| Instructions | 1 | The contractor shall utilize the worksheets titled "Metadata" and "RDT Data" within this attachment as a template to provide the Resource Distribution Table deliverable. | ||
| 2 | Other than cells marked, "(optional)" the contractor shall enter data in all yellow highlighted cells as indicated on each worksheet and in accordance with these instructions. | |||
| 3 | Fill in the required data on the worksheet titled "Metadata" which provides data about the contract, the CDRL deliverable, who prepared the CDRL deliverable, and when the CDRL deliverable was prepared. | |||
| 4 | Fill in the required data on the worksheet titled "RDT Data" as instructed below (see the NOTONAL EXAMPLE in columns E and F on "RDT Data" worksheet for two example subcontractor columns): | |||
| a) | The total of the "Price" row (5.c) shall equal the contractor's total contract price when all options are exercised. | |||
| b) | Total contract price (row 5.c) shall be broken down into: | |||
| i. | Costs plus profit/fee incurred to preform work internally by the prime contractor, reported in "Prime Contractor" column. | |||
| ii. | Costs incurred to pay subcontractors to provide hardware, software, or other services, reported in columns "All Other Subcontractors" thru "Subcontractor n". | |||
| iii. | Subcontractor costs shall be provided for each subcontractor (row 5.c, columns "Subcontractor 1" thru "Subcontractor n") if the total anticipated price paid to the subcontractor is estimated to exceed $20M during the course of the contract (assuming all options are exercised). Insert and label additional columns between "Subcontractor 1" and "Subcontractor n" as required to provide data for each subcontractor. |
A subcontract is any agreement, purchase order, or instrument other than a prime contract calling for work or for the material required for the performance of one or more prime contracts. It usually covers procurement of major components or subsystems that require the subcontractor to do extensive design, development, engineering, and testing to meet a prime contractor’s procurement specifications. (Via DoD Manual 5000.04 - Cost and Software Data Reporting (CSDR) Manual)
| iv. | Costs associated with all subcontractors not anticipated to exceed $20M may be combined and reported in the row labeled 5.c, column "All Other Subcontractors". | |
| c) | The following information is required, by subcontractor, if the total anticipated price paid to the subcontractor is estimated to exceed $20M during the course of the contract (assuming all options are exercised). | |
| i. | In the row labeled 5.a, enter the company name of the subcontractor who will be providing the part, software, or service. If the subcontractor is not yet known, enter "TBD". | |
| ii. | In the row labeled 5.b, enter the city and state (and country if not the United States) the subcontract is located in. If the subcontractor has multiple locations, enter the location the part or software is produced or the service is being completed. If the subcontractor is not yet known, enter "TBD". | |
| iii. | For each WBS identified in section 5.g and for each of the "Subcontractor 1" thru "Subcontractor n" columns, enter an "X" in the cell at the subcontractor-WBS intersection if the subcontractor identified in the column is completing work associated with the WBS identified in the row. If the subcontractor is not completing work associated with the WBS, enter "-". | |
| iv. | (Optional) In row labeled 5.d, provide what percentage of the parts, software, or services being procured from the subcontract qualifies as a commercially available item, according to the contractor's assessment (note: only the government's Procuring Contractor Officer makes all final commerciality assessments). The percentage shall be calculated as a percent of total price (the row labeled 5.c) (i.e., price of commercial items divided by price of all items) not as a function of quantity. |

| v. | (Optional) In row labeled 5.e, provide what percentage of the parts, software, or services being procured from the subcontract qualifies as a competitively sourced item. An item is considered competitively sourced if the prime contractor has received two or more quotes from independent subcontracts in order to provide the item. The percentage shall be calculated as a percent of total price (the row labeled 5.c) (i.e., price of competitively sourced items divided by price of all items) not as a function of quantity. |
| vi. | USG USE ONLY: In row 5.f, enter the OSD(CAPE) Waiver Number associated with the subcontractor and commercial product in question if a waiver has been previously issued by OSD(CAPE). |
