1.1 Scope
The former Richards-Gebaur AFB is located in Kansas City, Cass County, Missouri and originally occupied approximately 2,400 acres. Built as an auxiliary airport in 1942, Richards-Gebaur has served a variety of functions since that time. The installation operated from 1941 until 1994 when the military flying mission ended. In 1980, approximately 80 percent of the installation property was deemed excess to the current needs of the USAF and transferred to the General Services Administration. The majority of this area was then transferred to the cities of Kansas City and Belton, Missouri by public benefit conveyance in August 1985. At base closure, Richards-Gebaur AFB was comprised of 429 acres of land that included 244 acres in the main cantonment area and 185 acres approximately four miles south of the cantonment area at the Belton Training Complex (BTC). The majority of the base was transferred to Kansas City and is managed through the Port Authority of Kansas City (PortKC) for private and industrial sector use. The former runway has been converted to rail and truck intermodal facilities for use by the Kansas City Southern Railroad. Missouri Department of Natural Resources (MDNR) provides regulatory oversight of the environmental program at Richards-Gebaur. USEPA is no longer participating in the oversight role.
In addition to the requirements presented in this PWS, this scope includes the following:

Contractors are not responsible for the following:
· Investigation and remediation of PFAS, except as noted in Attachment 1.

2.6.1 Meeting/Teleconference Support
· Richards-Gebaur BCT meetings are generally held monthly via PBR contractor-hosted teleconference calls. In addition, onsite BCT meetings are held on an as-needed basis approximately three times per year and are typically scheduled to occur the same week as other Air Force meetings (e.g., RAB meetings, public meetings, stakeholder meetings).
2.6.2 Public Meetings and Hearings
· The RAB at Richards-Gebaur has been long adjourned. However, Air Force conducts an annual stakeholders coordination meeting attended by Port KC (the reuse authority), US Army, Navy, Marines, and others involved in the current use and redevelopment at the former base. This meeting has been held at the Calvary University located at the former base in recent years. The PBR contractor is required to facilitate the meeting location and logistics, and prepare briefing material.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· No base-specific requirements in addition to those in the PWS.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· No base-specific requirements in addition to those in the PWS.
6.14 Land Use Controls (LUC)
· Annual LUC inspections required.
6.15 Five-Year Reviews
· The second Five-Year Review for Richards-Gebaur was signed in August 2012. The third Five-Year Review is in draft with MDNR for review as of October 2019. It is a policy review. The fourth and fifth Five-Year Reviews are included under this PBR TO.
