Langley AFB Questions & Answers
1. The Langley Appendix AF lists Ground fuel receipts but we were told at site visit that the contractors have no responsibility for ground products. Please confirm.
Answer: This is not a contractor requirement.
2. The Langley Appendix states that barges take 6-7 hours but we were told at the site visit that it is normally 10 hours. Please confirm.
Answer: Refer to PWS Appendix AF, Section (3) Workload Information.
3. Please confirm that ground products are not handled by the contractor, despite listing DS2, MRR and BDI in Appendix AF workload information.
Answer: Refer to PWS Appendix AF, Section (3) Workload Information & Section (6) Petroleum Storage Tanks.
4. Does the Fuels Management Flight designate the number of fuels personnel who must be present when off-loading multiple tank trucks simultaneously in their Fuels Operating Instructions? And if so, what does it stipulate?
Answer: Refer to PWS Appendix C.
5. Please provide the number of commercial tank trucks (Jet A) received for FY 17. Our understanding is that Jet A tank trucks are secondary receipt mode and only used to test alternate capability or when there are scheduling problems with barges. Please confirm.
6. Reference Appendix AF, Table (3) Workload Information, please clarify if the Contractor provides fillstand operations. The reference does not show whether or not there are fillstands. If so, please confirm if the fillstands are equipped with an operational deadman control and overfill protection device (Scully System).
7. Please clarify the responsibilities for operating (training etc.) and maintaining (fuel, oil, mx.)
the emergency generator.
Answer: Refer to PWS Appendix AF Section (3) Workload Information.
8. Please clarify if the Contractor has any responsibilities for the oil water separator reflected in
Appendix AF.
Answer: Refer to Appendix AF Section (3) Workload Information.
9. Please confirm whether or not the Contractor is required to provide spill response kits at the tank truck off-loading areas, pier and fillstands.
Answer: Refer to PWS Section C-5.8.2 Government Furnished Property (GFP) and Services.
10. Please confirm if the Contractor performs return to bulk operations (i.e. R-11 or bowsers).
Answer: Refer to PWS Section C-5.2.2.1.
11. Please confirm if nitrogen for ATG systems is purchased via a contract modification
(delivery order) or if this is a Contractor responsibility
12. Please clarify if there is a requirement for land mobile radios. Appendix AF does not show any radios.
Answer: Refer to PWS Appendix AF, Section (13) Land Mobile Radios (LMR).
13. Please confirm if there are any bowsers provided by the Government for Contractor use.
Answer: Bowsers are not required for Langley AFB under this solicitation.
14. The workload information states that there have been 4 times that the Contractor has been called in outside normal duty hours as Contractors are available 24 hours. Please confirm the Contractor has also not had to have personnel stay after normal duty hours to complete receipts/transfers/issues.
Answer: Refer to PWS Section C-5.1 Staffing.
15. The workload information states that there have been 4 times that the Contractor has been called in outside normal duty hours. Would the Contractor be reimbursed if personnel have to stay after normal duty hours to complete transfers/issues?
16. The workload information states that there have been 4 times that the Contractor has been called in outside normal duty hours. Are barge receipts completed during normal duty hours or do these receipts extend beyond normal duty hours?
17. The workload information references an emergency generator being in the Contractor's AOR.
Please confirm that a Government entity is responsible for conducting the periodic generator testing and maintenance.
18. The workload information references an emergency generator being in the Contractor's AOR. Please confirm that the Government provides the fuel for this generator in the event that the Contractor is responsible for testing.
19. The base specific requirements provide a listing of Government-furnished facilities to be used by the Contractor. Are spill kits to be provided by the Government?
Answer: Refer to PWS Section C-5.8.2.
20. There is no listing of furniture included for the Government furnished facilities. Does the
Government provide furniture for the Contractor's use?
Answer: COR is currently completing an inventory and we will update the Appendix AF once complete.
21. The workload information does not include information on when the Contractor can receive barge receipt. What is the normal window that receipts occur, by conveyance, to the Installation?
22. The workload identifies 4 confined spaces. Does the Contract enter confined spaces to complete their job function?
