This document provides instructions for a fully burdened labor rate (FBLR) table for the Midwest Region Base Realignment and Closure (BRAC) Environmental Construction and Optimization Services (BECOS) contract opportunity. Offerors must complete the FBLR table with fully burdened fixed prices for various labor categories over a ten-year period. The labor rate table includes rates for over 40 labor categories such as architects, engineers, scientists, technicians, clerical staff, and program/project managers. Offerors must include escalation rates for outyears and the instructions provide details on averaging rates and calculating total proposed prices at the prime and subcontractor level. The FBLR table and instructions will be used to evaluate pricing for the BECOS Midwest Region contract to be awarded by the Department of the Air Force for environmental services in support of BRAC activities.

Instructions

Fully Burdened Labor Rate (FBLR) Table Instructions
a. This Model contains the regional Firm Fixed Price (FFP) FBLR Table. Offerors shall complete and submit one table. If proposing as a team, each team partner will have a separate FBLR Tab in the table. If proposing one (1) rate for the entire team enter the team rates in the Prime tab. Team members (primes, teaming partners, and/or joint venture partners) may propose separate FFP FBLR Tabs. The team shall propose only one (1) FFP FBLR table for the entire team.
b. All labor categories identified in the FFP FBLR Table shall be covered and proposed collectively by the prime and/or team members. The FBLRs proposed by the team shall be Fully Burdened FFP labor rates for each labor category (LCAT) and qualification & experience level for the ten (10) year performance period indicated in the FFP FBLR Table for the region in which they intend to propose.
c. FFP FBLRs shall include hourly base rates, indirect rates and profit, plus out-year escalation, as applicable, for the base year (Fiscal Year (FY) 1 and nine (9) FY option years). Each FY is the same as the Government’s Fiscal Year: 1 October through 30 September.
d. Labor category qualifications and levels are given on the Qualifications & Experience tab (the last tab in this model).
e. Enter the Contractors labor category nomenclature in the column provided. Enter prime/team member name(s) and the base year FBLR and out-year escalation for each LCAT. Out-year LCAT FBLRs will automatically populate based on the FBLRs and escalation entered. Proposed FBLRs will be averaged by LCAT in the average FBLR column.
f. Average FBLRs for each LCAT will be automatically moved to the “Roll Up” tab for the prime and each teaming partner. Team average FBLRs will be averaged (average of the average) on the Roll Up tab by LCAT and multiplied by the evaluation hours for each LCAT to develop a price for each LCAT. LCAT prices will be automatically totaled to develop the FFP FBLR Table Total Proposed Price (TPP). It is the prime Offeror’s responsibility to ensure all team FBLRs are properly entered and calculated in the FFP FBLR Table. Prime Offerors shall copy (move) the FFP FBLR Table Team Total Proposed Price (TPP) for the Midwest region to the corresponding TPP cell on the rollup tab of the Midwest TO2 Price Model attachment for inclusion in Offerors Total Evaluated Price (TEP).
g. One FFP Fully Burdened Labor Rate may be proposed for the team. Teams proposing one (1) FBLR shall enter the team FBLRs in the prime tab of the FFP FBLR Table.
h. The average FBLR amounts and calculations will be removed (deleted) prior to the Fully Burdened Labor Rate Table(s) being incorporated into the basic contract should Offeror be awarded a contract.
i. The Fully Burdened FFP labor rates as proposed in the FFP FBLR Table shall be contractually binding ceiling rates should Offeror be awarded a contract. The ceiling rates shall be utilized for future task orders, and task order modifications; however, discounted or lower rates may be proposed.
j. Failure to propose all rates (combined or separatly as a team) in the FFP FBLR Table will render the proposal incomplete and the entire proposal will be subject to rejection.
k. All Microsoft Excel spreadsheets shall be submitted in Microsoft Excel format (no PDF).
l. Identify Offerors and/or team members names at the top of each separate FBLR tab and corresponding column on the Roll Up tab.
m. The Fully Burdened Labor Rate Table(s) will be incorporated into the basic contract should Offeror be awarded a contract.
n. "Note" Prime Offerors must copy (move) the FFP FBLR Table Total Proposed Price (TPP) for the Midwest region to "cell C18" on the rollup tab of the Midwest TO2 Price Model attachment for inclusion in Offerors Total Evaluated Price (TEP).

