SIMPLIFIED ACQUISITION PROCEDURES (SAP)

DETERMINATION MEMORANDUM FOR SOLE SOURCE ACQUISITIONS OVER THE MICRO-PURCHASE THRESHOLD BUT NOT

EXCEEDING THE SIMPLIFIED ACQUISITION THRESHOLD FAR 13.106-3(b)(3)(i)

SOLICITATIONS MAY BE LIMITED TO ONE SOURCE ONLY IF THE CONTRACTING OFFICER DETERMINES THAT ONLY ONE SOURCE IS REASONABLY AVAILABLE. WHEN THE CUSTOMER DESCRIBES AN ITEM OR SERVICE, WHICH LIMITS THE AVAILABILITY TO ONE SOURCE, THE DETERMINATION MUST EXPLAIN WHY THE ITEM OR SERVICE PROVIDER IS THE ONLY ONE THAT WILL MEET THE GOVERNMENT'S REQUIREMENT. STATEMENTS SUCH AS "ONLY KNOWN SOURCE" OR "ONLY SOURCE WHICH CAN MEET THE REQUIRED DELIVERY DATE" ARE INADEQUATE TO SUPPORT A SOLE SOURCE PURCHASE. THIS FORM MAY BE USED IN LIEU OF THE DETERMINATION DESCRIBED IN FAR 13.106. THE CUSTOMER SHALL PROVIDE THE FOLLOWING INFORMATION:

DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED AND THE INTENDED USE:

Monaco Vulcan Fire Alarm Panels with respective heat and smoke detectors compatible with BT2-8 transmitter.

UNIQUE CHARACTERISTICS THAT LIMIT AVAILABILITY TO ONLY ONE SOURCE, WITH THE REASON NO OTHER SUPPLIES OR

SERVICES CAN BE USED:

The 115FW currently employs Monaco Enterprises, Inc equipment and systems for out base-wide fire alarm system. The overall system incorporates a central reporting station that is located at the fire station with transceivers located in every building on base and communicates back to the central reporting station. Monaco Enterprise, Inc's equipment/systems are proprietary in nature and no other manufacturer's equivalent products can communicate and support the current Monaco Enterprise, Inc system currently employed at this installation. To install another manufacturer's equipment/systems would require substantial duplication of cost to the Government not expected to be recovered through completion resulting in unacceptable delays in fulfilling the agency's requirements. This estimated cost for converting the entire installation to a new fire protection system would be well over $1M.

REASON THAT SUGGESTED SOURCE IS THE ONLY SOURCE WHICH CAN PROVIDE THE SUPPLIES OR SERVICES AND DETAILED

DESCRIPTION OF MARKET RESEARCH PERFORMED:

Many other ANG installations have Monaco Enterprises, Inc equipment and systems in use for the same purposes. As stated above, to install another manufacturer's equipment/systems would require substantial duplication of cost to the Government not expected to be recovered through competition resulting in unacceptable delays in fulfilling the agency's requirements. It is customary industry practice for manufacturers to limit proprietary information to technicians who have been properly trained and certified on how to install, maintain, repair, and integrate their equipment and systems.

EXPLAIN WHY AN ADEQUATE PURCHASE DESCRIPTION OR OTHER INFORMATION SUITABLE TO SOLICIT BY FULL AND OPEN

COMPETITION HAS NOT BEEN DEVELOPED OR IS NOT AVAILABLE:

Monaco systems and items are already in place at the installation, and in this instance no other manufacturer's systems or items will communicate and work with the current system. The cost to convert a new system is not reasonable compared to the cost to maintain parts of the current system.

PROVIDE A STATEMENT OF ACTIONS, IF ANY, THE GOVERNMENT MAY TAKE TO REMOVE OR OVERCOME ANY BARRIERS TO

COMPETITION BEFORE FUTURE ACQUISITIONS ARE REQUIRED:

The Government will continue to seek out vendors proposing cost-effective solutions that meet the Government's needs. Additionally, we will continue to conduct market research to find equipment/systems that are not proprietary in nature.

FAIR AND REASONABLE COST DETERMINATION

I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable based on the Independent Government Estimate (IGE). As part of the basis, certified cost or pricing data is not required per 15.403-1(b)(3).

I CERTIFY THAT THIS JUSTIFICATION IS ACCURATE AND COMPLETE TO THE BEST OF MY KNOWLEDGE AND BELIEF, AND THAT COMPLETING THIS PURCHASE AS A SOLE SOURCE/BRAND NAME IS IN THE BEST INTEREST OF THE GOVERNMENT. ADDITIONALLY, I APPROVE THIS JUSTIFICATION TO LIMIT COMPETITION SUBJECT TO THE AVAILABILITY OF FUNDS AND PROVIDED THAT THE SERVICES OR SUPPLIES HEREIN DESCRIBED HAVE OTHERWISE
