| 68 | PWS Attach. A; SS021 (Wurtsmith) | What is the historical and/or predicted change out frequency for the sacrificial carbon vessel associated with the CTS and and the disposal of the spent carbon? | PWS Attach. A; SS021 (Wurtsmith) | Please review annual RA-O PTS reports and Monthly Technical Stats Reports. The last 12 MTSR reports have been uploaded to the Google Drive. | 29-Apr-20 |
| 69 | PWS Attach. A; SS021 (Wurtsmith) | What is the historical and/or predicted change out frequency for the Lead carbon vessel associated with the CTS and the disposal of the spent carbon. Note that this is a different vessel than the sacrificial vessel discussed in the previous question? | PWS Attach. A; SS021 (Wurtsmith) | Please review annual RA-O PTS reports and Monthly Technical Stats Reports. The last 12 MTSR reports have been uploaded to the Google Drive. | 29-Apr-20 |
| 70 | PWS Attach. A; SS021 (Wurtsmith) | It is understood the Air Force is currently paying the City of Oscoda a monthly fee for the discharge of treated water from the CTS to the sewer system. Under the Midwest BECOS Contract, will the Air Force continue to make these payments or will they become the responsibility of the Contractor? If they will become the Contractor's responsibility, please provide the monthly fee. | PWS Attach. A; SS021 (Wurtsmith) | The AF will continue to pay the CTS discharge service fee to the Charter Township of Oscoda. | 29-Apr-20 |
| 71 | PWS Attach. A; SS021 | What is the historical and/or predicted cleaning frequency for the conical bottom settling tank for the CTS? What is the mass of solids removed and disposed of during each cleaning event? | PWS Attach. A; SS021 | Please review annual RA-O PTS reports and Monthly Technical Stats Reports. The last 12 MTSR reports have been uploaded to the Google Drive. | 29-Apr-20 |
| 72 | PWS Attach. A; OT024 (Wurtsmith) | What is the predicted frequency for changing out the resin in the Mission Street PTS and disposing of the spent resin? | PWS Attach. A; OT024 (Wurtsmith) | Mission Street PTS became operational 30-Dec-19. Ionizing resin is the treatment media. The system has not been in operation a sufficient amount of time to develop media changeout frequencies, but it is anticipated that the resin will be changed every two years. The MPTS O&M manual is currently in draft and will be made available on the Google site. | 29-Apr-20 |
| 73 | PWS Attach. A; OT024 (Wurtsmith) | How often do the bag filters at the Mission Street PTS require change out? | PWS Attach. A; OT024 (Wurtsmith) | Bag filter change out times are TBD at this point. A UV treatment element has been added to the treatment train prior to the bag filters to reduce the change out frequency initially observed. Assume daily change out of the bag filters. | 29-Apr-20 |
| 74 | PWS Attach. A; SS072 (Wurtsmith) | The PWS attachment 1 indicates that a Biowall is a component of the current remedy; however, neither a Remedial Action Work Plan (RAWP) nor a Remedial Action Construction (RA-C) report can be found in the available records. Please provide the documents describing the biowall's design, construction, and current O&M program. | PWS Attach. A; SS072 (Wurtsmith) | The Final Enhanced Bioremediation Pilot Study Completion Report, Former Wurtsmith Air Force Base, IRP Site SS-72, Oscoda, MI prepared by MWH Americas, Inc, dated February 19, 2015 is available on the Administrative Record (AR# 460860) | 29-Apr-20 |
| 75 | 2018 Annual LTM RA-O Rpt. Wurtmith IRP Site SS072 | The 2018 Annual RA-O report indicates that PCE concentrations exceed the PCE GSI criteria of (60 ug/L) in a couple of the compliance wells. Have any course corrections been made in 2019 to reduce the PCE concentration entering Clark's March and, if so, when does the AF anticipate compliance well concentration to be below the PCE GSI? | 2018 Annual LTM RA-O Rpt. Wurtmith IRP Site SS072 | The AF determined an updated Risk Assessment must be completed prior to moving forward with issuance of a Proposed Plan. The current PBR contractor will be completing the update. | 29-Apr-20 |
| 76 | PWS Attach. A; LF027 (Wurtsmith) | Notes state: "FFS and LUC/IC Only ROD required to achieve RC." Please clarify what this note means. Is the Contractor expected to prepare a FFS, or a ROD, or perhaps both a FFS and a ROD, for this site? | PWS Attach. A; LF027 (Wurtsmith) | Yes, per Attachment 1 of the PWS, a feasibility study, Proposed Plan and ROD are required. | 29-Apr-20 |
| 80 | PWS Section 6.5 | This Section states, in part, "The Contractor is responsible for implementation of current and subsequent Five-year Review recommendations that are integral to the selected remedy excluding emerging requirements as specified in each TO." It is our understanding that the Fourth Five-Year Review for Wurtsmith will be issued after the bid due date for the Midwest BECOS Contract. As such, Contractors have no knowledge of the recommendations that will be included in this document prior to submitting our bids. Will the Contractor be responsible for implementing recommendations in the Fourth Five-Year Review for Wurtsmith even though we have no basis to price any recommendations that are included therein? For example, if the Fourth Five-Year Review recommends one or more of the CSI (MWH, 2016) recommendations be implemented to address deficiencies at Wurtsmith IRP Site LF-30/31, will the Contractor be responsible for implementing these recommendations? It is noted that this question applies to any other installation where the next Five-Year Review is issued after the bid due date for the Midwest BECOS Contract. | PWS Section 6.5 | Clarification - the comment applies to Section 6.15 of the PWS. |
