Introduction
1.1 Scope
The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to perform the BRAC Environmental Construction and Optimization Services (BECOS) requirements. This Performance Work Statement (PWS) defines the initial task order meeting support for implementation of the full range of environmental, construction, and optimization services necessary to conduct site restoration including maintenance of established remedies, implementation of optimization, and remediation activities to achieve performance objectives to include emerging requirements for environmental remediation as identified in this Task Order (TO). Regulatory engagement at the installations listed below can range from local to federal agencies at any given time during the TO performance. This PWS covers the following region and Air Force (AF) BRAC installations including any associate geographically separated unit (GSU) locations:
Midwest Region:
The former Chanute Air Force Base (AFB) is located in the Village of Rantoul, Champaign County, Illinois. The Operable Unit (OU)-2 portion of the former Chanute AFB was proposed for addition to the National Priorities List (NPL), but to date has not been added to the list. Sites are being addressed following the Comprehensive Environmental Response, Compensation, and liability Act (CERCLA) process. Illinois Environmental Protection Agency (EPA) is the lead regulatory support agency.
Former General Mitchell Air Reserve Station (ARS) is situated in the southwest portion of the General Mitchell International Airport (GMIA) property and has a footprint of approximately 101 acres in Milwaukee County, Wisconsin. Sites are being addressed following the CERCLA process. Wisconsin Department of Natural Resources (WDNR) is the regulatory authority.
The former Gentile Air Force Station (AFS), also known as the Defense Electronics Supply Center (DESC), is located within the city of Kettering, in Montgomery County, Ohio. The environmental restoration program at the former Gentile AFS is currently managed under CERCLA. Regulatory oversight is provided primarily by Ohio EPA.
Former Grissom AFB is located approximately 15 miles north of Kokomo in Cass County, Indiana. The Indiana Department of Environmental Management (IDEM) is the regulatory authority.
The former K.I. Sawyer AFB is located in Marquette County approximately 13 miles south of the City of Marquette and three miles east of Gwinn in the north-central region of Michigan’s Upper Peninsula. One site associated with the former K.I. Sawyer AFB, Site OT013, the former Defense Fuel Supply Point (DFSP), is located in Escanaba, Michigan, about 50 miles from the main base. Sites are addressed following the Michigan Part 201 process and CERCLA.
The former Newark AFB is located in Heath, Licking County, Ohio. The environmental restoration program at the former Newark AFB is currently managed under CERCLA. Regulatory oversight is provided by Ohio EPA.
The former O’Hare ARS is located within O’Hare Airport in Chicago, Illinois.
The former Richards-Gebaur AFB is located in Kansas City, Cass County, Missouri. The Missouri Department of Natural Resources (MDNR) provides regulatory oversight of the environmental program.
The Rickenbacker Air National Guard Base (RANGB) is located in the City of Columbus, in Franklin County and Pickaway County, Ohio. The environmental restoration program at the BRAC portion of RANGB is currently managed under CERCLA, the Resource Conservation and Recovery Act (RCRA) and Ohio’s Bureau of Underground Storage Tank Regulation (BUSTR) program. Regulatory oversight is provided primarily by Ohio EPA and BUSTR.
The former Wurtsmith AFB is located in Charter Township of Oscoda, Champaign County, Michigan. The environmental restoration program is being conducted pursuant to the CERCLA with the Michigan Department of Environmental Quality (MDEQ) functioning as the lead regulatory agency.
The Contractor is solely responsible for reviewing all publicly available information and forming their independent, professional conclusions/interpretation of site conditions and requirements to achieve the performance objectives of this TO.
1.2 General BECOS Scope and Requirements
This PWS encompasses the full range of methods, technologies, and supporting activities necessary to support initial task order meetings required to conduct environmental restoration/remediation efforts to address environmental sites and conditions at Air Force installations and other locations in accordance with technical and regulatory requirements.
