About this file

This is a Contractor Suspension and Disbarment Policies document issued by the City of Detroit's Housing and Revitalization Department. The document outlines the infractions and consequences for contractors working with the City of Detroit. Contractors may be suspended for infractions including expiration of licenses or insurance, failure to list the City as additional insured, exceeding specified construction schedules, contractual violations, failure to submit required information for final payments, failure to complete warranty work, failure to attend two consecutive invitations to bid and walkthroughs without formal written notice, and failure to bid on three consecutive solicitations without valid reason. Suspensions may result in temporary or permanent removal from the approved contractor's list, rescission of awards, termination of existing contracts, and other sanctions as required by local, state, and federal laws.

The City of Detroit's Housing and Revitalization Department follows federal debarment and suspension guidelines in accordance with 2 CFR Parts 180 and 2424. Any occurrence or suspicion of fraud, waste, abuse, or corruption by a contractor will be referred to the City's Office of Inspector General for review and follow-up. Authorized representatives of contractors must sign and date the document to certify they have read and understood these policies. The document was revised in April 2019.
