1.1 Scope
The Rickenbacker ANGB is located in the City of Columbus, in Franklin County and Pickaway County, Ohio. Portions of Rickenbacker ANGB were closed on September 30, 1994, and other portions were realigned as part of the 1991 and 1993 round of BRAC closures. The BRAC mandated property transfer actions at Rickenbacker ANGB were completed on June 26, 2007.
The environmental restoration program at the BRAC portion of RANGB is currently managed under CERCLA, RCRA and Ohio’s Bureau of Underground Storage Tank Regulation (BUSTR) program. Regulatory oversight is provided primarily by Ohio EPA and BUSTR. The United States Environmental Protection Agency Region 5 (USEPA) is currently not involved in an oversight role. RANGB is not listed on the National Priorities List (NPL).
In addition to the requirements presented in this PWS, this scope includes the following:

Contractors are not responsible for the following:
· Investigation and remediation of PFAS, except as noted in Attachment 1.

2.6.1 Meeting/Teleconference Support
· Onsite RANGB BCT meetings are held once per year and are typically scheduled to occur the same week as other Air Force BRAC meetings in Ohio (at nearby Gentile AFS and Newark AFB). Onsite meetings are typically held at Columbus Regional Airport Authority facilities at the Rickenbacker International Airport. These meetings are to be coordinated and facilitated by the PBR contractor. Post-meeting minutes (draft, draft final and final) are to be developed to document these meetings. Other as-needed BCT or other meetings are generally held via PBR contractor-hosted teleconference calls (typically two per year).
2.6.2 Public Meetings and Hearings
· No base-specific requirements in addition to those in the PWS.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· No base-specific requirements in addition to those in the PWS.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· No base-specific requirements in addition to those in the PWS.
6.14 Land Use Controls (LUC)
· LUC inspections are required every year as long as RA-O groundwater monitoring is performed. Thereafter, every five years, typically in the period immediately before a scheduled Five-Year Review.
6.15 Five-Year Reviews
· The third Five-Year Review will be completed under the current PBR and is due May 2020. The fourth and fifth Five-Year Reviews are due May 2025 and 2030 and are included in this PBR TO.
