1.1 Scope
The former K.I. Sawyer Air Force Base (AFB) (referred to as K.I. Sawyer in this and other reference documents) is located in Marquette County approximately 13 miles south of the City of Marquette and three miles east of Gwinn in the north-central region of Michigan’s Upper Peninsula. The property encompassed approximately 7.7 square miles (approximately 4,923 acres) with airfield operations facilities, industrial/disposal facilities, housing, recreational facilities, and undeveloped lands. Routine maintenance, supply, transportation, and fire training activities at the base used organic-based solvents and fuels and necessitated using, accumulating, treating, and disposing of refuse, materials, and wastes. Some activities resulted in impacts to soils and groundwater. The base was officially closed on October 1, 1995 and placed under the jurisdiction of the Air Force Real Property Agency (AFRPA) (formerly the Air Force Base Conversion Agency). The regulatory framework for K.I. Sawyer includes Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) and Michigan Act 451 Michigan Environmental Response Program (Act 451 Part 201 including cleanup criteria under R299.44, .46 .48, and .49) and the Michigan Safe Drinking Water Act. The Basewide Remedial Action Plan (RAP) of 2004 is the Decision Document for all IRP sites. Michigan Department of Environment, Great Lakes, and Energy (EGE) is the lead regulatory agency. USEPA is no longer involved in the BCT.
In addition to the requirements presented in this PWS, this scope includes the following:

Contractors are not responsible for the following:
· Investigation and remediation of PFAS, except as noted in Attachment 1.

2.6.1 Meeting/Teleconference Support
· K.I. Sawyer BCT meetings are generally held monthly via PBR contractor-hosted teleconference calls. In addition, onsite BCT meetings are held on an as-needed basis approximately three times per year and are typically scheduled to occur the same week as other Air Force meetings (e.g., RAB meetings, public meetings, stakeholder meetings). Onsite meetings are typically held at the Marquette EGLE office.
2.6.2 Public Meetings and Hearings
· K.I. Sawyer RAB meetings are held annually; typically in October. The meeting is currently held at the K.I. Sawyer Heritage Museum. The PBR contractor is required to facilitate the meeting location and logistics, prepare briefing material, meeting meetings, and issue a newspaper notice.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· No base-specific requirements in addition to those in the PWS.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· No base-specific requirements in addition to those in the PWS.
6.14 Land Use Controls (LUC)
· Annual LUC inspections are required.
6.15 Five-Year Reviews
· Two separate five-year reviews are required for K.I. Sawyer and DFSP Escanaba. The Five-Year Reviews for 2020 for K.I. Sawyer and Escanaba are being conducted currently under the current PBR. The successive five-year reviews (one each for K.I. Sawyer and Escanaba) in 2025 and 2030 are included in this PBR TO.
