Q4:
Are Offeror(s) supposed to fill out the PPQs?
A4:
There is no need to fill out the PPQ. If an Offeror would like to add the POC information to the PPQ, that is acceptable, however the questions are for the POCs to fill out. If it is easier, Offerors are permitted to simply send over the POC information requested in section L, “Past Performance Questionnaire (PPQ): For each PPIS the Offeror plans to submit in their Past Performance Volume it would be highly beneficial to provide the following no later than 45 days after release of the initial RFP: 1) Contract number; 2) the associated Cage Code and DUNS Number for that contract (if applicable); 3) at least one, preferably two POCs, including their name (i.e.; Mr. John Smith) and title (e.g.; CO, Program Manager, Engineer, Etc.), along with a current phone number and email address.”
Q5:
Is it permissible to make changes to the harness (W9513020) between J1 and the BACU?
A5:
The current funding prevents wire harness W9513020 from being changed in relation to this program. As a result, the referenced wire harness must remain as-is.

USAF does not believe these drawings will provide any useful information beyond what is in the Performance Specification. The relevant information from external documents has been incorporated into the Performance Specification for this acquisition which was cleared for release. The requested documents have not been cleared for foreign disclosure. It may be possible to seek authorization for distribution post-award, if necessary. If there appears to be incomplete information necessary for the sole purpose of responding to the solicitation, please let Ryan Peacock know ryan.peacock@us.af.mil.

The Supplier is not required to provide these fittings as part of the BCSR program. Drawing 6F2986-2 is not available to the USAF and will not be provided. The remaining drawings listed are not necessary, the numbers are provided for reference only.
Q8:
In regard to “2.6.3; 4.2 –Tooling, Fixtures, and Inspection Equipment; Commodity TO Source Data,” is the intent of the Government to be able to repair subcomponents (SRU) in the system (for example, being able to replace a flash memory chip on the BACU CPU CCA), or is it to identify that a certain SRU has malfunctioned (such as the CPU CCA) and to be able to replace that SRU with a functioning one without repairing the faulty SRU? … If the intent is to be able to repair subcomponents at the depot level, does that mean that the test equipment described in 2.6.3 is the equipment that will be used, along with the TO described in 4.2, to effect the repairs?
A8:
Tooling, Fixtures, and Inspection Equipment: The Government intends to repair the BACU by identifying which circuit card(s) have failed and replacing them. Some circuit card repair is possible within the USAF depot capabilities, but extensive circuit card repair is not expected or necessary.
Q9:
Will it be possible to receive a copy of the referenced TOs (e.g.; TO 4BA8-47-3, TO 4BA4-131-3)?
A9:
The referenced T.O.s were intended to be provided to the awarded contractor, if necessary, to be used as a template/guide for developing the contract T.O. deliverables. They have not been cleared for foreign disclosure at this time. USAF is unaware of any useful relevant information contained in them which is necessary for responding to the solicitation. If there appears to be incomplete information necessary for the sole purpose of responding to the solicitation, please let Ryan Peacock know ryan.peacock@us.af.mil.
