Attachment 2 Midwest Region - Grissom 5 December 2019
1.1 Scope
Former Grissom AFB is located approximately 15 miles north of Kokomo in Cass County, Indiana and was established in July 1942 by the United States Navy as Naval Air Station (NAS) Bunker Hill. NAS Bunker Hill was closed at the end of World War II and the U.S. Air Force (USAF) obtained right of entry to 25 buildings in November 1951, reactivating Bunker Hill as an Air Force Base in 1954. The installation was renamed in 1968 to Grissom AFB and the Air Force Reserve began using the base in the early 1970s. In 1984, the USAF initiated the Installation Restoration Program (IRP) to identify and evaluate environmental issues associated with past waste, disposal practices and spills. The former Grissom AFB is a non-National Priorities List installation and IRP activities are not currently under a Federal Facility Agreement or Interagency Agreement with the lead regulatory agency, the Indiana Department of Environmental Management (IDEM), or United States Environmental Protection Agency (USEPA).
In 1993, the BRAC Commission directed realignment of Grissom AFB to the Air Force Reserve (ARB) and on 1 October 1994 Grissom AFB ceased all active-duty operations. In 2008, Grissom ARB entered into a joint-use agreement with Miami County Economic Development Authority to have Montgomery Aviation managing day-to day civil operations. The Air Reserve Base occupies 1,233 acres of the former installation with the remaining 1,489 acres being maintained by private entities, the State of Indiana, or by the Miami County Economic Development Authority. Currently, IDEM is the regulatory authority, and USEPA is not involved in the environmental program.
In addition to the requirements presented in this PWS, this scope includes the following:

Contractors are not responsible for the following:
· Investigation and remediation of PFAS, except as noted in Attachment 1.

2.6.1 Meeting/Teleconference Support
· Grissom BCT meetings are generally held monthly via PBR contractor-hosted teleconference calls. In addition, onsite BCT meetings are held on an as-needed basis approximately three times per year and are typically scheduled to occur the same week as other Air Force meetings (e.g., RAB meetings, public meetings, stakeholder meetings). Onsite meetings are typically held at the former base in the Grissom Reserves offices.
2.6.2 Public Meetings and Hearings
· Grissom RAB meetings are held on annually; typically, in August and is held along with the Grissom Reserves RAB. Grissom Reserves host the RAB in their offices and conduct public notices and logistics. The PBR contractor is responsible for preparing and presenting the Air Force BRAC portion of the RAB.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· No base-specific requirements in addition to those in the PWS.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· No base-specific requirements in addition to those in the PWS.
6.14 Land Use Controls (LUC)
· Annual LUC inspections are required.
6.15 Five-Year Reviews
· The third Five-Year Review was completed late, in June 2018, under the current PBR. The fourth Five-Year Review, due September 2020, will be delayed, and is included in this PBR TO. The subsequent Five-Year Reviews in 2025 and 2030 are also included in this PBR TO.