| The Draft 4th Five-year Review and will be made available on the Google site. | 29-Apr-20 | |||||
| 81 | Final 2018 Annual RA-O Report, IRP Sites FT-02, LF-30/31, and SS-57, Wurthsmith | This document suggests the LF-30/31 EWTS performance data does not achieve its original design criteria, with metals removal in Ponds 1 and 2 significantly below the design objectives. As a result, there is considerable metals carry over into Ponds 3 and 4 and the aggregate media in these two ponds is becoming occluded with precipitated metals and/or biological fouling. This is evidenced by some surface water flow in Ponds 3 and 4, both of which are intended to be subsurface flow wetlands. During warm weather months, Ponds 3 and 4 go anaerobic, resulting in the dissolution of previously precipitated iron and manganese. Based on the information provided, it seems likely the EWTS will fail sometime during the Period of Performance. Do Contractors need to include the level of effort to address the underperformance of the EWTS with respect to its original design, including it's likely failure during the Period of Performance? Does this include the possible reconstruction of one or more ponds and, if necessary, the associated infiltration galleries? | Final 2018 Annual RA-O Report, IRP Sites FT-02, LF-30/31, and SS-57, Wurthsmith | Yes, routine O&M of the EWTS ponds to ensure proper performance is included in this PWS. Please review the Annual RA-O Reports to determine the level of effort required. At this time, reconstruction of one or more of the ponds and/or associated infiltration galleries is not part of this TO. If that becomes necessary, the AF will evaluate issuance of another TO under this IDIQ. | 29-Apr-20 | |
| 82 | CSI Report, Wurtsmith | This report concludes that the existing purge well network associated with LF-30/31 is only capturing approximately 70% of the groundwater flux at an extraction rate of 340 gpm and that further increasing pumping rates at the existing purge well network is not an option since the wells are pumping at capacity. Do Contractors need to include the level of effort to improve plume capture (a ROD objective) by installing additional purge wells? If yes, given the underperformance of the EWTS as noted in the question above, do Contractors need to include modifying/expanding the EWTS to handle the additional flow that will result? | CSI Report, Wurtsmith | At this time, assume routine O&M of the existing purge wells is required to maintain the existing capture is required. Please review the Annual RA-O Reports to determine the level of effort required. At this time, the addition of additional purge wells and modification/expansion of the EWTS is not part of this TO. If it becomes necessary to add addition purge wells and modify/expand the EWTS, the AF will evaluate issuance of another TO under this IDIQ. | 29-Apr-20 | |
| 83 | Final 2018 Annual RA-O Report, IRP Sites FT-02, LF-30/31, and SS-57, Wurthsmith | It is known that groundwater pumped from LF-30/31 purge wells and treated by the EWTS contains PFOA and PFOS, which the EWTS is not designed to remove. If any material needs to be removed from any of portion of the EWTS system (e.g., sediment in Ponds 1 or 2, aggregate media from Ponds 3 or four, water within the EWTS that must be removed to access sediment or aggregate), does this material need to be managed in accordance with AFGM 2019-32-01? | Final 2018 Annual RA-O Report, IRP Sites FT-02, LF-30/31, and SS-57, Wurthsmith | Compliance with AFGM 2019-32-01 is mandatory. | 29-Apr-20 | |
| 84 | PWS Attach. A; LF030/031 (Wurtsmith) | Does the Air Force have plans and a schedule to treat the PFOA and PFOS impacted groundwater pumped from LF030/031 purge wells? How will these plans impact Contract requirements to operate and maintain the LF030/031 EWTS? Given the LF030/031 EWTS issues identified in the previous questions, this information is critical to accurately scoping and pricing required work and costs for the LF030/031 EWTS over the time period covered by the Contract. | PWS Attach. A; LF030/031 (Wurtsmith) | The BECOS contractor will operate and maintain the EWTS per current parameters which do not include PFAS compounds. | 29-Apr-20 | |
| 85 | Final 2018 Annual RA-O Report, IRP Sites FT-02, LF-30/31, and SS-57, Wurthsmith | Based on it operational history, how many more years of operation are anticipated before EWTS Ponds 1 and 2 at LF-30/31 will require sludge removal? | Final 2018 Annual RA-O Report, IRP Sites FT-02, LF-30/31, and SS-57, Wurthsmith | Please review available reports (Annual RA-O Systems Reports, Monthly Technical Status Reports, Five-Year Review Reports, and others as appropriate) as well as the EWTS O&M Manual available on the AR. | 29-Apr-20 | |
| 86 | PWS Attach. A; SS57 (Wurtsmith) | Language in Current Remedy includes "BioSparging (BS) ongoing and in-situ bioremediation injections implemented in 2019". Under Type of System, it states "Biosparging Systems". Under Current Frequency of Monitoring, it states "annual monitoring". Please confirm that in situ bioremediation injections were implemented in 2019. Assuming the answer is yes, please confirm whether additional injections are anticipated under the contract. Additionally, please confirm that the monitoring frequency is annual, based on a new remedy having been implemented within the past year. | PWS Attach. A; SS57 (Wurtsmith) | In Situ bioremediation injections were implemented in 2019. |
From the Draft Remedial Action Completion Report: "Applications of IAB solutions are anticipated to proceed on a semi-annual basis; the next application is scheduled for Spring 2020. Results of the performance monitoring will be used to refine the NaNO3 and TSP dosages and to determine the optimal application frequency."
