About this file
This document is a CAD/GIS Record Drawing As-Built Standard for Joint Base Elmendorf-Richardson, effective September 2024. It establishes technical requirements for contractors delivering record drawing as-built documentation for construction projects at the base.
AutoCAD deliverables must be developed using Autodesk-licensed software and saved in AutoCAD 2023 or earlier format with all supporting files. Submissions require editable DWG files, Adobe PDF, and DWF formats configured for monochrome plotting. Each project sheet must correspond to a single DWG file with one layout in paper space set to full scale (22x34 ANSI D or expanded D). Files must follow naming conventions prescribed in ERDC/ITL TR-12-X standards, include sheet sets with indexed sheet lists and views, and have external references bound with embedded images and logos. Civil plan views must be geospatially referenced with 0.5-meter accuracy using Universal Transverse Mercator (UTM) meters coordinate system and World Geodetic System 1984 (WGS84) datum. Model space geometry must be drawn 1:1 without scaling or relocation after geospatial positioning. Additional requirements include Arial font for text at 1/8" height, graphical and numerical scales, magnetic north arrows, dimensional reference grids, key plan insets where appropriate, and "RECORD DRAWING AS-BUILT" annotations on each sheet.
GIS/GPS deliverables must coordinate with the 673d CES Geospatial Information Officer for approved file formats and the current SDSFIE-compliant GIS database shell prior to data collection. Surveyed data for newly constructed features must provide X, Y, and Z coordinates with 0.5-meter horizontal accuracy and 0.2-meter vertical accuracy at 15-meter intervals for all utility types. Required data layers include new infrastructure, electrical features, fuels systems, natural gas, storm sewers, wastewater, and water systems, with specific attributes documented for each feature type per 673 CES GeoBase data standards. All coordinate files must be submitted in TXT or CSV format with accompanying GPS data dictionary and feature code library files.

JOINT BASE ELMENDORF-RICHARDSON CAD / GIS RECORD DRAWING AS-BUILT
STANDARD
1.0 Record Drawing as-built Deliverables
A. General Requirements: The purpose of this standard is to identify the use of CAD/GIS standards by contractors for Record Drawing As-built deliverables. The intent is not to provide specific guidance to a contractor on execution but to identify the format of the Record Drawing As-built. The AutoCAD deliverables shall be developed according to the latest release of The CAD BIM Technology Center A/E/C CAD Standard ERDC/ITL TR-12-X published by the U.S. Army Engineer Research and Development Center at 3909 Halls Ferry Road Vicksburg, MS 39180-6199. This publication is available at https://cadbimcenter.erdc.dren.mil. The following are specific Air Force requirements and if there is a conflict between the A/E/C CAD standard and the Air Force requirements then the Air Force requirements shall take precedence. Clarification on the A/E/C CAD standard shall be addressed thru the Air Force Project Manager. GIS/GPS requirements are shown in paragraph 2A3.
2.0 As-Built:
A. Electronic submittals: All DWG's shall be developed and saved by software that is licensed by Autodesk. As-built shall be delivered in an editable Autodesk AutoCAD 2023 or earlier version to include all support files and an Adobe PDF and DWF. Configure drawings to be plotted using the plot style Monochrome.ctb. Assemble project electronic files into a Microsoft Windows folder structure as illustrated in Figure 1. Submit all electronic files on a DVD-R. Label the DVD-R with a CD/DVD label; include a minimum of project number, project title, As-built date. With approval, electronic files may also be submitted via DoD SAFE file share.
1. AutoCAD deliverables:
a. File templates: The Government shall provide AutoCAD border sheet templates for development of project drawings. The border sheet template shall be inserted into the sheet layout as a block.
b. Drawing sheet assembly: Drawing Sheet assembly shall be arranged as prescribed in ERDC/ITL TR-
12-X, FIGURE 2-1, however, the border sheet shall be inserted as a block into the sheet file. Create only one layout per AutoCAD file, that is, each project sheet corresponds to a single unique dwg. Paper space setup to be full scale (22x34 ANSI D or ANSI expand D), to enable Government provided title block to automatically drop in and fit.
c. File naming conventions: The AEC Sheet File name is the unique name of each individual AutoCAD project Model and Sheet File as prescribed in ERDC/ITL TR-12-X figures 2-2 and 2-3 respectively.
