About this file
This is Amendment 0001 to Solicitation FA500026R0001 for the 2026 Joint Base Elmendorf-Richardson (JBER) Multiple Award Construction Contract (JBER MACC), issued by the U.S. Air Force on April 13, 2026. The amendment extends the proposal submission deadline by two days from 1:00 P.M. AKDT on April 22, 2026 to 1:00 P.M. AKDT on April 24, 2026, and revises Attachments 1, 2, 4, and 5 while adding a new Questions and Answers attachment. The Government intends to award six (6) indefinite-delivery, indefinite-quantity (IDIQ) contracts with firm-fixed-price (FFP) task orders to the highest technically rated offerors with fair and reasonable pricing. The JBER MACC is a five (5) year contract with a five (5) year ordering period, with a total program ceiling of $995,000,000. The acquisition is restricted to SBA Certified 8(a) firms or joint ventures registered under NAICS 236220 (Commercial and Institutional Building Construction), and award selection will use the Highest Technically Rated Offeror (HTRO) methodology. Offerors must submit fully burdened hourly labor rates for Project Manager, Superintendent, and Quality Control Manager positions across all five contract years and demonstrate relevant experience through up to 24 project submissions with supporting documentation. A minimum aggregate bonding capacity of $40,000,000 is required, and proposals must be submitted electronically through the Department of Defense Secure Access File Exchange (DODSAFE) in specified formats (.pdf, .docx, .xlsx). The amendment removes the requirement for SBA validation letters from Chapter 4 of Volume I and clarifies that only one proposal may be submitted from each family of companies. All other terms and conditions remain unchanged.

PROPOSAL PREPARATION INSTRUCTION TO OFFERORS
L-1 GENERAL INSTRUCTIONS
1.0 This solicitation is being issued for the acquisition of the 2026 Joint Base Elmendorf-Richardson (JBER) Multiple Award Construction Contract (JBER MACC) which will be utilized to execute a broad range of maintenance, repair and construction projects on real property at JBER, Alaska. The projects will include facility repair/alteration, and real property repair/alteration projects on an as needed basis. This requirement is geared primarily towards repair and alteration projects but may also be used to perform new construction. This competitive acquisition will utilize the source selection procedures in accordance with (IAW) RFO 15.2 as supplemented by the R-DFARS 215.2 and the Department of the Air Force Mandatory Procedures to make an integrated assessment for a Highest Technically Rated Offeror with a Fair and Reasonable Price (HTRO) award decision.
1.1 The Government intends to award six (6) indefinite-delivery, indefinite-quantity (IDIQ) contracts with firm-fixed-price (FFP) task orders to the highest technically rated offerors with fair and reasonable pricing. The JBER MACC will be a five (5) year contract with a five (5) year ordering period. At the time of award, all other offerors not previously eliminated from consideration will be placed in ranked order in a Reserve Pool for possible future on-ramping as described in Section H.
1.2 This section provides general guidance for preparing proposals, as well as specific instructions on the format and content of the proposal. Throughout this section, the term "offeror" includes joint venture partners the contractor proposes to maintain throughout the entirety of the contract.
1.3 The offeror's proposal shall include all data and information requested and must be submitted in accordance with these instructions. Any offeror who submits an incomplete proposal package may be considered non-conforming to the solicitation. The offer shall comply with the requirements stated in the Request for Proposal (RFP). A proposal that is sufficiently documented to support price and technical requirements in a complete, orderly, and detailed manner will enable the Government to perform a thorough and fair evaluation. Non-compliance with the instructions and RFP may result in a proposal not being evaluated. Subsidiaries and predecessors under the same corporate umbrella will be considered the same 8(a) firm. Only one (1) proposal may be submitted from each family of companies.
2.0 Type of Acquisition This is an 8(a) competitive acquisition. For this acquisition, selection of the best value offeror(s) will be made using Highest Technically Rated Offeror with a Fair and Reasonable Price
(HTRO) methodology. Proposals may only be submitted by Small Business Association (SBA) Certified 8(a) firms or joint ventures registered under NAICS 236220, Commercial and Institutional Building Construction.
3.0 Discrepancies and Ambiguities. If an offeror believes that the requirements in these instructions contain an error, omission, ambiguity, or are otherwise unsound, the offeror shall immediately notify the Contracting Officer (CO) in writing with supporting rationale no later than ten (10) calendar days after the RFP release.
4.0 Mistakes. Mistakes in an offeror's proposal shall be handled in accordance with RFO 14.304 as referenced in RFO 15.303.
5.0 Postponement of Proposal Closing Date. If a determination is made to postpone a proposal closing date, an announcement will be posted to the Government Point of Entry (GPE) at https://sam.gov/content/home.
6.0 Competitive Negotiations. The Government intends to evaluate proposals and award contracts without competitive negotiations with offerors IAW RFO 15.203 but reserves the right to negotiate with offerors IAW RFO 15.204-2 if determined to be in the government's best interest. Therefore, the offeror's initial proposal should contain the offeror's best terms from a price and technical standpoint. When negotiations or requests for revised offers are not conducted or requested by the Government, the prices identified in Section J, Attachment 07_ Price Proposal shall be valid through the date in Block 13D of the SF 1442.
7.0 Points of Contact (POC). The POCs for this acquisition are the Contracting Officer (CO), Brian Barcelona, and Contract Specialists, (CS), Tiffany Cox, David May, and Kaylie Bechard. Written requests for information may be sent to the CO and CSs at the email addresses listed below:

1.8.2.3 The total maximum page count for each REP is three (3) pages, with one (1) page for the Project Summary Table, and up to two (2) pages for the narrative. Narrative text exceeding two (2) pages will not be considered for score validation.

RFO and R-DFARS Provisions in Section L remain unchanged.
Section M has been changed as follows (changes shown in red text):
Section M-2, Paragraph 1.1.4.1 is revised.
1.1.4.1 Price proposals will be evaluated by reviewing the Program Project Manager, Superintendent, and Quality Control Manager hourly rates for each of the five (5) years of the program. Price proposals will be evaluated using one or more of the techniques in RFO 15.404-1(b), to determine if they are fair and reasonable. For a price to be determined reasonable, it must represent a price to the Government that a prudent person would pay in the conduct of competitive business.
All other portions of Section M remain unchanged.
