PROJECT DCFT172008
SOLICITATION/IFB # W50S7U-24-B-0001/CES REPAIR BASE FIRE ALARM
REQUEST FOR INFORMATION (RFI) #1 24 APRIL 2024
Q1. I would like to verify that the new fire alarm command stations in BDOC, Bldg. 25 & Command Post, Bldg. 48 should be able to do the following:
- Displace each, individual ‘alarm’ and ‘trouble’ event on each fire system.
- Silence and Reset each fire alarm system.
A1. Yes, both the D21 central system (installed in BDOC, Bldg. 25) and the D21 system redundant (installed in Command Post, Bldg. 48) shall have full control to displace each individual alarm and trouble event on each fire system and silence and reset each fire alarm system and remote panels.
Q2. Are there fire alarm inspection reports available for each fire alarm system?
These reports should list quantities of detectors, pull stations, notification devices, power supplies, etc.
A2. Yes, inspection reports have been added for Buildings 1, 8, 15, 16, 17, 18, 20, 23, 25, 26, 34, 36, 40, 46, 48, 50, (2) hush houses – 119 & 152, and (2) munitions storage – 143 & 154. Buildings 17, 19, and 237 have fire panel images added to show newer Monaco MAAP-X Panels that are existing and currently there. No current inspection reports available for Buildings 19, 34, and 237.
Building 34 has existing (1) manual pull station, (4) heat detectors, and (1) horn strobe. Building 37 inspection report has been added as all devices are ran from Building 40’s fire alarm panel. Contractor responsible to verify site conditions.
Q3. In speaking to Monaco about the D21 Central Station equipment has delivery eta of around 300days ARO. Can the project be delayed until these parts are received? Will the government be able to approve payment of Monaco parts after Monaco has verified receipt of order?
A3. Period of performance will be adjusted to 365 days. Please see amendment 0001 that this RFI 1 set accompanies. Project should not be delayed until D21 Central Station parts are received as individual Fire Panels and associated equipment can be obtained and installed quicker than the 300 day delivery eta for D21 Central Station equipment. Additionally, yes we can approve payment of Monaco parts only if we receive proper backup documentation from contractor for invoiced items including but not limited to Receipts, Pictures of Stored Material, Certificate’s of Insurance Coverage, etc.
Q4. Is there a complete list of panel & model numbers for each building aside from the provided pictures? Alternatively, is there a current copy of inspections reports for the buildings involved?
A4. Yes, panel and model numbers included in inspection reports have been added for Buildings 1, 8, 15, 16, 17, 18, 20, 23, 25, 26, 34, 36, 40, 46, 48, 50, (2) hush houses – 119 & 152, and (2) munitions storage – 143 & 154. Buildings 17, 19, and 237 have fire panel images added to show newer Monaco MAAP-X Panels that are existing and currently there. No current inspection reports available for Buildings 19 and 237. Contractor responsible to verify site conditions.
Q5. Is the required Monaco transmitter hardware already present in each of the 17 buildings?
A5. Reference para. 1.2 of PWS, Equipment to be modified for Buildings 17, 19, and 237. These are the only 3 buildings that currently have Monaco MAAP-X Panels with Omnidirectional Antenna’s mounted external of buildings.
Additionally, reference para. 5.1.1 of PWS for contractor responsibilities for removing or modifying all existing fire alarm panels to include any and all components. Contractor responsible to verify site conditions.
Q6. Is the main goal to upgrade or replace the “head-end only” fire alarm panels and not to replace the initiating/notification field devices?
A6. Main goal is per para. 1.2 of PWS, “Contractor shall be responsible for removing the existing system from the facilities listed below and installing new ADDRESSABLE system as described in this document. Newer equipment in facilities listed below will need to be modified to connect to the new base system.”
Reference para. 5.1.1 of PWS, “The Contractor shall remove or modify all existing fire alarm panels at the facilities listed above to include any and all components, not limited to, fire alarm boxes, detectors, appliances, devices, interface devices, transmitters, wire and cable, conduit, etc. to provide a fully functional system.”
Any devices that do not fully function, have compatibility with, and test properly with new system, will need removed or modified and installed part of new system that meets all state and federal regulations, codes, and UFC’s. Contractor responsible to verify site conditions.
Q7. Can you provide drawings in PDF format for all the buildings in question?
A7. Fire Alarm - Old PDF Plans mare all uploaded with the exception of Buildings P-34, P-152 & P-154.
Q8. Is 180 days the complete time frame per (1) building or is it the completion time frame for all the buildings?
A8. Period of performance will be adjusted to 365 days to complete entire project.
Q9. Will auto CAD Drawings of the existing building in question be provided to the awarded contractor?
A9. CAD Drawings will be provided at award.