QUALIFICATIONS AND EXPERIENCE

The following list of qualifications reflects the general qualifications and experience requirements associated with the provided Government LCATs anticipated to be used throughout the life of the basic ID/IQ contract and subsequent task orders for environmental activities.

Unless otherwise indicated by the CO in writing, the design of architectural, structural, mechanical, electrical, civil, or other engineering features of the work specified in individual TOs shall be accomplished, reviewed and approved by architects or engineers registered to practice in the particular professional field involved in a state (or the state where the work is to be performed if required by law) or possession of the United States, in Puerto Rico, or in the District of Columbia. Registration as a professional engineer in the particular specialty will be considered equivalent to a bachelor’s degree. Experience may be substituted for only one educational degree for any one individual. Degrees may not be substituted for experience requirements.

PROGRAM MANAGER. The offeror’s program manager shall be responsible for the overall management of tasks performed under this contract and shall be the primary point-of-contact for overall contractual issues. The program manager shall be assigned by the offeror upon award of the contract. He/she shall be responsible for ensuring that practical and effective systems are developed to meet the objectives of the action. The program manager shall also ensure that quality work is completed on schedule and within the allocated budget. The program manager shall have, as a minimum, the following qualifications:

· A bachelors degree from an accredited school in an environmentally related technical field*.

· Professional registration, where applicable.

· A minimum of 10 years Program Management experience, with a minimum of 5 years experience in environmental program management.

· Working knowledge of applicable federal, state, and local laws, regulations, and guidance.

PROJECT MANAGER. The project manager shall be responsible for implementing specific TOs issued under this contract. He/she shall evaluate the requirements of a TO and shall develop and implement a plan to meet those requirements. The project manager shall be the primary point of contact for an individual TO. The project manager shall have, as a minimum the following qualifications:

· A bachelors degree from an accredited school in an environmentally related technical field*.

· Professional registration, where applicable

· A minimum of 8 years project management experience, with a minimum of 5 years experience managing environmental projects at the field operational level.

· Working knowledge of applicable federal, state and local laws, regulations and guidance.

PROFESSIONAL LABOR-ARCHITECT/ENGINEERING/SCIENTISTS. The professional labor engineering/scientist disciplines are divided into 3 categories: Senior, Mid, and Junior. The minimum qualifications for each category are provided below:

· Junior architect/engineers/scientists must possess a bachelors degree from an accredited school in an environmentally related technical field* consistent with the required duties of the position and a minimum of 2–4 years of directly applicable environmental experience since receiving degree required. Junior level personnel perform routine tasks such as preparing graphical or tabular presentations of data, simple data interpretation, preparation of supporting material, etc.

· Mid architect/engineers/scientists must possess a bachelors degree from an accredited school in an environmentally related technical field* consistent with the required duties of the position and a minimum 8 years of directly applicable environmental experience since receiving degree required. Mid level personnel perform technical tasks such as calculations, layouts, evaluation of data, and preparation of portions of a design or report under the direction of a senior professional.

· Senior architect/engineers/scientists must possess a bachelors degree from an accredited school in an environmentally related technical field* consistent with the required duties of the position and a minimum 10 years of directly applicable environmental experience since receiving degree required. Senior level professionals are responsible for performing complex or non-routine technical tasks or for supervision and oversight of a small group working on technical issues or specific elements of a project.

TECHNICAL LABOR. Depending on the nature of the TO, the offeror will need a variety of technical labor* personnel specialized in environmental technical activities as specified in the basic contract Statement of work (SOW). Technical personnel perform in a support role in routine activities. The program manager and project manager shall be responsible for assigning qualified personnel to individual TOs. The technical labor disciplines are divided into 3 categories: Senior, Mid, and Junior. The minimum qualifications for each category are provided below (Unless otherwise noted):

· Junior Technician: High school degree and 0-6 years directly related experience.

· Mid Technician: High school degree and 2-6 years directly related experience.

· Senior Technician: Bachelors or equivalent and 1-3 years directly related field experience.

CLERICAL & WORD PROCESSOR. Administrative personnel responsible for filing, word processing, and general secretarial activities. The clerical and word processor personnel provide support to the professional and technical labor categories of this program. The minimum qualifications for each category are provided below:

Word Processor: Operates with a high degree of proficiency and skill on various computerized word processing equipment in preparation of technical and non-technical documents, reports, tables, etc., in a professional, accurate and timely manner.

*Environmentally related science/engineering technical field such as: architecture, engineering, geology, hydrogeology, biology, toxicology, chemistry, industrial hygiene.
