFELINES
The self-retracting lifelines shall have the following features:
a. Environmentally sealed motor spring and brake components designed for a combined person and tool weight, maximum of 310 pounds with a free fall distance limit of 2 feet.
b. High-strength cast aluminum housing with baked-on polyester paint finish and heavy gauge stainless steel housing cover.
c. Stainless steel cable, 3/16-inch diameter, with capacity of 3,600 pounds.
d. Self-locking forged steel swivel hook with impact indicator.
e. Self-adjusting disc brake with three independent stainless steel brake pawls. Locking speed shall be an average of 4-1/2 feet per second.
f. Reserve lifeline retention system which maintains a 2 foot reserve for shock absorption.
g. Hardened stainless steel mainshaft with sealed ball bearings.
h. Molded urethane bumper, designed to protect lifeline from kinks during handling and storage. Bumper shall be capable of being repositioned on lifeline to allow inspection.
i. Solid bar stainless steel anchorage handle.
j. Rubber coated rotary shaft seals.
k. Nylon tag line, 3/8-inch diameter, extending from the end hook to the floor for retrieval of the lifeline.
l. Provide carabiners as required for a complete system.
Section 11 94 10 Page 4
m. All metal components shall be stainless steel or have corrosion resistant finish.
2.3 BODY HARNESSES
Full body harnesses shall have back D-ring (fall arrest), shoulder retrieval
D-rings (rescue/retrieval), chest straps, parachute adjuster buckle on shoulder straps and leg straps and universal sizing. Provide 6 harnesses for each aircraft position.
2.4 FABRICATION
Provide sealed, self-retracting lifelines with a minimum line length working range as appropriate for this installation. Each self-retracting lifeline shall be attached to a supporting trolley to provide the required support for the self-retracting lifeline and allow for unimpeded horizontal movement along the cable.
2.5 PAINTING
Surfaces of ferrous metal except galvanized surfaces, shall be cleaned and coated with the manufacturer's standard protective coating unless otherwise specified.
PART 3 EXECUTION
3.1 ERECTION AND INSTALLATION
Erect and install the fall protection system at the locations shown, complete in accordance with the approved submittals, manufacturer's recommendations, and in condition to perform the operational and acceptance tests. Splices provided in the monorail shall be aligned both vertically and horizontally to within 1/16 inch. If out of alignment, the flanges shall be ground smooth at the splice at a one to six taper.
3.2 OPERATIONAL TESTS
After erection and inspection, test the fall protection system to show compliance with 29 CFR 1910. Test the systems in service to determine that each component of the system operates as specified, is properly installed and adjusted, and is free from defects in material, manufacturer, installation, and workmanship. Rectify all deficiencies disclosed by testing and retest the system or component to prove the fall protection system is operational. The
Contractor shall furnish loads for testing, operating personnel, instruments, and all other necessary apparatus. Replace any parts damaged during the testing procedures.
