About this file

This document contains questions and answers related to a solicitation for Base Realignment and Closure (BRAC) Environmental Construction and Optimization Services (BECOS) in the Midwest Region. The solicitation seeks proposals for environmental remediation and construction services at various Department of the Air Force sites in the Midwest Region. Key details include: extended proposal deadlines of June 1, 2020 for all volumes due to COVID-19 impacts; clarification that fully burdened labor rates in fixed price proposals include profit while actual labor costs will be negotiated for cost-plus task orders; and confirmation that accounting system information is only required from prime contractors for cost-type work. Site-specific questions were answered relating to objectives, pricing requirements, and contract line item inclusions.

Q #Document ReferenceRFP QUESTIONSDocument ReferenceGOV'T RESPONSERESPONSE DATE
64Section L, Para. 2.4To allow time for the Government to provide responses to industry’s questions, including providing key reports not available in the Admin Record and to accommodate slower than normal responses from vendors (labs, mowing and maintenance contractors, local suppliers) given the COVID-19 situation, we suggest at least a 30-day PoP extension to the Volume III delivery date. Delivery of Volumes I and II can remain on the current schedule.Section L, Para. 2.4Proposal deadline extended to 01 June 2020. All items required by 01 June 2020.29-Apr-20
77Section B - B058 FFF; Section B - B058 CPFF; and FFP FBLR TablePlease confirm that labor rates provided by Contractors in the FFP FBLR Table are only applicable to negotiated fixed price TOs and that CPFF TOs will utilize actual labor costs not FFP FBLR labor rates.Section B - B058 FFF; Section B - B058 CPFF; and FFP FBLR TableCPFF task order labor will be negotiated at the task order level.29-Apr-20
78FFP FBLR Table Instruction Tab Section c.Spreadsheet instructions tab, Section c. states that FFP FBLRs shall include profit. We request that the AF consider removing profit from the FFP FBLR rate and that profit be negotiated at the TO level vs. Contract level to reflect TO specific costs and risks.FFP FBLR Table Instruction Tab Section c.Profit will remain in the FFP fully burdened labor rates. The intent is to have an established FFP profit rate included in the FFP FBLRs for the life of the contract.29-Apr-20
79Section L, 4.9.1The 6-Dec-19 Q&A Response to question 88 had indicated that Estimating System, Purchasing System, and Accounting System language would be removed. It appears to have been included. The Government Response to question 73 in the NorCal RFP Q&A indicated that the requirements were being removed. Will the requirements to describe these systems be removed?Section L, 4.9.1Requirement to be removed. Amendment to the solicitation is forthcoming. An adequate accounting system is required when cost type CLINs are contemplated or awarded. This requirement applies to prime contractors only, regardless of business size. FAR 16.301-3(a).29-Apr-20
92Midwest+IDIQ_Sched+B_CLIN+Structure+and+Price+Model_v1_02032020.xlsx; TO_2_PWS_Attch_1_Midwest_Base_Site_List_ BECOS_vf9.xlxs; 20200109_Midwest_TO2_Price_Model.xlsxThe file labeled Midwest+IDIQ_Sched+B_CLIN+Structure+and+Price+Model_v1_02032020.xlsx includes a reference to Grissom Site CG405 (Line Item 0041). The file labeled TO_2_PWS_Attch_1_Midwest_Base_Site_List_ BECOS_vf9.xlxs does not include Site CG405; therefore, no information is provided regarding the Site Phase or Performance Objective for CG405. Further, Site CG405 is not included in the file labled 20200109_Midwest_TO2_Price_Model.xlsx. Please clarify if Site CG405 is included in the PWS or not, and if so, provide details regarding the current Site Phase and Performance Objective and how it is to be factored into the TO2 Price Model.Midwest+IDIQ_Sched+B_CLIN+Structure+and+Price+Model_v1_02032020.xlsx; TO_2_PWS_Attch_1_Midwest_Base_Site_List_ BECOS_vf9.xlxs; 20200109_Midwest_TO2_Price_Model.xlsxGrissom site CG405 is not included in the TO2 price model, but the CLIN remains in the basic IDIQ CLIN structure in the event that a subsequent action is required under the BECOS IDIQ.29-Apr-20
