About this file

This is a contractor removal notice issued by the City of Detroit Department of Housing & Revitalization on February 15, 2023. The notice formally removes AMC Five Star Builders from the city's Qualified Contractor list for a minimum period of six months effective immediately. The removal is based on multiple performance deficiencies, including expired licenses or registrations, failure to meet construction schedules with excessive change order requests, incomplete warranty work and punchlist items, contractual violations, and demonstrated low financial and workforce capacity. The contractor's Lead Grant contracts were previously terminated due to insufficient workforce and proper certifications, and the firm experienced prolonged closure and billing delays on smaller and senior emergency projects. The contractor must complete all open work and submit final invoices by March 15, 2023, refund any open permits on unstarted Housing and Revitalization Department projects, and return all materials and belongings from worksites.

The contractor may reapply to the Qualified Contractor list at the discretion of the department no less than six months from the completion of its last assignment, though the exact timeline for reapplication eligibility remains subject to departmental review. Any unfinished work will be reassigned to another contractor and deducted from the removed contractor's final billings. Disputes or questions regarding the removal notice should be directed to the City of Detroit's Housing and Revitalization Department contacts identified in the notice, specifically Faris Fakhouri, Chief of Housing Inspections.
