About this file
This is a Request for Proposal (RFP) for the 2026 Joint Base Elmendorf-Richardson (JBER) Multiple Award Construction Contract (MACC), Solicitation Number FA500026R0001, issued by the U.S. Air Force 673rd Contracting Squadron. The Government intends to award six (6) indefinite-delivery, indefinite-quantity (IDIQ) contracts with firm fixed-price (FFP) task orders to the highest technically rated offerors with fair and reasonable pricing. The JBER MACC is a five-year contract with a five-year ordering period running from July 1, 2026, to June 30, 2031. The overall program ceiling is $995,000,000.00, with minimum order values of $2,000.00 and maximum individual task order values of $20,000,000.00. This is a competitive 8(a) set-aside, with all awards restricted to SBA-certified 8(a) firms or joint ventures registered under NAICS 236220 (Commercial and Institutional Building Construction). The contract will support construction, facility repair/alteration, and real property repair/alteration projects on an as-needed basis at JBER, Alaska, performed primarily in general construction categories including design-build work.
Proposals are due by April 22, 2026, at 1:00 PM Alaska Daylight Time, submitted electronically through the Department of Defense Secure Access File Exchange (DODSAFE). Offerors must provide a minimum aggregate bonding capacity of $40,000,000. The Government will evaluate proposals using a Highest Technically Rated Offeror with Fair and Reasonable Price (HTRO) methodology, with evaluation consisting of six sequential steps: compliance review, technical score validation (based on a self-scored worksheet addressing relevant experience projects in ten construction categories, number of projects as prime contractor, complex project experience, and design-build capability), ranking, price evaluation, responsibility determination, and award. Unsubstantiated or misleading claims on the self-scored worksheet may result in downward adjustment to zero points, and gross misrepresentation across six or more projects may result in immediate elimination from consideration. All unsuccessful compliant offerors will be placed in a ranked reserve pool for potential future on-ramping at the Government's discretion. Performance and payment bonds are required within ten days after task order award. The contract is subject to prevailing wage determinations under the Davis-Bacon Act, with wage rates applicable at the time each task order is awarded.

Section H - Special Contract Requirements
1. Off-Ramp/On-Ramp. The Government reserves the right to remove from or add to the existing pool of MACC awardees at any time during the ordering period by utilizing on-ramp and/or off-ramp procedures described below.
1.1. Reserve Pool. A ranked reserve pool of offerors will be maintained throughout the ordering period for the purpose of on-ramping. Unsuccessful offerors who meet the requirements of Section L of this solicitation, whose proposals are not eliminated during evaluation, propose a fair and reasonable price, and are otherwise eligible for contract award will be retained in the reserve pool in ranked order of validated technical scores.
1.2. On-Ramp. During the ordering period of this contract, one (1) or more offerors in the reserve pool may be given the opportunity solely at the Government's discretion to receive an IDIQ contract award. The Government will begin with the offeror with the highest validated technical score and proceed to other offerors in ranked order if needed. No other rights, obligations or liabilities are attached to either the reserve pool members or the Government, beyond what is stipulated in this paragraph. On-ramping will be for the remainder of the original ordering period only.
1.2.1. On-Ramp Procedures. If the Government determines that on-ramping one or more offeror(s) is in its best interest, the Contracting Officer will contact the highest-ranked offeror in the reserve pool to confirm continued interest. If an offeror declines on-ramping, they will be removed from the reserve pool.
If an offeror confirms interest in being on-ramped, the Contracting Officer will conduct a determination of responsibility IAW RFO 9.104. If the Offeror is determined responsible and otherwise eligible for award, the offeror will receive a MACC IDIQ contract and an initial task order for the post-award orientation conference to meet the contract minimum. The contractor will be given fair opportunity to compete for task order awards beginning with any project advertised after the effective date of the base (on-ramp) contract.
1.3. Off-Ramp. The off-ramp process under the MACC encompasses several methods by which the Government may remove a contractor from the pool of MACC contractors. Off-ramp methods include but are not limited to:
RFO Part 49, Termination of Contracts, for base contracts or task orders (Termination for Cause or Termination for Convenience of the Government), No-Cost Cancellation of the base contract, or off-ramping without contract action.
1.3.1. Off-Ramp Notice. The Contracting Officer will notify the contractor in writing that they have been off-ramped by sending a memorandum with the effective date and an explanation that they will not receive MACC FOPRs and will be ineligible for future task order awards. The off-ramped contractor is ineligible for task order award beginning on the date of receipt of the written off-ramp notice, even if further contract action is pending, such as a termination modification.
1.3.2. Completion of Existing Task Order(s). Following off-ramping, the contractor shall satisfactorily complete all previously awarded task orders, and all terms and conditions of existing task orders remain in effect.
1.3.3. Government's Unilateral Right. The Government reserves the right to unilaterally off-ramp a contractor at its sole discretion.
2. Ceiling Rates. Each Awardee's burdened labor rates from Attachment 7, Price Proposal, will be incorporated into the contract at award.