93Midwest+IDIQ_Sched+B_CLIN+Structure+and+Price+Model_v1_02032020.xlsx; 20200109_Midwest_TO2_Price_Model.xlsxThe file labeled Midwest+IDIQ_Sched+B_CLIN+Structure+and+Price+Model_v1_02032020.xlsx includes a severable CLIN for Sites FT001, FT002, and SS190 (CLIN 0034). The file labled 20200109_Midwest_TO2_Price_Model.xlsx does not include a severable CLIN for those sites. Are the costs for RAO activities which may be required to reach Site Closure at these sites to be included in one lump sum with the non-severable CLINs 0035, 0036, and 0037 in the TO2 Price Model? Or is the TO2 Price Model missing severable CLINs for RAO activities at sites FT001, FT002, and SS190?Midwest+IDIQ_Sched+B_CLIN+Structure+and+Price+Model_v1_02032020.xlsx; 20200109_Midwest_TO2_Price_Model.xlsxThe groundwater verification monitoring related to SS190, FT001, and FT002 at Grissom are nonseverable. This effort is considered non-severable because the IDEM requirement for SC of these sites involves eight quarters of consecutive groundwater samples below cleanup criteria. The IDIQ schedule B is comprehensive and includes severable and non-severable CLINs for all applicable sites to accommodate that work if required under the Basic IDIQ. No severable CLINs for the referenced sites are included in TO 2 because there is not a severable objective identified for them under TO 2.29-Apr-20
94Richards-Gebaur, SS006 and ST005There is only 1 site in the Task Order (2) price model - SS012. It’s on the NS CLIN tab which requires RC during the POP. The Site List shows two additional sites that require RA-O: SS006 and ST005. Should SS006 and ST005 be included in the Task Order (2) pricing model?Richards-Gebaur, SS006 and ST005To clarify, the objective for SS012 at Richards-Gebaur is SC which is a nonseverable CLIN assigned under TO2. No CLINs for Sites ST005 and SS006 are not included in TO-2 because they are not part of the scope of TO2. The IDIQ schedule B is comprehensive and includes severable and non-severable CLINs for all applicable sites to accommodate that work if required under the Basic IDIQ. Sites ST005 and SS006 could be added to BECOS through a later contract action in the event they do not achieve SC under the current PBR.29-Apr-20
95Section B - B058 FFF; Section B - B058 CPFF; and FFP FBLR TablePlease confirm that labor rates provided by Contractors in the FFP FBLR Table are only applicable to negotiated fixed price TOs and that CPFF TOs will utilize actual labor costs not FFP FBLR labor rates.Section B - B058 FFF; Section B - B058 CPFF; and FFP FBLR TableCPFF task order labor will be negotiated at the task order level. CPFF TOs will utilize actual labor costs29-Apr-20
96FFP FBLR Table Instruction Tab Section C.Spreadsheet instructions tab, section c. states that FFP FBLRs shall include profit.
97Section L, 4.9.1The 6-Dec-19 Q&A Response to question 88 had indicated that Estimating System, Purchasing System, and Accounting System language would be removed.
98Solicitation Due DateIs our assumption correct that the Government will be open to a future proposal due date extension in the event there are COVID19-related delays associated with the distribution of Government Furnished Information, response to PPQs, or responses to questions?Solicitation Due DateProposal deadline extended to 01 June 2020. All items required by 01 June 2020.29-Apr-20
99Midwest+IDIQ_Sched+B_CLIN+Structure+and+Price+Model_v1_02032020.xlsx; TO_2_PWS_Attch_1_Midwest_Base_Site_List_ BECOS_vf9.xlxs; 20200109_Midwest_TO2_Price_Model.xlsxThe file labeled TO_2_PWS_Attch_1_Midwest_Base_Site_List_ BECOS_vf9.xlxs indicates that Site Closure is anticipated within the POP at Sites SS035 and SS058. The file labeled Midwest+IDIQ_Sched+B_CLIN+Structure+and+Price+Model_v1_02032020.xlsx includes non-severable CLINs (0038 and 0040) for SS035 and SS058. However, the file labled 20200109_Midwest_TO2_Price_Model.xlsx does not include any non-severable CLIN for these sites, and the severable CLINs indicate that the performance objective is RAO.
Please clarify if Site Closure is expected at SS035 and SS058, and if so, should non-severable CLINs be provided in the TO2 Price Model for these sites?Midwest+IDIQ_Sched+B_CLIN+Structure+and+Price+Model_v1_02032020.xlsx; TO_2_PWS_Attch_1_Midwest_Base_Site_List_ BECOS_vf9.xlxs; 20200109_Midwest_TO2_Price_Model.xlsxThe Site Objectives for Grissom sites SS035 and SS058 are identified on the TO 2 Site List as RA-O (not SC) which is severable (this matches the TO 2 price model). The IDIQ schedule B is comprehensive and includes severable and non-severable CLINs for all applicable sites to accommodate that work if required under the Basic IDIQ. No non-severable CLINs for the referenced sites are included in TO 2 because there is no non-severable objective identified for them under TO 2.29-Apr-20

Or are these items to be included twice in this volume?Section L, pg. 12, ¶4.7 and ¶4.8These items are not to be included twice in the volume.
