About this file

This document is the Integrated Hazardous Materials Plan (IHMP) for Joint Base Elmendorf-Richardson (JBER), effective 31 May 2025. The plan establishes procedures for the identification, authorization, tracking, storage, and disposal of hazardous materials (HAZMAT) across the installation to ensure compliance with federal regulations and protect personnel and environmental health.

The IHMP outlines comprehensive roles and responsibilities for multiple organizational entities including the Hazardous Material Management Process Team (HMMPT), Environmental, Bioenvironmental Engineering, Safety, HAZMAT Tracking Activities, Fire Prevention, contracting agencies, unit commanders, Environmental Officers, Unit Environmental Coordinators, HAZMAT Managers, and contractors. All non-exempt HAZMAT must be tracked in the Enterprise Environmental Safety and Occupational Health Management Information System (EESOH-MIS) and approved through designated channels before procurement or use. Key procedural requirements include mandatory monthly HAZMAT inspections using standardized checklists, annual training for HAZMAT managers, maintenance of comprehensive HAZMAT binders containing safety data sheets and appointment letters, establishment of First-In-First-Out (FIFO) procedures for shelf-life materials, and compliance with specific storage requirements for flammable materials, compressed gas cylinders, and incompatible substances. The plan applies to all military personnel, civilian employees, tenant organizations, contractors, and deployed units operating on JBER, with detailed appendices providing contractor management guidance, appointment letter templates, spill reporting procedures, material compatibility charts, and training requirements specific to different organizational roles.

3. EESOH-MIS AF Portal application search tool (EESOH-MIS access not required)

4. EESOH-MIS (access required).

5. HMIRS (DoD repository for SDSs).

6. A backup system will be in place to access SDSs in case primary computer access is disrupted.

If an SDS is not available for a newly procured product, the supervisor will not use the chemical until an SDS is obtained. SDS’s should be available from the source of supply, local/online vendors if purchased using a Government Purchase Card (GPC). (A Best Management Practice is by placing a number on each container that corresponds to a number placed on the SDS).

C. Job Descriptions and Appointment Letters.

For HAZMAT managers and the names of each employee filling the position will be maintained in in the shop (see Appendix B for example of HAZMAT manager appointment letter).

1. Commanders of HAZMAT Activities shall designate, in writing, a primary and alternate HAZMAT Manager for each HAZMAT site.

D. Training Records.

A record of completed HAZMAT training must be maintained in the HAZMAT continuity binder for each employee working with HAZMAT. Periodic briefings must be conducted when new HAZMAT is brought into the workplace, if the HAZMAT has new hazards associated with it.

E. Emergency Response Information.

Including a map showing the location of emergency equipment and evacuation routes must be on file at each building where HAZMAT is stored.

F. Authorized User List (AUL).

An accurate HAZMAT AUL must be on file and updated annually or whenever a change occurs. This may be obtained through EESOH-MIS: Reporting > Report Management > HAZMAT Tracking > Reports > Authorization Reports > Material Authorization in Shop Sequence.

G. Monthly HAZMAT Inspection Logs.

5.0 PROCEDURES

A. Tracking

1. All HAZMAT within the installation boundary, except those exempted, will be accounted for and tracked. This includes assets owned and used by the wing, tenant organizations, contractors, and all units deployed to JBER.

2. All HAZMAT will be tracked in the EESOH-MIS database. The database will contain information on container location, user, amount used/disposed of and/or released due to spills, date of issue, shelf-life, and information on chemical and physical properties.

B. Enrollment Process

1. Installation HAZMAT users, HMMP team, and other installation personnel will use EESOH-

MIS to request, authorize, and track HAZMAT. In addition, contractors must have their HAZMAT usage tracked by the HMMP.

2. To request EESOH-MIS access see appendix E.

C. Authorizations

1. All non-exempt HAZMAT used or found in the shop will be approved and processed through

EESOH-MIS.

2. If the shop no longer needs a HAZMAT and no longer has it on hand, then the shop may submit a request through EESOH-MIS to remove the material from their AUL. If a process is no longer required, all materials must be removed first then the process can be deleted.

D. Ordering

1. All units and organizations and contractors on JBER will enter all non- exempt HAZMAT orders into EESOH-MIS by going through their associated HTA. This includes all GPC purchase requests that are not exempt.

2. Customers will review the HAZMAT free issue list prior to making HAZMAT requests. Free issue items may be turned into the HTA for re-issue to authorized users. When turning in HAZMAT for inclusion on free issue list, the HTA will accept only serviceable, unopened, and defect-free items.

3. Organizations turning in HAZMAT for inclusion on free issue list will not receive funding credit. Customers may contact 673 LRS HAZMART Section at 552-2385 for the current list of Free Issue HAZMAT.

4. GPC Purchases. All applicable GPC program directives must be complied with, including maximum spending thresholds.

a. When a shop orders HAZMAT in EESOH-MIS for GPC purchases, the HTA will verify the authorization and approve or disapprove the request electronically. If approved, a GPC Authorization Report will be provided to the requester via a notification in the EESOH-MIS workbasket. The below figure illustrates an example of a GPC Authorization Report. The shop will print out this GPC approval notice from EESOH- MIS and provide the document to the GPC cardholder as proof it was properly approved and processed.

b. Once the material is approved purchased and received, the shop will bring the product to the HTA within three duty days for tracking through EESOH-MIS.

c. The HTA will receive, and the material in EESOH-MIS and issue bar code, E. Deployed Hazardous Material.

See Appendix O for deployment requirements.

F. Contractors Follow Appendix A and section 2.0 for guidance.

G. Inventory Control JBER is a consume-upon-receipt base for EESOH-MIS, which means that manual decrement for material is not required, Units are responsible for maintaining proper inventory levels and not exceeding the max-on-hand for each material based on their AUL.

6.0 HAZARDOUS MATERIAL STORAGE

A. General Storage Requirements All hazardous materials will be stored in designated areas with signage identifying the area as a “Hazardous Material Storage Area” with a defined boundary between any stored HAZWASTE. A physical boundary of some kind is best, but in a confined area, caution tape between the material and waste will suffice.

1.
