Instructions
| Professional Compensation Plan Model Instructions |
| a. Selected Government LCATs have been provided in each Compensation Plan Model. Only some LCATs have been selected for evaluation. |
| b. The prime Offeror and all team members proposing FBLRs shall provide contractor labor categories, base hourly salaries and fringe rates for each proposed professional LCAT listed in the Compensation Plan Model (highlighted in blue). Offerors may propose a single team compensation plan model if the team has proposed one (1) team FBLR table. The prime Offeror and/or all team members (if team members are submitting separate FBLRs) shall submit a separate Compensation Plan Model for each team member proposing FBLRs by proposed region. |
| c. The prime Offeror and all team members shall provide mapping of Offerors proposed base hourly salaries by LCAT to Offerors support documentation as well as mapping of Offerors labor categories to the Government’s anticipated labor categories. |
| d. If needed, teaming partners may submit their Compensation Plans (Narrative and Compensation Plan Model Excel Files) directly to the contracting officer. The prime shall indicate plans to be submitted and company name(s) on the proposal master index/checklist to facilitate confirmation of receipt. It is the prime Offeror’s responsibility to identify all team members and confirm receipt of all attachments with the CO. |
| e. Evaluation of compensation plans is intended to ensure the offeror understands contract requirements. Proposed compensation rates may vary by region according to the recruitment and employee retention conditions in each region. |
| f. Labor category qualifications and level definitions are included on the “Qualifications & Experience” tab. |
| g. If proposing more than one (1) Offerors labor category for a single Government labor category, provide Offerors categories and the calculations used to develop the base hourly salary for each specific Government labor category. |
| h. Provide recent surveys and/or studies from professional, public, and private organizations (e.g., Watson & Wyatt, Economic Research Institute, Bureau of Labor Statistics, etc.) used to support the proposed base hourly salaries. Identify the source of the provided surveys and studies (salary support data). If not using one of the sources listed above, explain the credibility of the source providing the surveys and studies. |
| i. Map all Offeror's labor categories to the Government categories and to Offerors base hourly salary support data. |

Qualifications & Experience
| QUALIFICATIONS AND EXPERIENCE |
| The following list of qualifications reflects the general qualifications and experience requirements associated with the provided Government LCATs anticipated to be used throughout the life of the basic ID/IQ contract and subsequent task orders for environmental activities. |
Unless otherwise indicated by the CO in writing, the design of architectural, structural, mechanical, electrical, civil, or other engineering features of the work specified in individual TOs shall be accomplished, reviewed and approved by architects or engineers registered to practice in the particular professional field involved in a state (or the state where the work is to be performed if required by law) or possession of the United States, in Puerto Rico, or in the District of Columbia. Registration as a professional engineer in the particular specialty will be considered equivalent to a bachelor’s degree. Experience may be substituted for only one educational degree for any one individual. Degrees may not be substituted for experience requirements.
| PROGRAM MANAGER. The offeror’s program manager shall be responsible for the overall management of tasks performed under this contract and shall be the primary point-of-contact for overall contractual issues. The program manager shall be assigned by the offeror upon award of the contract. He/she shall be responsible for ensuring that practical and effective systems are developed to meet the objectives of the action. The program manager shall also ensure that quality work is completed on schedule and within the allocated budget. The program manager shall have, as a minimum, the following qualifications: |
| - A bachelors degree from an accredited school in an environmentally related technical field.* |
| - Professional registration, where applicable. |
| - A minimum of 10 years Program Management experience, with a minimum of 5 years experience in environmental program management. |
| - Working knowledge of applicable federal, state, and local laws, regulations, and guidance. |
| PROJECT MANAGER. The project manager shall be responsible for implementing specific TOs issued under this contract. He/she shall evaluate the requirements of a TO and shall develop and implement a plan to meet those requirements. The project manager shall be the primary point of contact for an individual TO. The project manager shall have, as a minimum the following qualifications: |
| - A bachelors degree from an accredited school in an environmentally related technical field.* |
| - Professional registration, where applicable |
| - A minimum of 8 years project management experience, with a minimum of 5 years experience managing environmental projects at the field operational level. |
| - Working knowledge of applicable federal, state and local laws, regulations and guidance. |
| PROFESSIONAL LABOR-ARCHITECT/ENGINEERING/SCIENTISTS. Depending on the nature of the TO, the contractor will need a variety of professional labor personnel specialized in environmental technical activities as specified in the basic contract Statement of Work (SOW). The program manager and project manager shall be responsible for assigning qualified personnel to individual TOs. The professional labor engineering/scientist disciplines are divided into 3 categories: Senior, Mid, and Junior. The minimum qualifications for each category are provided below: |
| - Junior architect/engineers/scientists must possess a bachelors degree from an accredited school in an environmentally related technical field* consistent with the required duties of the position and a minimum of 2–4 years of directly applicable environmental experience since receiving degree required. Junior level personnel perform routine tasks such as preparing graphical or tabular presentations of data, simple data interpretation, preparation of supporting material, etc. |
| - Mid architect/engineers/scientists must possess a bachelors degree from an accredited school in an environmentally related technical field* consistent with the required duties of the position and a minimum 8 years of directly applicable environmental experience since receiving degree required. Mid level personnel perform technical tasks such as calculations, layouts, evaluation of data, and preparation of portions of a design or report under the direction of a senior professional. |
| - Senior architect/engineers/scientists must possess a bachelors degree from an accredited school in an environmentally related technical field* consistent with the required duties of the position and a minimum 10 years of directly applicable environmental experience since receiving degree required. Senior level professionals are responsible for performing complex or non-routine technical tasks or for supervision and oversight of a small group working on technical issues or specific elements of a project. |

| TECHNICAL LABOR. Depending on the nature of the TO, the offeror will need a variety of technical labor* personnel specialized in environmental technical activities as specified in the basic contract Statement of work (SOW). Technical personnel perform in a support role in routine activities. The program manager and project manager shall be responsible for assigning qualified personnel to individual TOs. The technical labor disciplines are divided into 3 categories: Senior, Mid, and Junior. The minimum qualifications for each category are provided below (Unless otherwise noted): |
| CLERICAL & WORD PROCESSOR. Administrative personnel responsible for filing, word processing, and general secretarial activities. The clerical labor disciplines are divided into 3 categories: Senior, Mid, and Junior. There is only one word processor category. The clerical and word processor personnel provide support to the professional and technical labor categories of this program. The minimum qualifications for each category are provided below: |
| - Senior Clerical: High school diploma and 8 years of experience performing routine as well as non-routine secretarial duties and supervise/instruct less experienced staff. |
| - Mid Clerical: High school diploma and 3-6 years of experience performing routine as well as non-routine secretarial duties and supervise/instruct less experienced staff. |
| - Junior Clerical: High school diploma and 1 year of experience performing routine secretarial duties under direct supervision. |
| Word Processor: Operates with a high degree of proficiency and skill on various computerized word processing equipment in preparation of technical and non-technical documents, reports, tables, etc., in a professional, accurate and timely manner. |
