1.1 Scope
The former Wurtsmith Air Force Base (AFB), located in Iosco County, Charter Township of Oscoda, Michigan, was closed in 1993. The former Wurtsmith AFB is not listed on the National Priorities List (NPL) consequently there is no Federal Facility Agreement. The environmental restoration program is being conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) with the Michigan Department of Environment, Great Lakes, and Energy functioning as the lead regulator. Records of Decision (RODs)/Decision Documents (DDs) have been signed for 16 CERCLA sites with 2 sites requiring ROD/DD remaining to be conducted (SS072 and LF027).
The sites included in this PBR TO that are being addressed following the CERCLA process. The sites are listed in the site list below with ongoing activities that include the performance of routine, preventive, predictive, scheduled, and unscheduled operations and maintenance tasks and/or land use controls (LUCs) monitoring.
In 2018/2019 under the current PBR contract, the Air Force installed a supplemental remedy at site SS057. The Central Treatment System (CTS) became operational on 11 July 2018 and includes a granular-activated carbon (GAC) adsorption unit (a three-bed GAC system) for the primary removal of PFOS and PFOA.
The fourth Five-Year Review will be completed under the current PBR and is due in 2020.
In addition to the requirements presented in this PWS, this scope includes the following:
· No base-specific requirements in addition to those in the PWS.
Contractors are not responsible for the following:
· Investigation and remediation of PFAS, except as noted herein or in Attachment 1.

2.6.1 Meeting/Teleconference Support
· BCT meetings are generally held monthly. Typically every other month they are held in person at the Michigan Department of Environment, Great Lakes, and Energy office in Lansing, MI and the others are held via PBR contractor-hosted teleconference calls.
2.6.2 Public Meetings and Hearings
· RAB meetings are held quarterly. RAB meetings are typically held at the former base in the Public Library.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· UST permit B5092
· USFS MOA for IRP sites OT024, FT002, OT016 is expired for LUC/ICs and requires AF renewal every 5 years, last renewed in 2013
· USFS well permit for all MWs on USFS lands
· MDNR well permit for one well on MDNR land SS005
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· No base-specific requirements in addition to those in the PWS.
6.14 Land Use Controls (LUC)
· No base-specific requirements in addition to those in the PWS.
6.15 Five-Year Reviews
· Non-CERCLA Five-Year Reviews (aka AF Policy Review) is required for non-CERCLA sites per AF policy as applicable. Preparation of the AF Policy Five-Year Review by September 2025 (to be initiated in 2024 with draft submitted by May 2025). A second Five-Year Review will be required in 2030 with initiation date in 2029. Implementation of the 2020 Five-Year Review recommendations and recommendations from subsequent five-year reviews.
