About this file

This is a Relevant Experience Project (REP) Template document for offerors responding to the 2026 JBER Multiple Award Construction Contract (MACC) solicitation. The template provides standardized formats for documenting up to 24 relevant experience projects across 10 categories, with each project submission limited to three pages total: one page for a project summary table and two pages maximum for narrative explanation. Offerors must use this template to demonstrate their qualifications in specific construction disciplines including building design and renovation under International Energy Conservation Code (IECC) standards, electrical distribution and transmission lines (12.5kV to 34.5kV), hazardous materials abatement (asbestos, PCB, lead-based paint, contaminated soil), ballistic windows and vehicle barriers for federal facilities, general facility renovations, fire suppression and alarm systems, utility system installations, HVAC systems, controlled space construction per Intelligence Community standards, and special interest projects (environmental, water quality, historical, air quality, site restoration, cultural).

For each relevant experience project submitted, offerors must complete a project summary table capturing prime contractor name, contract and order numbers, project title and location, customer information and point of contact details, period of performance, total project value, SOW page references, project location classification (continental U.S., Alaska non-military, or Alaska north of 60th parallel), complexity level (three to seven or more tasks), and design-build experience designation. The narrative section must cross-reference specific SOW excerpts and contract documentation from Appendix 1 to substantiate claims that projects meet the technical definitions and self-scoring criteria outlined in the solicitation attachments. The maximum total page count for all REP submissions is 72 pages for 24 projects, with Appendix 1 containing the project-specific SOWs having no page limit restrictions. This template was revised on April 10, 2026, with changes made to instructions and Category 2 project requirements.

RELEVANT EXPERIENCE PROJECT (REP) TEMPLATE

REVISION 01, 10 April 2026 Changes: Instructions, Category 2 – projects #1 & #2

INSTRUCTIONS:

1. This template is to be used for each specific Relevant Experience Project (REP) submitted.

2. The Offeror may submit up to 24 projects. If providing less than the maximum, the contractor may delete unused REP templates.

3. The total page count for each REP is three (3) pages, with one (1) page for the Project Summary Table (provided below), and two (2) pages maximum for the narrative. Any narrative text beyond two (2) pages will not be considered. The maximum total page count for REPs is 72 pages for 24 maximum projects.

4. Appendix 1, Project Specific Statements of Work (SOW) shall contain only SOWs of the submitted REPs. Appendix 1 has no page limit restrictions.

5. Use the narrative block to explain the rationale supporting your claim that the project meets the ATT 04_Volume II_Technical Definitions for the selected category (Section I) and tasks (Section II). Your narrative should include the identification/explanation of the excerpts of documentation that substantiate the self-scored claims. The Offeror shall provide excerpts in the narrative of Contract, Task Order, and/or Award documentation that substantiates the ratings in ATT 05_Volume II_HTRO Self-Scoring Worksheet.

6. The Offeror shall include identification of Appendix 1 (see solicitation L-2, 1.8.2.4), SOW and other official contract document references/titles, page number section/paragraph headings in the narrative for cross-referencing purposes. The SOW Appendix will only be reviewed for validation purposes if the Offeror cross-references the SOW specific substantiating verbiage, the Government may not review nor consider SOW information that is not in the narrative and directly cross-referenced with the SOW references/titles, page number section/paragraph headings. The cross-referenced text should directly support the narrative assertation, general references to the entirety of the SOW document in the Appendix may not be reviewed. If a SOW document is attached within Appendix 1 but is not cross-referenced, it may not be considered as substantiating documentation.

7. Do not resubmit this instruction page with Volume II.

8. This page is intended to supplement instructions provided in the solicitation. If any information on this page conflicts with the solicitation, the solicitation takes precedence. See Solicitation Section L-2, 1.8.2 for details.
