About this file

This is a Relevant Experience Project (REP) template for the 2026 JBER Multiple Award Construction Contract (MACC) solicitation. Offerors may submit up to 24 projects across 10 defined categories to demonstrate prior relevant experience as a prime contractor. Each project submission consists of a three-page maximum response, including one page for a project summary table and two pages maximum for narrative explanation with required cross-references to supporting Statement of Work (SOW) documentation provided in Appendix 1. The template does not impose page limits on Appendix 1 SOWs.

The 10 project categories address: (1) IECC-compliant building design, construction, and renovation; (2) electrical distribution, generation, and transmission lines (12.5kV to 34.5kV); (3) HAZMAT abatement including asbestos, hazardous materials, PCB, and lead-based paint; (4) ballistic windows, active vehicle barriers, traffic control houses, and control points for federal facilities; (5) general facility renovation including dorm renovation and fire/seismic upgrades; (6) fire suppression, fire alarm, and mass notification systems; (7) utility systems for electrical, sewer, and water; (8) HVAC systems including CRAC units; (9) controlled space construction per Intelligence Community Standard ICD 705; and (10) special interest projects including environmental, water quality, historical, air quality, and site restoration work. For each project, offerors must identify the location category (continental U.S., Alaska non-military, or Alaska military/north of 60th parallel), complexity level (three, five, or seven or more tasks), and design-build status. Narratives must explicitly cross-reference SOW documentation with specific page numbers and section headings to substantiate all claims, as the government will not consider SOW information that lacks direct narrative cross-references.

RELEVANT EXPERIENCE PROJECT (REP) TEMPLATE

INSTRUCTIONS:

1. This template is to be used for each specific Relevant Experience Project (REP) submitted.

2. The Offeror may submit up to 24 projects. If providing less than the maximum, the contractor may delete unused REP templates.

3. The total page count for each REP is three (3) pages, with one (1) page for the Project Summary Table (provided below), and two (2) pages maximum for the narrative. Any narrative text beyond two (2) pages will not be considered. The maximum total page count for REPs is 72 pages for 24 maximum projects.

4. Appendix 1, Project Specific Statements of Work (SOW) shall contain only SOWs of the submitted REPs. Appendix 1 has no page limit restrictions.

5. Use the narrative block to explain the rationale supporting your claim that the project meets the ATT 04_Volume II_Technical Definitions for the selected category (Section I) and tasks (Section II). Your narrative should include the identification/explanation of the excerpts of documentation that substantiate the self-scored claims. The Offeror shall provide excerpts in the narrative of Contract, Task Order, and/or Award documentation that substantiates the ratings in ATT 05_Volume II_HTRO Self-Scoring Worksheet.

6. The Offeror shall include identification of Appendix 1, SOW references/titles, page number section/paragraph headings in the narrative for cross-referencing purposes. The SOW will only be reviewed for validation purposes if the Offeror cross-references the SOW verbiage, the Government may not review nor consider SOW information that is not in the narrative and directly cross-referenced with the SOW references/titles, page number section/paragraph headings. The cross-referenced text should directly support the narrative assertation, general references to the entirety of the SOW may not be reviewed. If a SOW is attached within Appendix 1 but is not cross-referenced, it may not be considered as substantiating documentation.

7. Do not resubmit this instruction page with Volume II.
