1.1 Scope
The former Newark AFB is located in Heath, Ohio, approximately 30 miles north east of Columbus. While the installation was closed in 1996, the AF mission at the former Newark AFB continued uninterrupted due to the privatization in place of the workload. The installation encompasses approximately 70 acres, the majority of which consists of improved grounds on which the main building (Building 4) and adjacent facilities are located. There are three property transfer parcels at the former Newark AFB, Parcel 1a (56.17 acres), Parcel 1b (0.76 acres) and Parcel 2 (13.30 acres). Parcel 1a was transferred in September 1996 to the Heath-Newark-Licking County Port Authority (HNLCPA) as part of an Economic Development Conveyance (EDC). Parcel 1b (which contains Site FF-87) was similarly transferred to HNLCPA as part of an EDC in February 2011. HNLCPA subsequently transferred Parcel 1b to APCLNH, LLC on March 2, 2011. Parcel 2 was transferred to the Licking County Regional Airport Authority (LCRAA) under a Public Benefit Conveyance (PBC) in September 2003. The former Newark AFB is not listed on the National Priorities List (NPL). The environmental restoration program at Newark is currently managed under Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). The United States Environmental Protection Agency Region 5 (USEPA) is currently not involved in an oversight role.
In addition to the requirements presented in this PWS, this scope includes the following:

Contractors are not responsible for the following:
· Investigation and remediation of PFAS, except as noted in Attachment 1.

2.6.1 Meeting/Teleconference Support
· Onsite Newark BCT meetings are held once per year and are typically scheduled to occur the same week as other Air Force BRAC meetings in Ohio (at nearby Rickenbacker ANGB and Gentile AFS). Onsite meetings are typically held at the former base in the main conference room of the Heath-Newark-Licking-County Port Authority. These meetings are to be coordinated and facilitated by the PBR contractor. Post-meeting minutes (draft and final) are to be developed to document these meetings. Other as-needed meetings are generally held via PBR contractor-hosted teleconference calls (typically one per year).
2.6.2 Public Meetings and Hearings
· No base-specific requirements in addition to those in the PWS.
2.6.5 Site Access: Permits, Easements, and Work Site Access
· No base-specific requirements in addition to those in the PWS.
3.4 Computer Aided Design Drawing (CADD) and Geographic Information Systems (GIS) Updates
· No base-specific requirements in addition to those in the PWS.
6.14 Land Use Controls (LUC)
· LUC inspections have been conducted annually through 2018. Future LUC inspections are required yearly.
6.15 Five-Year Reviews
· The third Five-Year Review will be completed under the current PBR and is due June 2020. The fourth and fifth Five-Year Reviews due May 2024 and May 2029 are included in this PBR TO.
