About this file

This is a Violation Notice issued by the City of Detroit Department of Housing & Revitalization to a contractor for infractions related to housing rehabilitation work. The notice formally documents violations including failure to maintain lead certifications for onsite workers, improper or absent containment procedures for lead abatement work, failure to timely complete punch lists issued by inspectors, project delays beyond the construction schedule, work performed without executed contracts or permits, and use of non-allowable materials in rehabilitation programs. The notice may also assess a monetary fine against the contractor.

According to the Housing & Revitalization Department Procurement Policy and Contractor Performance Standards Policy, violations can result in capacity holds restricting the contractor from receiving new contracts until infractions are corrected. Multiple or uncorrected violations may lead to contract termination regardless of project completion percentage. Contractors issued violations cannot invoice until a replacement contractor completes the work specifications; any payments to the replacement contractor will be deducted from the violating contractor's final billings. Assessed monetary fines will similarly be deducted from final billings by the Assigned Inspector. Contractors may dispute violations by contacting the Chief of Housing Inspections at the provided email addresses.
