II. INSTALLATION SPECIFIC INFORMATION
A. BASE
(1) INTRODUCTION
Langley Air Force Base currently has 17 T-38s and 54 F-22As which belong to the 1st Fighter Wing. They produce approximately 6000 training sorties a year. Langley AFB’s primary receipt mode is receiving JAA by barge. Langley AFB usually receives two barges a month, if the barges have to reschedule it may be necessary to go with the alternate receipt method and receive tank trucks. Due to the barge schedule, the Contractor may need to shift work hours to support barge-offloading times.
Langley AFB also participates in the Army’s QLEX exercise each year. The QLEX is a fuel receipt exercise where the Army supports the base with fuel via Gov’t fuel trucks, which come in two sizes either 5000 gallons or 7500 gallons. The exercise will last for approximately two weeks; however, only 7 days of those two weeks will Langley AFB actually receive trucks. The Army’s targeted gallon amount per day is 80K gallons. The amount of trucks that will arrive per day depends on the ability of the Army to conduct their logistics, but are usually between 12 and 18.

(2) HOURS OF OPERATION
Normal hours for fuels operations are identified below. Contractor must be capable of providing 24 hours x 7 days per week PWS coverage when required including for weather, natural disaster, exercise, or other contingency operations.

NOTE (1): If the holiday falls on Saturday—the previous Friday shall be observed as the holiday. If the holiday falls on Sunday—the next Monday shall be observed as the holiday.
NOTE (2): Fuels Operations shall operate during normal or required extended hours of operation and on observed holidays unless authorized to close by the Wing Commander or designee. If closed, standby personnel shall be identified to MOC and Security Forces and be available to respond within 1 hr.
(3) WORKLOAD INFORMATION
Base workload/requirements are provided below. Quantities and durations are estimates only and subject to variation. Variation does not directly correspond to additional requirement or staffing without validation and/or increase in normal hours of operation by the Contracting Officer.