Performance groundwater monitoring will be conducted on a quarterly basis for the first year of operation and modifications to the performance sampling plan will be presented in the Annual RA-O reports. Annual results of performance monitoring will be reported in annual RA-O reports.
LTM will continue at an annual frequency.
| Final Remedial Action Completion Report for SS057 is expected in the very near future and will be made available. | 29-Apr-20 | |||||

| 88 | TO 2 PWS Attch 1 Midwest Base Site List BECOS vf9 | KI Sawyer sites indicate system decommissioning. Does this include well abandonments and remedial system removal? | TO 2 PWS Attch 1 Midwest Base Site List BECOS vf9 | After Site ST004 at K.I. Sawyer reaches RC, system decommissioning will include removal and proper disposal of all components of the treatment system, including sparge wells, but not monitoring wells. The recently finalized ST004 Optimized Exit Strategy and Remedial Action Closure Plan has been added to the Google document site as added reference. | 29-Apr-20 | |
| 89 | TO2 PWS Attch 2 KI Sawyer Base Spec Req Midwest BECOS vf2.doc | There are no reports listed in this document or on the AFCEC Admin Record related to KI Sawyer PFAS RA-O activities at CG406. Can a work plan or sampling report be provided on the AR? | TO2 PWS Attch 2 KI Sawyer Base Spec Req Midwest BECOS vf2.doc | Yes, for K.I. Sawyer Site CG406, documents outlining system operations and sampling of the home treatment system have been added to the Google Document site as requested. | 29-Apr-20 | |
| 90 | PWS | The PWS requires the Contractor to: “pay the rent or purchase price and associated expenses for the AF to maintain or support modification of existing rights of access”. For each installation, please provide a list of current access agreements/rights, associated historical rent/fees/renewal fees/other fixed costs, including the frequency each fixed cost for each access agreeement at each Installation. This information is needed in support of providing accurate costs for an activity that can vary widely from agreement to agreement. | PWS | Assume no costs for rights of access for Wurtsmith. | 29-Apr-20 | |
| 91 | PWS, Multiple, Meeting and Teleconference Support | In one PWS it states: “If needed, contractor will provide services of a professional facilitator to run public meetings and ensure all parties are provided an opportunity to communicate. This requirement is only necessary in the event of controversial or adversarial situations where predominate viewpoint of vocal community members is negative and impairs free flowing exchange of information. Professional services can diffuse these negative group dynamics and enable positive outcomes for gaining understanding and trust among various stakeholders.” In another PWS it states: “At the direction of the Government, the Contractor shall support, coordinate, and attend community, stakeholder, Restoration Advisory Board (RAB), and other periodic public meetings/teleconferences as necessary. Public meeting requirements include meeting logistics (e.g., facilities, audio/visual), newspaper notices, radio announcements, agendas, presentations, handouts, and meeting summaries/minutes, and transcripts where specified.” |
At the former Wurtsmith AFB, quarterly RAB meetings are not facilitated by the Current PBR Contractor. Instead, they are facilitated by another Air Force Contractor (i.e., Cherokee Nations). Under the new Contract, will the Government direct the new Contract holder to provide Wurtsmith RAB meeting coordination, including all the requirements cited above or will this work remain with a different Air Force Contractor? If the new Contractor holder is tasked with meeting coordination, will the government require the Contractor to provide the services of a professional facilitator? PWS, Multiple, Meeting and Teleconference Support BECOS contractor will be required to provide third part facilitator support beginning mid-2023. Assume two RABs for 2003 and four RAB meetings annually after that timeframe. 29-Apr-20