The AF is required to implement remedies as necessary to enable the mission, protect human health and the environment and comply with laws. The goal of the BECOS contract is to ensure the AF continues to fulfill all facets of its Environmental Restoration Program (ERP) mission, while effectively and efficiently managing the program in a performance-based, results-oriented and cost conscious framework. The AF desires all sites be cleaned up to standards that allow for the current or reasonably anticipated future land use of the property in accordance with approved decision documents. The AF is interested in reduction of long-term environmental liabilities and Life-Cycle Costs, through optimization of environmental restoration activities for sites while complying with applicable federal, state, and local laws and regulations. This could include a variety of environmental restoration services and construction necessary to maintain regulatory selected remedies, implement optimization to enhance remedial progress, and advance sites to completion in a cost effective manner. The efforts will be executed in accordance with technical and regulatory requirements to ensure protection of human health and the environment.
The Contractor shall function as an integral team member in support of the AF Civil Engineer Center (AFCEC) and BRAC mission, to include the sharing of information with other AFCEC Contractors and AF personnel, and cooperation with communities, regulators, and other government entities. Requirements such as the achievement of accurate, on-time, quality performance objectives and timely identification and solution of impediments to successful project execution are necessary to ensure efficient management of this TO. Early involvement in the process by all parties allows for the development of the most cost-effective and technically sound approach or solution. The AFCEC will rely on the Contractor’s expertise in recognizing and addressing problematic issues and successful execution of this TO. The Contractor shall perform all work in accordance with federal, state, and local statutes and regulations. Remedies shall conform to environmental permits, decision document requirements, or other legal requirements.
In carrying out each work assignment issued as a TO under the basic contract, the Contractor shall furnish the personnel, services, equipment, materials, facilities, and other requirements necessary for, and incidental to, the performance of work set forth herein.
Primary technical services shall be performed by individuals who are credentialed members of architectural, planning, science, and engineering professions. Disciplines such as architects, landscape architects, engineering disciplines typically associated with environmental engineers and scientists (e.g., professional engineer [PE], professional geologist [PG]), planners, cost estimators, Computer-Aided Design and Drafting (CADD) technicians, publication writers/editors, technical writers, graphic artists, and Geographic Information System (GIS) analysts are included. Generally, a credentialed professional (a) is licensed (e.g., registered professional engineer) to practice in the state where a facility is located and/or (b) commands the necessary expertise, in terms of knowledge and experience, to undertake the specified task.

1.3 Applicable Documents
The Contractor shall identify and comply with all applicable federal, state, and local statutes; Department of Defense (DoD) and AF instructions, manuals, handbooks, regulations, guidance, and policy letters (including DoD and AF policy and guidance for ERP and Emerging Contaminants); Executive Orders (EO); American Society for Testing and Materials (ASTM); American Petroleum Institute (API) Codes; National Association of Corrosions Engineers (NACE); National Fire Protection (NFPA); Steel Structures and Painting Counsel (SSPC); National Electrical Code (NEC); Uniform Fire Code (UFC); Occupational Safety and Health Administration (OSHA) regulations, and International Building Code (IBC) including all changes and amendments in effect on the date of issuance of this TO. It is the Contractor’s responsibility to identify and comply with all applicable requirements. In addition, the Contractor shall refer to the current versions of the DoD Policy and Guidelines for Acquisitions Involving Environmental Sampling or Testing and the United States AF Construction Management Implementation Guide.
It is the Contractor’s responsibility to identify and comply with all applicable or relevant and appropriate requirements (ARARs). The Contractor shall identify and comply with all applicable documents for the bases including RODs, ROD Amendments, Explanations of Significant Difference (ESD), RCRA Permits and subsequent modifications, Risk Evaluation Corrective Action Program (RECAP) documents, the Endangered Species Act, other Decision Documents, Deeds, and conveyance notices. Project Administration
2.1 Management, Planning, and Reporting Requirements
The Contractor shall implement a full range of environmental construction and optimization services as required to meet the objectives of this TO and in accordance with all applicable documents. The Contractor shall supply all labor, equipment, and materials necessary to support the contractual and technical kick-off meetings. The Contractor shall perform management and planning functions, including performance measurement through the course of this effort.

