Attachment 2 Midwest Region - Gentile 5 December 2019
1.1 Scope
The former Gentile Air Force Station (AFS), also known as the Defense Electronics Supply Center (DESC), is located within the city of Kettering, in Montgomery County, Ohio. All former Air Force property has been transferred by deed to the City of Kettering, the recognized Local Redevelopment Authority (LRA), through an Economic Development Conveyance (EDC) Agreement. The environmental restoration program at Gentile is currently managed under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Regulatory oversight is provided primarily by Ohio EPA. The United States Environmental Protection Agency Region 5 (USEPA) is currently not involved in an oversight role. The former Gentile AFS is not listed on the National Priorities List (NPL).
In addition to the requirements presented in this PWS, this scope includes the following:

Contractors are not responsible for the following:
· Investigation and remediation of PFAS, except as noted in Attachment 1.

2.6.1 Meeting/Teleconference Support
· Onsite Gentile BCT meetings are held once per year and are typically scheduled to occur the same week as other Air Force BRAC meetings in Ohio (at nearby Rickenbacker ANGB and Newark AFB). Onsite meetings are typically held at the Kettering Government Center. These meetings are to be coordinated and facilitated by the PBR contractor. Post-meeting minutes (draft, draft final and final) are to be developed to document these meetings. Other as-needed meetings are generally held via PBR contractor-hosted teleconference calls (typically two per year).
2.6.2 Public Meetings and Hearings
· No base-specific requirements in addition to those in the PWS.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· No base-specific requirements in addition to those in the PWS.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· No base-specific requirements in addition to those in the PWS.
6.14 Land Use Controls (LUC)
· LUC inspections are required every year as long as RA-O groundwater monitoring is taking place. Thereafter, every year, typically in the period immediately before a scheduled Five-Year Review.
6.15 Five-Year Reviews
· The third Five-Year Review will be completed under the current PBR and is due May 2020. The fourth and fifth Five-Year Reviews are included in this PBR TO.
