1.1 Scope
The former Chanute Air Force Base (AFB) (Comprehensive Environmental Response, Compensation, and Liability Information System identification IL1570024157), located in Champaign County, Village of Rantoul, Illinois, was closed in 1993. For the purposes of environmental investigation and remediation, the former Chanute AFB was divided into two operable units (OUs): OU-1 and OU-2. On 1 December 2000, the 428-acre portion of the former Chanute AFB constituting OU-2 was proposed for addition to the National Priorities List (NPL) (Volume 65 Federal Register No. 232, 2000). The USEPA NPL Site Narrative focused on the Fire Training Areas and Landfills in OU-2, particularly Sites LF016 and LF017. Migration of contaminants from OU-2 into Salt Fork Creek (SFC) was the primary concern and the reason behind the proposed NPL listing. A No Further Action Record of Decision (ROD) for SFC was signed in 2013 (Administrative Record [AR] 3745, Shaw Environmental, Inc. [Shaw], 2013). No OU-1 sites are included in the USEPA-proposed NPL listing. To date, the OU-2 portion of the former Chanute AFB has not been added to the NPL, but remains in the proposed NPL site status. RODs have been signed for all Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) sites and Remedy in Place (RIP) has been achieved for all sites included in this TO.
In addition to the requirements presented in this PWS, this scope includes the following:
· Evaluation and implementation, if feasible, of discharging LTS effluent to Salt Fork Creek.
· Modifying LTS permit to allow treatment of RDW/IDW from other sites where feasible, particularly sites contaminated with PFOS/PFOA.
Contractors are not responsible for the following:
· Investigation and remediation of 1,4-dioxane at SS041.
· Investigation and remediation of PFAS, except as noted in Attachment 1.

2.6.1 Meeting/Teleconference Support
· Chanute BCT meetings are generally held monthly via PBR contractor-hosted teleconference calls. In addition, onsite BCT meetings are held on an as-needed basis approximately two times per year and are typically scheduled to occur the same week as other Air Force meetings (e.g., RAB meetings, public meetings, stakeholder meetings). Onsite meetings are typically held at the former base in the main conference room of the Rantoul Business Center.
2.6.2 Public Meetings and Hearings
· The Chanute RAB has adjourned; however, the Air Force may elect to conduct Ad-Hoc meetings to inform the Rantoul community of the environmental cleanup progress. The PBR contractor will be required to facilitate the meeting location and logistics, prepare a poster for the Rantoul library, issue a newspaper notice, and prepare meeting materials (agenda, presentation, handouts, etc.).
2.6.5 Site Access: Permits, Easements, and Work Site Access
· Discharge from the landfill leachate treatment system is subject to provisions of the Illinois State Construction/Operating Permit Program. The existing operating permit (2016-EB-61048), issued July 14, 2016, expires June 30, 2021. Renewals will be required in this PBR.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· No base-specific requirements in addition to those in the PWS.
6.14 Land Use Controls (LUC)
· Annual LUC inspections are required.
6.15 Five-Year Reviews
· The third Five-Year Review will be completed under the current PBR and is due April 2020. The fourth and fifth Five-Year Reviews due April 2025 and April 2030 are included in this PBR TO.
