Dover AFB Questions & Answers
1. The Dover Appendix AF states hours of 0700-1600, but it states transfers start between 1700 and 1900. Please confirm correct hours for transfers.
Answer: Refer to PWS Appendix AF, Section (2) Hours of Operation & Section (3) Workload Information.
2. Does the contractor have to enter any of the confined spaces at Dover AFB?
Answer: Refer to PWS Appendix AF, Section (3) Workload Information.
3. The Dover Appendix AF states "None. Contractor available 24 hours" for number of times called in after hours. How is this correct if hours are 0700-1600?
Answer: Refer to PWS Section C-5.1 Staffing.
4. Please provide information on nitrogen bottle replacement at Dover AFB. Number of bottles consumed per year?
Answer: There are none to replace.
5. The published hours of operations for Bulk Storage Services at Dover AFB is 0700-1600 per the Dover Appendix AF 10 Jan 17. However, the second page of that same document defines the normal days and times for transfers are Mon-Fri with the transfer starting between 1700 and 1900. How can transfer happen within the Contractor operated areas after the published normal hours of operation?
Answer: Refer to PWS Appendix AF, Section (2) Hours of Operation.
6. Appendix AF shows hours as 0700-1600 M-F; however, during the site visit we were told these would be changed. Please confirm the operational hours at Dover.

7. Please confirm that alternate Jet receipt capability is tested quarterly.
8. Please confirm that the average pipeline receipt is 9.5 hours & that pipeline receipts occur approximately 16 times per month. Does the 9.5 hours include set-up and shut-down time?
Referring to question 1, the duration would appear to exceed the normal operating hours more than half the month.

9. During the site visit it was noted that the Jet Fillstands are required to be manned by a FDSO while in operation despite the fact that they are equipped with Scully High level protection and are deadman operated. This is not the normal procedure established in AFI 23-201.
Please confirm.
Answer: This is not a contractor requirement. The contractors are not required to man the fill stands.
10. Appendix AF states that the contractor was not called in after hours since they are available 24 hours. However, with the new hours listed in appendix AF this is no longer the case.
Please provide how often it is projected the contractor would be required to come in to perform fills or transfers so that we can accurately price the contract.
11. Please include responsibilities for snow and ice removal.
Answer: Refer to PWS Appendix AF, Section (3) Workload Information & PWS Section C-
5.3.4 Buildings and Grounds Maintenance.
12. Reference Appendix AF, Table (6) Petroleum Storage Tanks, please clarify the type of tanks (UST/AST). All tanks are shown as UST but are actually ASTs.
Answer: Refer to PWS Appendix AF, Section (6) Petroleum Storage Tanks.
13. The workload information states that there have been 0 times that the Contractor has been called in outside normal duty hours as Contractors are available 24 hours. Please confirm the Contractor has also not had to have personnel stay after normal duty hours to complete receipts/transfers/issues.

Answer: Refer to PWS Section C-5.1 Staffing and PWS Appendix F.
15. The workload information references two emergency generators being in the Contractor's AOR. Please confirm that a Government entity is responsible for conducting the periodic generator testing and maintenance.
16. The workload information references two emergency generators being in the Contractor's AOR. Please confirm that the Government provides the fuel for this generator in the event that the Contractor is responsible for testing.
17. The base specific requirements provide a listing of Government-furnished facilities to be used by the Contractor. Are spill kits to be provided by the Government?
Answer: Refer to PWS Section C-5.8.2 Government Furnished Property (GFP) and Services.
18. Does the Government pump out low points/pits in the AOR of the Contractor?
19. There is no listing of furniture included for the Government furnished facilities. Does the Government provide furniture for the Contractor's use?
Answer: COR is currently completing an inventory and we will update the Appendix AF once complete.
20. The workload information does not include information on when the Contractor can receive trucks or pipeline receipt. What is the normal window that receipts occur, by conveyance, to the Installation?
21. The workload information states that annual maintenance on GFP is provided by DLA Energy. Please confirm the Contractor is only responsible for coordination with CE for maintenance of GFP.
