About this file

This is a Fixed Price Inspection Request form and comprehensive program documentation for the City of Detroit's Housing and Revitalization Department (HRD) Single Family Home Repair Programs, which include the Senior Emergency Home Repair Program, City Wide Lead Program, Southwest High Impact Neighborhood Program, MICHIP Program, and the 0% Interest Home Repair Loan Program. The document serves as an operational manual and project management template for residential rehabilitation projects in Detroit, Michigan. Projects are assigned to qualified contractors through a rotating unit price procurement process, with eligible contractors listed alphabetically and offered projects in rotation. Contractors have 48 hours to approve or decline a project assignment. Initial cost estimates are prepared by Housing Compliance Inspectors (HCI) following property inspections that assess exterior and interior conditions across multiple categories including concrete, masonry, carpentry, roofing, electrical, plumbing, heating, and safety systems. The contract term includes construction completion timelines specified in individual project notices to proceed, with work performance evaluated through final inspections and warranty compliance over established coverage periods.

Pricing is structured as fixed-price contracts with separate cost categories for Healthy Homes (HH), Lead Hazard Reduction (LHR), and Emergency Repair (ER) work, with established program caps of $5,000 for HH, $19,999 for LHR, and $15,000 for ER roof work and $8,500 for other ER work. Costs include materials, labor, required trade permits, and building permits calculated through the City's Buildings, Safety Engineering & Environmental Department fee schedule. Contractors must be pre-qualified and listed on active program rosters maintained by the Chief of Housing Inspections. Funding sources include Community Development Block Grant funds and program-specific allocations. The document includes liquidated damages provisions of $100 per day for delays exceeding approved relocation schedules and establishes a complaint resolution process with escalation procedures through the Housing Compliance Inspector, Housing Development Specialist, and Chief of Housing Inspections. Warranty obligations vary by work type and are communicated to homeowners upon project completion, with enforcement mechanisms including contractor suspension and judgment recovery for unresolved warranty claims.

Edits needed

Tabs to edit:
Spec: Change bid language to reflect the new procurement policy
Bid Spec: Change bid language to reflect the new procurement policy
Emergency Spec: language of homeowner acknowledgment form needs to be changed. Consider adding the homeowner acknowledgement form as its own tab.
Bid affirmation form: reflect the new decline form. Take off inspector signature
Change Order: create a table with funding source, dollar amount (increase/decrease) and description. Create a dropdown listing LHR, HH, Emergency Repair
Liquidated tab: the general construction contract and the PPs for lead grants programs have 2 different dollar amount. Check with Anna.

For our grant programs, inspectors don’t share itemized pricing. Only bottom line prices are provided in the Spec tab. Can we add a formula to get the bottom line price to carry over from Spec to Bid Spec? and maybe add another tab and name it Project Spec that would go to the homeowners without the itemized pricing.

Tabs to be eliminated for our new procurement style:
Bid Walk through0% keeps this, correct?
Bid results0% keeps this, correct?
Bid sign in sheet0% keeps this, correct?
Bid tabulation0% keeps this, correct?
Bid withdrawal and affirmation tab (for the fixed sheet IR). Adding denial form as a tab.
QUESTIONS
Do we have a uniform name for the Development Specialists/ Construction Management field?
Why do we have a "cost estimate" column on the left of line items if we also have the cost in 3 separate fields (ER, LHR, HH). Why not delete the cost estimate column and tally it somewhere else in the subtotal or total?

MEMORANDUM OF UNDERSTANDING

CONCRETE WORK

As an applicant with concrete work being considered for my home, I acknowledge the following policy:

The City of Detroit Housing and Revitalization Department incorporates industry recognized standards when requiring concrete driveway, sidewalks, patios and porches to be installed. Unfortunately, Michigan's severe winter weather can result in frost heave, which can produce hairline cracks, scaling and pitting in newly installed concrete.

While the Housing and Revitalization Department will examine all concrete concerns, it has been found necessary to inform the property owner that the Department cannot Guarantee the work. By signing below, you agree that neither the Contractor nor The City of Detroit shall be held responsible for hairline cracks, stone pops or scaling of concrete that may result after the concrete is installed or replaced.

The City of Detroit will only order warranty work for concrete repairs in the event that the contractor has demonstrated neglect of work specifications, building codes, faulty materials or continual presence of a safety trip hazard.

Note: No salt shall be used on newly poured/ installed concrete.
