About this file
This document contains questions and answers regarding a forthcoming federal solicitation for the F-16 Brake Control System Redesign program. The solicitation will be issued by the Defense Logistics Agency Aviation and seeks proposals to redesign the brake control system for the F-16 fighter aircraft to enable continued safe operations over the remainder of the airframe's service life. Offerors are advised that funding is anticipated to be in place prior to award. The contract line items will request quantities of 153 brake actuator control units and 93 brake control valve assemblies, which represents the sum of initial investment spares and projected operational spares over the life of the contract. Offerors are instructed to quote the quantities listed in the solicitation documents. The document provides guidance that past performance questionnaires for relevant prior contracts should be submitted no later than 45 days after solicitation release to facilitate evaluation.

Question:
Has this program has been funded by the government?
Answer:
Funding is anticipated to be in place prior to award. This requirement is not for planning purposes.
Question:
The SOW indicates a quantity of 40 BACU and 40 BCVA for the initial quantity of investment spares, but the contract line items request quantities of 153 and 93, respectively. What quantity is expected to be quoted on the proposal regarding CLIN 0005AB and 0005AC?
Answer:
Please quote the contract line item quantities listed in the TRD/SOW. CLIN(s) are a combination of investment spares (40 each) and POS/RSP spares (113 BACUs and 53 BCVs). In short, quote the CLIN which is the POS/RSP numbers, plus the investment spares (113 + 40 = 153, and 53 + 40 = 93).
Question:
Are there any files due immediately to be considered a participant? It appears there are files that need to be submitted prior to the proposal.
Answer:
Per section L; Paragraph 3.2 Past Performance Questionnaire (PPQ)
For each PPIS the Offeror plans to submit in their Past Performance Volume it would be highly beneficial to provide the following no later than 45 days after release of the initial RFP: 1) Contract number; 2) the associated Cage Code and DUNS Number for that contract (if applicable); 3) at least one, preferably two POCs, including their name (i.e.; Mr. John Smith) and title (e.g.; CO, Program Manager, Engineer, Etc.), along with a current phone number and email address…
Offerors who choose not to provide the preceding PPIS/PPQ information, shall send a PPQ (Attached) to each POC (COs, Program Managers, Engineers) for each PPIS submitted in the Past Performance Volume. POCs will submit the completed PPQ directly to the Government. The information contained in completed PPQs shall be considered sensitive and shall not be released to the Offeror. A cover letter for transmitting the PPQ to each POC is provided (Attached).
*In summation: we would like the PPQ POCs early (ETA 2/26/2021), to expedite processes, but early submittals are not a factor for qualification/consideration.*