Ensure the Sheet File name is shown in the title block as the “AEC Sheet File Name”. See Government supplied templates.
d. Sheet Sets: Create Sheet Set (DST) files from the project Sheet Files with fully indexed Sheet Lists, Sheet Views and Model Views. A single Viewport shall be dedicated to Sheet Views requiring a title.
Ensure a DST file resides in each project discipline folder and references the folder discipline DWG. The Sheet List structure and sheet naming convention shall be identical to the project Schedule of Drawings.
The Sheet View List shall be indexed with the number and name of the plan, detail or section. The Government shall provide an electronic sample of a Sheet Set upon request.
e. External References: External References shall be bound and image files shall be embedded into drawing including logos.
f. Civil plans: All Civil Plan Views shall be geospatially referenced, with an accuracy of 0.5 meters or better, using the Universal Transverse Mercator (UTM) meters coordinate system, World Geodetic System 1984 (WGS84) datum. Model space geometry shall not be scaled from original 1:1 or subsequently moved after being geo-spatially located
g. Miscellaneous:
1. Model space geometry shall be drawn 1:1.
2. Purge all layers, blocks, etc. that are not relevant.
3. Text shall be true type font Arial and Arial Bold.
4. 1/8” (3 mm) text height shall be used for dimensions, notes, callouts, table/schedule text and general text on full size drawings.
5. Use a “key plan inset” where appropriate to discriminate work locations relative to the entire construction.
6. All files, where appropriate and practical, shall have a graphical scale, a numerical scale, a plan and magnetic north arrow and a dimensional reference grid system.
7. Reference ERDC/ITL TR-12-X, para 3.1.5: for interior and exterior utility plans, screen floor plan and geography to contrast utility layout so as to readily distinguished differences.
8. Each sheet shall have a revision block annotation “RECORD DRAWING AS-BUILT” in addition to a “RECORD DRAWING” stamp/watermark identified on the drawing.
2. PDF and DWF deliverables:
a. A “published” PDF and DWF (from the native DWG) combined, mono-chromed and booked mark per the Schedule of Drawings with CAD layers as a viewable option, shall be delivered.
b. Plot as DWG to PDF (to avoid various PDF driver configurations/settings/plot style, i.e. Adobe PDF, Bluebeam PDF, Kofax PDF etc)
3. GIS/GPS deliverables:
a. GIS/GPS file formats: The contractor shall contact the 673d CES Geospatial Information Officer (GIO) for a list of approved GPS/GIS file types prior to data collection and the most current version of the SDSFIE compliant GIS database shell. The GIS shell layers shall be populated without modifying the template for all geographic features associated with the project. Any additional data that is not incorporated into the GIS template should be included in a spreadsheet format approved by the GIO prior to submittal.
b. Provide surveyed data with coordinate locations for newly constructed features with an accuracy of 0.5 meters or better. GPS data dictionary/feature code library files used by the contractor for data collection shall be submitted along with a coordinate file of all survey points in .txt or .cvs format. All surveyed data shall consist, at a minimum, of X-location, Y-location and if applicable, utility line size, utility line type and manhole/junction ID. All buried utilities shall consist of an X-coordinate, Y-coordinate and Z-coordinate.
The Z-coordinates are the elevations at the top of the utility lines as well as any invert pipe elevations. Z-coordinate intervals shall be as indicated in Table 1. If tolerances in Table 1 does not provide for Z-coordinate interval use midpoint coordinate of utility. See Table 1 for plan, elevation and interval tolerances. Tolerances shall be equal to or better than indicated. Additional attribute information is required for most data layers, and it is the contractor’s responsibility to ensure that delivered layers are fully compliant with 673 CES GeoBase data standards. Contact the 673 CES GIO for appropriate data standards prior to beginning work. Provide survey control information showing horizontal and vertical control datum. Coordinate with 673 CES GeoBase for JBER control monument references. The surveyed data shall include, but not be limited to:
1. All new infrastructure (road, building, parking lot, sidewalk)
2. Electrical features (transformer, cable, generator, manhole, meter, switch, lighting, airfield lighting)
3. Fuels features (air eliminator, anode, anode test station, filter strainer, hydrant, manhole, fuel line, meter, pump, rectifier, valve)
4. Natural gas features (valve, line)
5. Storm sewer features (inlet, manhole, line, oil-water separator, open drainage line)