2.4 Contractor’s Progress, Status, and Management Report (CPSMR)
The Contractor shall prepare and submit 1 CPSMR for each meeting, one documenting the activities supporting the post-award contractual kick-off meeting, and one documenting the activities supporting technical kick-off meeting (Option). The CPSMR shall be used to review and evaluate the overall progress of this TO, along with any existing or potential problem areas. The report shall be prepared in a format coordinated and approved by the COR including site level details and associated CLIN information. The CPSMR shall also be used to indicate information by installation on a regional basis, describing whether efforts for each site are on target for meeting site-specific performance objective. The CPSMR shall include a summary of the events that occurred during the reporting period, discussion of performance, identification of problems, proposed solutions, corrective actions taken, outstanding issues, and projected tasks such as field work, reporting, etc., occurring in the next 90 days.

2.6 Meeting and Conference Services
2.6.1 Meeting/Teleconference Support
The Contractor shall attend and/or support one (1) post-award contractual kick-off meeting including teleconferencing capabilities to discuss contractual related elements required to support planning and implementation of task orders under the BECOS contract. This meeting will be held in San Antonio, TX at the AFCEC Office.
The AF will be present for all technical meetings with the regulatory agencies; however, the Contractor shall coordinate the meeting, provide logistical support (e.g., facilities, audio/visual), presentation materials, agendas, meeting minutes, and lead technical discussions. The Contractor shall prepare, and submit for AF review not less than five (5) working days prior to the meeting (unless otherwise approved by the AF), presentation materials for meetings and an agenda. The Contractor shall prepare summaries/minutes for all meetings attended and submit for AF review not less than 10 working days after the meeting has occurred. (CDRLs B006, B007, B008)
The Contractor shall not contact, nor take direction from, any regulatory agency without prior notification and approval by the AF. In situations of imminent health or safety risks, regulators may direct the AF and their contractors to stop work.
2.6.2 Public Meetings and Hearings – Not Applicable
2.6.3 Regulatory/Professional Interface
The Contractor shall attend and/or support one (1) technical kick-off meeting including teleconferencing capabilities to conduct regulator introductions and discuss the environmental restoration program in general including goals, challenges, and concerns. This meeting will be held in a location central to the region and/or participants, whether at a contractor’s office or another location that can accommodate it.The Contractor shall provide all required support including preparation of presentation materials, agendas, minutes, and the maintenance of mailing list(s). 2.6.4 Notification Requirements
The Contractor is required to notify the CO and COR of critical issues that may affect the TO performance and/or human health and the environment. The types of issues that require notification include, but are not limited to, health risks, spills, Notices of Violation (NOV) (received or anticipated), and changes in key personnel, and finding unexploded ordnance (UXO). On critical issues, verbal notification shall be made immediately, followed by written notification within three working days. (CDRL A003)
If unanticipated UXO is discovered during field activities, the Contractor shall immediately stop work, report the discovery to the CO and COR, and implement the appropriate safety precautions. Field activities cannot continue until clearance is received from the CO.
The Contractor shall follow the 3Rs (Recognize, Retreat, and Report) Explosives Safety Education Program; see https://www.denix.osd.mil/uxo.
