Seymour Johnson Technical Questions & Answers
1. Please verify number of truck receipts by product per week. At the site visit the COR thought the information on the appendix was incorrect.
Answer: Refer to PWS Appendix AF, Section (1) Introduction.
2. What is the average duration of a 130,000 gallon transfer?
Answer: Refer to PWS Appendix AF, Section (1) Introduction.
3. Referring to the TS collateral duty restrictions listed in PWS Appendix D, would the
Government consider removing this restriction for AF Bulk Storage GOCO sites with fewer than 10 FTEs assigned? Administrative and management duties for small workforces will not require 8-hrs per day, 5-days per week, and segregation of duties is not a factor.
Answer: No, Refer to PWS Appendix D.
4. The Seymour Johnson Appendix AF was changed to state "None. Contractor available 24 hours" for number of times called in after hours. What is the intent of this change?
Refer to PWS Appendix AF, Section (2) Hours of Operation.
5. Does the Fuels Management Flight designate the number of fuels personnel who must be present when off-loading multiple tank trucks simultaneously in their Fuels Operating Instructions? And if so, what does it stipulate?
Answer: Refer to PWS Section C-4.0 Applicable Directives.
6. Please provide the average number of JAA receipts per month. Appendix AF states Average
JAA receipts per month is 15; however, during the site visit it was noted that receipts actually occur 5 days a week, so 20 to 21 times per month.
Answer: Refer to PWS Appendix AF, Section (3) Workload Information.
7. Please confirm if railcar is a receipt mode. Reference Introduction Section of the Appendix
AF (page 2), the base receives by rail car and tank truck. However, the Workload Information table indicates mode of delivery as tank truck and pipeline. Please clarify.

8. Reference Introduction Section of the Appendix AF (page 2), the base receives ground fuel once a month on average (MUR, E-85, BDI, DS2). However, the Workload Information table does not reflect any information for ground fuel receipts. Please confirm if the
Contractor is responsible for ground fuel products (receipt/fillstand) and provide workload data to include receipt mode and frequency of receipts by product.
Answer: This is not a contractor requirement. Ground fuels is not the contractor’s responsibility.
9. Please confirm if the Contractor performs return to bulk operations (i.e. R-11 or bowsers).
Answer: Refer to PWS Section C-5.2.2.1.
10. The workload information states that there have been 0 times that the Contractor has been called in outside normal duty hours. Please confirm the Contractor has also not had to have personnel stay after normal duty hours to complete receipts/transfers/issues.
Answer: Refer to PWS Section C-5.1 Staffing.
11. The workload information states that there have been 0 times that the Contractor has been called in outside normal duty hours. Would the Contractor be reimbursed if personnel have to stay after normal duty hours to complete receipts/transfers/issues?
Answer: Refer to PWS Section C-5.1 Staffing and PWS Appendix F.
12. The workload information references an emergency generator being in the Contractor's AOR.
Please confirm that a Government entity is responsible for conducting the periodic generator testing and maintenance.
13. The workload information references an emergency generator being in the Contractor's
AOR. Please confirm that the Government provides the fuel for this generator in the event that the Contractor is responsible for testing.
14. The base specific requirements provide a listing of Government-furnished facilities to be used by the Contractor. Are spill kits to be provided by the Government?
Answer: Refer to PWS Section C-5.8.2 Government Furnished Property (GFP) and Services.
15. There is no listing of furniture included for the Government furnished facilities. Does the Government provide furniture for the Contractor's use?
Answer: Refer to PWS Appendix AF, Section (5) Facilities.
16. The workload information does not include information on when the Contractor can receive product. What is the normal window that receipts occur, by conveyance, to the Installation?
17. The workload identifies 5 confined spaces. Does the Contract enter confined spaces to complete their job function?
18. The workload information states that quarterly, semi-annual, and annual maintenance on
GFP is provided by DLA Energy. Please confirm the Contractor is only responsible for operator level inspection.
Answer: Refer to PWS Section 5 Performance Requirements, Sub-Paragraph C-5.3.1 and C- 5.3.2.1.
19. The workload information states that quarterly, semi-annual and annual maintenance on GFP is provided by DLA Energy. Please confirm the Contractor is only responsible for coordination with CE for maintenance of GFP.
Answer: Refer to Appendix AF Table 2 and PWS Section C-5.3.
