Pope AFB Questions & Answers
1. Is there a requirement for a FDSM at Pope AAF?
Answer: Refer to PWS Appendix AF, page 1, table 2a.
2. During the site visit, the Terminal Superintendent noted that one Fuels Contractor was required for each set of off-loading headers (3 sets of 2 headers each) if offloading more than one tank truck simultaneously. Is this based on the Fuels Management Flight’s local Operating Instructions or contractor preference?
Answer: Refer to PWS Appendix C.
3. Does the Fuels Management Flight designate the number of fuels personnel who must be present when off-loading multiple tank trucks simultaneously? And if so, what does it stipulate?

5. Reference Appendix AF, Table (3) Workload Information, “the transfer line is currently down.” Please clarify if the transfer line is permanently out of service (pending future repair) or is out temporarily. Basically, are transfer operations considered in this solicitation? If so, please provide frequency of transfer ops when the line was in service.
Answer: Refer to PWS Appendix AF, Section (3) Workload Information.
6. Reference Appendix AF, Table (3) Workload Information, please clarify if the Contractor provides fillstand operations. The reference does not show whether or not there are fillstands. If so, please confirm if the fillstands are equipped with an operational deadman control and overfill protection device (Scully System).
Answer: This is not a contractor requirement.
7. Please confirm if there any bowsers provided by the Government for Contractor use.
Answer: Bowsers are not required for Pope AFB under this solicitation.
8. Please confirm if the Contractor performs return to bulk operations (i.e. R-11 or bowsers).
Answer: This is not a contractor requirement.
9. Reference Appendix AF, Table (3) Workload Information, please provide the mode of receipt for the 9 receipts per month. Additionally, please confirm that tank truck is the primary mode of receipt for Jet A and rail cars are an alternate receipt mode for Jet A as shown in Table 6-Petroleum Storage Tanks. If rail cars are received, please provide average number of receipts per month (or year).
Answer: Refer to PWS Appendix AF Section (3) Workload Information.
10. Reference Appendix AF, Table (3) Workload Information, the average duration of each receipt mode is 5-7 hours. Please clarify the duration for tank truck and for rail car.
11. Please clarify the responsibilities for operating (training etc.) and maintaining (fuel, oil, mx.)
the emergency generator.
12. Please provide the level of DLA Energy/USACE RM provided maintenance for this contract.
Currently, Appendix AF shows this as N/A.
Answer: This is not a contract requirement.
13. Please confirm if the Government is providing any land mobile radios (LMR) for this contract?
Answer: Refer to PWS Appendix AF.
14. Please confirm whether or not the Contractor is required to provide spill response kits at loading/unloading facilities?
Answer: Refer to PWS Section C-5.8.2 Government Furnished Property (GFP) and Services.
15. The workload information states that there have been 0 times that the Contractor has been called in outside normal duty hours. Please confirm the Contractor has also not had to have personnel stay after normal duty hours to complete receipts/transfers/issues.
Answer: Refer to PWS Section C-5.1 Staffing.
16. The workload information states that there have been 0 times that the Contractor has been called in outside normal duty hours. Would the Contractor be reimbursed if personnel have to stay after normal duty hours to complete receipts/transfers/issues?
Answer: Refer to PWS Section C-5.1 Staffing and PWS Appendix F.
17. The workload information references an emergency generator being in the Contractor's AOR.
Please confirm that a Government entity is responsible for conducting the periodic generator testing and maintenance.
18. The workload information references an emergency generator being in the Contractor's AOR.
Please confirm that the Government provides the fuel for this generator in the event that the Contractor is responsible for testing.
19. The base specific requirements provide a listing of Government-furnished facilities to be used by the Contractor. Are spill kits to be provided by the Government?
Answer: Refer to PWS Section C-5.8.2 Government Furnished Property (GFP) and Services.
20. There is no listing of furniture included for the Government furnished facilities. Does the Government provide furniture for the Contractor's use?
Answer: COR is currently completing an inventory and we will update the Appendix AF once complete.
21. The workload information does not include information on when the Contractor can receive product. What is the normal window that receipts occur, by conveyance, to the Installation?
22. The workload information does not include information on receipts, by type, as called for in the Government description of workload. Please provide this information for review.