In the event of a dispute with or enforcement action from a regulatory agency arising from performance of work covered as required to meet the objectives of this TO, regardless of whether the AF is a named party, the Contractor shall notify the CO or COR within 24 hours. If the AF is a named party in the dispute or enforcement action, the Contractor shall provide support to the AF as required to resolve the dispute or enforcement action. If the AF is not a named party in the dispute or enforcement action, the Contractor shall provide its proposed response to the dispute or enforcement action to the AF for review and comment prior to submission. Contractor support typically includes preparing a briefing, point paper, and summary of technical data to support the AF position. (CDRL A001)

2.9 Contractor Documentation
The Contractor shall create and maintain a Master Document List (MDL) for all documents including those maintained as part of the document repository, whether the document is a deliverable or not, which are prepared during the course of this TO. The MDL and its documents shall be maintained in libraries readily available for submittal to the government. The project website may be used to maintain all or portions of the document repository. The Contractor shall maintain the MDL and project documents for the duration of this TO and transfer custody to the AF within 90 calendar days prior to PoP expiration. For project documents produced in the final 90 calendar days of the PoP, the contractor shall submit an updated MDL and copies of subject writable and PDF documents (CDRL A001)
The Contractor shall maintain a document repository for all documents generated during this TO. The repository is intended to be a single access point repository for all documentation. It shall be accessible to the AF, with limited access to regulatory agencies, as appropriate. The Contractor shall provide notifications to the COR at the time data is included in the repository. The Contractor shall support coordination efforts with other contractors working onsite who may require access to these files. The Contractor shall prepare metadata sheets and consolidated report documentation including regulatory letters for applicable deliverables and submit electronic and/or hard copies as requested by the CO/COR to the AF administrative record (AR) management team for loading to the AR. At close-out, all repository documents will be transferred to DVD media and delivered to the COR. Original software versions, GIS files, spreadsheets and databases should also be included in the close-out DVD.
2.10 Record Keeping
The Contractor shall create and maintain in one location written (in bound, numbered logbook) and electronic records sufficient to recreate each sampling, analytical, testing and monitoring event, and shall make these records available to the Government upon request. The Contractor shall maintain records of, and derived from, all activities outlined in the appropriate portion of the Quality Program Plan (QPP) supporting the generation of these sampling and analysis records. The Contractor shall also retain written calculations using information obtained from sampling, analysis monitoring, and testing activities, to include all raw data. All information shall be provided to the Government upon request. (CDRL A001)

As a minimum, the COR will monitor, review, and report on the Contractor’s performance and compliance with all Service Delivery Summary (SDS) items shown below (reference QASP, see appropriate section). The service requirements summarized below are the critical performance objectives that relate directly to mission essential items. The performance thresholds referenced in the table briefly describe the minimum acceptable levels of service required for each service requirement. ROLES AND RESPONSIBILITIES
The primary stakeholder roles and responsibilities are as follows.
Air Force:
The AF, as lead agency and Quality Assurance Evaluator, has established its requirements in this PWS. The AF will:
· Facilitate regulatory interactions to achieve regulatory acceptance/concurrence.
· Respond to inquiries from a variety of sources to include congressional inquiries, public inquiries, media inquiries, and other federal government inquiries, as appropriate.
· Ensure Contractor compliance with the contract through surveillance, routine meetings, evaluation of reports, and assurance that performance milestones are met prior to making payment.
· Plan, program, budget, and execute funding for this TO and out years.
Contractor:
The Contractor will:
· Adhere to the terms of the TO and achieve performance objectives and milestones.
· Ensure high quality technical performance and end products.
· Manage project risk and proactively communicate with stakeholders regarding issues and remedies.
· Track and report TO performance.
· Provide support to the AF in response to inquiries from a variety of sources to include congressional inquiries, media inquiries, and other federal government inquiries.
· Ensure protection of human health and the environment during contract performance.
· Meet all applicable regulatory requirements associated with environmental restoration during TO performance.
CONTRACTOR MANPOWER REPORTING REQUIREMENTS
10.1 Contractor Manpower Reporting
The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this TO for the AF via a secure data collection site. The Contractor is required to completely fill in all required data fields at http://www.ecmra.mil.
Reporting inputs will be for labor executed during the period of performance for each Government fiscal year (FY), which runs 1 October through 30 September. While inputs may be reported any time during the FY, all data shall be reported no later than 31 October of each calendar year. Contractors may direct questions to the Contractor Manpower Reporting Application help desk.
Uses and Safeguarding of Information: Information from the secure web site is considered to be proprietary in nature when the contract number and contractor identity are associated with the direct labor hours and direct labor dollars. At no time will any data be released to the public with the contractor name and contract number associated with the data.
User Manuals: Data for AF service requirements must be input at the AF CMRA link. However, user manuals for government personnel and contractors are available at the Army CMRA link at http://www.ecmra.mil.
